Building Permit in Hesperia, California

Hesperia publishes an unusually specific list of what needs a permit, with numeric thresholds, and requires every contractor to route construction debris through one named waste hauler or risk the permit being halted.

When you need this permit

  • THE PERMIT-REQUIRED LIST CARRIES ITS THRESHOLDS, which most cities leave to the code: "Decks over 30" above surrounding grade"; "Decks with roof covers, all sizes"; "Block walls over 3' high above grade"; "Re-roofing, over 25%"; "Storage sheds (over 120 square feet)"; "Swimming pools or spas (18" deep or deeper)"; and "Foundation with floor slabs (on-site flat concrete work, such as sidewalks or driveways, does not require permits)".
  • A GARAGE CONVERSION COMES WITH A REPLACEMENT OBLIGATION: "Garage conversion / must also construct two-car garage if converting existing garage." Converting the garage is not the whole project - building another one is part of it.
  • A GUEST HOUSE HAS FOUR CONDITIONS AT ONCE: "Guest house (499 square feet only if under one acre of land, no kitchen, no permanent living)".
  • A SEWER HOOK UP DRAGS THE SEPTIC SYSTEM WITH IT: "Sewer hook up (must include removal / demolition of septic system)".
  • ONE WASTE HAULER, AND USING ANOTHER CAN STOP THE PERMIT: "All contractors are required to utilize the services of the City's waste hauler, Advance Disposal, for construction and demolition debris. Failure to ensure waste is processed through Advance Disposal may halt your permitting process."
  • THE APPROVED PLANS AND JOB CARD LIVE ON SITE: "An approved set of plans and job card must remain at the job site at all times, for use during inspections."

Inspection process

  1. 1

    Twenty-four hours' notice

"The owner or licensed contractor is responsible for scheduling inspections at each step of construction... When scheduling inspections, notice is required 24 hours in advance." Inspections are booked on (760) 947-1300.

  2. 2

Roughly 8:00 AM to 5:00 PM, and your place in the list decides your half of the day

"Inspection schedules are subject to change without notice. Inspections are generally conducted between 8:00 AM and 5:00 PM. Typically, the inspections listed in the first half of the schedule are assigned in the morning, while those in the second half are assigned in the afternoon." The city explains the mechanism rather than offering a choice of window.

  3. 3

Special inspectors are additional to the city's, never instead of them

The city is emphatic: "these 'Special Inspectors' are not on the project in lieu of the regular City Building Inspector, but rather they are on the project in addition to the City Building Inspector and they should work closely with one another." Work requiring one includes "Spray-applied Fire Proofing; Structural Welding; Concrete (generally high strength); High Strength Bolting; Epoxy secured anchor bolts; Structural Masonry" and anything else the architect or engineer of record specifies.

  4. 4

Special inspectors are licensed and vetted by the city

The city requires an interview with plan check or inspection staff, "a minimum of 2 years' experience as a special inspector as well as a valid nationally recognized certification, such as an ICC certification", and a City issued Special Inspector License Card carried on site. Reports must be written and "reviewed by the contractor, the design professional, the owner and the regular City building inspector." NOTE: the paragraph stating the interview requirement says "the City of Riverside requires" - see tipsAndGotchas.

  5. 5

    The final releases the utilities

"If no items need to be resolved after work has been completed, the inspector will sign off on the permit, the utilities to your building will be released and a Certificate of Occupancy will be issued, if applicable." The utility release is tied to the final inspection sign-off.

No. "All contractors are required to utilize the services of the City's waste hauler, Advance Disposal, for construction and demolition debris", and "Failure to ensure waste is processed through Advance Disposal may halt your permitting process."

No - the city attaches a condition: "Garage conversion / must also construct two-car garage if converting existing garage." Budget for building a replacement garage as part of the same project.

It depends on risk category, and Hesperia publishes all four: 90 mph for Risk Category I, 105 mph for II, 110 mph for III and 115 mph for IV, as 3-second gust. Exposure is site specific under CBC 1609, though "Most areas of the City of Hesperia can be classified as wind exposure category C", and roof drainage is designed for 3 inches of rainfall per hour.

No, and the city says so twice. Special inspectors are "on the project in addition to the City Building Inspector", not in lieu of one, and the two are expected to work closely together.
