Sign Permit in Conejos County (Unincorporated), Colorado
RESEARCHED 2026-08-13: unlike several small-town peers in this corpus with only a bare sign definition and no real standards, Conejos County's 2005 Land Use Code (CCLUC), read in full via a browser-header curl fetch of the County's own PDF (conejoscounty.colorado.gov returns HTTP 403 to a plain fetch without browser headers/Referer; a headed fetch returns HTTP 200), contains a genuine, detailed Article 11 (Signs) with a stated purpose, maintenance obligations, temporary-sign rules, prohibited-sign categories, general requirements (dimensions, moving features, illumination, location, safety/wind load/electrical), and a Section 11.160 Sign Table setting maximum size and height by zoning district. There is no distinct 'Sign Permit' application or checkbox anywhere in the County's permitting system, however: a sign meets the Code's own definition of 'Structure' ('Anything constructed or erected upon and attached to the ground'), and Section 5.100.B/5.600 require a Land Use Construction Permit for all new construction unless expressly exempted by Section 5.620 -- signs are NOT among that section's exemptions (household repairs, minor roofing under 100 sq ft, enclosed accessory structures under 120 sq ft, decorative/stock fences). The County's own Building/Construction Permit Application form (CCLU Construction Permit, Rev 1-28-2022, fetched directly) confirms this in practice: it has no dedicated Sign checkbox among its listed project types (Residence, Mobile/Manufactured Home, Addition/Expansion, Commercial, Accessory Structure, Roofing, HORCA RV auxiliary structure, Temporary Structure) and provides only a free-text 'Other' line for anything not individually itemized -- a sign would be filed there, under the County's standard unified Building/Construction Permit process documented elsewhere in this file, and billed on the same general valuation-based fee table (no sign-specific fee line exists).

When you need this permit
- Must comply with Section 11.160's Sign Table: maximum sign size 32 square feet and maximum height 20 feet in the Agricultural, Rural Residential, Commercial, Industrial, and Interstate Highway Sign zoning districts (interstate highway signs apply only to uses providing gasoline, food, or lodging with frontage on the interstate right-of-way or an interstate frontage road); the Sign Table lists the Residential district's maximum size and height as 'N/A' -- confirm directly with the Land Use Office (719-376-2014) whether this means signs are not permitted or simply unregulated by size/height in that district, since the Code does not itself clarify which
- A sign meets the Land Use Code's definition of 'Structure' ('Anything constructed or erected upon and attached to the ground') and is not listed among the Construction Permit exemptions in Section 5.620 -- so a Land Use Construction Permit (Section 5.600) is required for a new or altered sign the same as for any other structure
- No flashing, rotating, animated, or moving parts; changeable-message signs must remain motionless for not less than one minute (Section 11.150.B)
- Illumination must not cause glare or otherwise adversely impact residential areas, and must not create a traffic hazard or be confused with a traffic control device (Section 11.150.C)
- The sign must be located entirely on private property, not on or over road easements or rights-of-way, and must not obstruct or create a hazard for traffic, cyclists, or pedestrians (Section 11.150.D)
- Signs over ten feet in height must be engineered to withstand a minimum wind load of 30 pounds per square foot (Section 11.150.E.1); electrical wiring must be underground for freestanding signs and behind the sign cabinet for wall or projecting signs (Section 11.150.E.2)
- Temporary Real Estate signs: maximum 15 square feet per face, not extending outside the lot line, removed within 30 calendar days of sale or removal of the property from the market (Section 11.120.A)
- Temporary Political Campaign signs: may be erected no earlier than 60 calendar days before any primary or general election and must be removed within 14 calendar days after the election (Section 11.120.B)
- Prohibited outright in all zone districts (Section 11.140): structurally unsafe signs; signs blocking ingress/egress or attached to a standpipe or fire escape; signs obstructing traffic visibility; signs with flashing/moving/animated features (except time/temperature/date signs or holiday decorations); open-bulb external displays; signs without adequate clearance from power lines; signs placed on vehicles/trailers for advertising purposes; obsolete signs (property vacant/unoccupied, or business closed, 6+ months, 12+ months for seasonal businesses); signs painted on natural features; and signs attached to a tree or utility pole on public property
- Legally nonconforming signs (erected before this Code) may continue but may not be changed in any way that increases their nonconformity; the burden of proving legal-nonconforming status rests on the sign owner (Section 7.100.F)
- Filed as 'Other' on the County's standard Building/Construction Permit Application (CCLU Construction Permit, Rev 1-28-2022, iWorQ portal), since no dedicated Sign line exists on the form

Final Inspection
No sign-specific inspection sequence is published anywhere in the County's Building Department materials or its 2005 Land Use Code; a general final inspection may apply if requested by Land Use staff for a permitted sign structure, consistent with the County's general Construction Permit inspection practice.

Tips
- Conejos County actually has real, substantive sign standards (Article 11 of the 2005 Land Use Code) -- size/height limits by zoning district, illumination and wind-load rules, and a detailed prohibited-signs list -- but no dedicated Sign Permit application; a sign is filed as a generic 'structure' under the County's standard Building/Construction Permit, using the form's 'Other' line.
- The Sign Table's 'N/A' entry for the Residential zoning district is genuinely ambiguous on its face -- it is not clear from the Code text alone whether this means signs are prohibited in Residential districts or simply not subject to a stated size/height limit there. Confirm directly with the Land Use Office before assuming either reading.
- Signs over 10 feet tall trigger a real engineering requirement (30 psf minimum wind load per Section 11.150.E.1) -- factor this into cost/timeline for any larger freestanding sign.
- Real estate and political campaign signs get their own narrow temporary-sign exemptions from the general standards (15 sq ft max for real estate signs; a defined election-cycle window for political signs) -- both still carry mandatory removal deadlines the property owner is responsible for.
