When you need this permit

  • ONLINE ONLY, AND DATED: "As of January 2024, all permit applications must be submitted online through the CSS Portal. Please use the portal to apply for, track, and manage building permits."
  • A NOTARISED LETTER IS REQUIRED IF ANYONE ELSE PULLS THE PERMIT, and it applies to both contractors and owners. For contractors: "If your agent or employee is obtaining the permit(s), you must furnish the City with a notarized letter naming those allowed to obtain permits for your business." For owners: "If anyone other than you or your contractor is obtaining the permits, you must furnish the City with a notarized letter naming the agent(s) allowed to obtain permits for your property."
  • CONTRACTORS MUST ARRIVE WITH FOUR THINGS: "Proof of Contractor's License" and "Current City Business License & Worker's Compensation (Have name of Carrier & Policy available, unless you sign exempt.)" Contractor
  • WHAT NEEDS A PERMIT IS DRAWN BROADLY: "Any building or structure that is erected, constructed, enlarged, altered repaired, moved, improved, removed, converted, or demolished requires a Building Permit prior to any work being started. There are some exemptions from permit requirements."
  • FENCES AND WALLS TURN ON TWO FEET: "Fences and non-retaining masonry walls not over 2 feet in height, measured from finished grade to the top of the wall, do not require a permit. Retaining walls not over 2 feet in height... (unless supporting a surcharge/slope) do not require a permit. All other fences and walls require a building permit." HEIGHT LIMITS ARE A SEPARATE QUESTION and belong to Planning, not Building.
  • A SHED IS EXEMPT UNDER 120 SQUARE FEET BUT NOT EXEMPT FROM SETBACKS: "One story detached accessory buildings used as tool or storage sheds, playhouses and similar uses are exempt from Building Permits if the floor area does not exceed 120 square feet. The shed still must comply with the Indio Municipal Code setback requirements."
  • PERMIT HISTORY IS NOT A BUILDING DIVISION REQUEST. "To review permit history or request any public records for a property within the City of Indio, please visit the Public Records Center page. All public records requests are processed through the City Clerk's Office."

    The number of inspections per day is capped, and the city says so

    "Our staff will limit the number of daily building inspections with consideration to staffing levels and reasonable customer service. If we are unable to complete a building inspection on the date requested, we will reschedule it for the following workday."

    If you are not ready, the inspector does not come back that day

    "We ask that you please be ready for the requested inspection as we will not return to it later and you will be required to reschedule the inspection to another day."

    Which channel you use depends on how the permit was obtained

    Online applications must be scheduled online: "If you applied through our online Citizen Self-Service (CSS) portal, please schedule your inspection online using your CSS login. Inspection requests submitted through phone or email will not be accepted for online applications." The phone and email route is framed for older permits - "If you have a permit before the year August 2023" - on (760) 391-4001 or inspection@indio.org, leaving name, phone number, permit number, inspection type and preferred date.

    NO INTERIOR INSPECTIONS OF LIVED-IN DWELLINGS, and this one changes what work is practical

    "To help ensure the safety and health of City staff, there will be no Building inspections within the interior of lived-in dwelling units where a staff person has to enter the home to complete the inspection. If an inspector can gain access from the exterior and not go through the house, then that inspection will be performed." The restriction is introduced under a Coronavirus heading but is published as current policy.

    Twelve months from issuance to request an inspection

    "Please note that a permit must still be applied for and received, however, an applicant will have up to 12 months from the date of the issued permit to request an inspection(s)."

    Virtual inspection, by appointment with a named supervisor

    Eligible projects are listed exactly: Photovoltaic Systems, Patio Covers, Water Heater Changeouts, Sewer Connections, Gas Line Extensions for BBQ and Fire Pits, HVAC Changeouts, Electrical Panel Changeouts, Reroofs, Window Changeouts. The customer needs "a smart phone, iPad or laptop with video capability" and "minimum 4G connectivity", contacts Ruben Franz at rfranz@indio.org or (760) 541-4210 with permit number, site address, inspection type, email and phone, and the inspector initiates a LifeSize video call - "The customer may alternately request to use FaceTime." Results are emailed and entered into the permitting system.

    If the video inspection fails, a field inspector is attempted the same day

    "If for any reason the Inspector is unable to complete the inspection via the Virtual Inspection Program, every effort will be made to route a field inspector to complete the inspection the same day. If this is not possible, the inspector will schedule a field inspection for the next business day."

Frequently asked questions

Two feet and 120 square feet are the thresholds. Fences and non-retaining masonry walls "not over 2 feet in height" are exempt, as are retaining walls under 2 feet "unless supporting a surcharge/slope"; everything else needs a permit. A detached shed is exempt "if the floor area does not exceed 120 square feet", but still "must comply with the Indio Municipal Code setback requirements". It depends on the time of year, which is unusual. During Pacific Standard Time (early November to mid-March) it is Monday to Friday 7:00 a.m. to 6:00 p.m., Saturday 8:00 a.m. to 6:00 p.m., and Sunday and Government Code holidays 9:00 a.m. to 5:00 p.m. During Pacific Daylight Time (mid-March to early November) the weekday and Saturday starts move an hour earlier, to 6:00 a.m. and 7:00 a.m. Sunday work is permitted, which many cities do not allow at all.

Not if you live in it. "There will be no Building inspections within the interior of lived-in dwelling units where a staff person has to enter the home to complete the inspection." If the work can be reached from outside without going through the house, the inspection goes ahead. Plan interior work in an occupied home around this before you start.

The city gives the specification: any door forming part of the pool barrier needs an alarm meeting UL 2017, which must "sound for at least 30 seconds within 7 seconds of the door opening" and be "at least 85 decibels at 10 from the alarm" - the unit is omitted in the city's own text, and is conventionally feet. Life preservers and "no diving" signage are NOT required for a private residential pool; the city states those rules are for public pools and spas.
