This is PermitBase’s published record for Edgewater as of 2026-08-13. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

Electrical Permit
VerifiedRequired for electrical modifications, installations, and repairs in Edgewater. Governed by the 2023 NEC (NFPA 70) as adopted by Edgewater Municipal Code Sec. 18-4-10 (Ord. 2024-06, 2024), with no local amendments. Edgewater runs its OWN electrical permitting/inspection program (via SAFEbuilt) under its own dedicated fee schedule (Sec. 18-1-40(f)) rather than deferring issuance to the Colorado State Electrical Board — though the City/SAFEbuilt does verify contractor DORA licensing status via its published Electrical/Plumbing Contemporaneous Review Guidelines.

Plumbing Permit
VerifiedRequired for plumbing modifications, installations, and repairs in Edgewater. Governed by the 2021 International Plumbing Code (IPC) as adopted and locally amended by Edgewater Municipal Code Sec. 18-6-10/18-6-30. Edgewater runs its own City/SAFEbuilt-administered plumbing permitting and inspection program under the general Building Permit Fee valuation schedule, rather than deferring to the Colorado State Plumbing Board for permit issuance.

Rooftop Solar / Photovoltaic Permit
VerifiedRequired for solar panel installation or replacement in Edgewater. SAFEbuilt (the City's contracted building-division provider) publishes a dedicated Photovoltaic System Submittal Requirements guide. Note: the guide itself (last revised 4/25/2022) cites the '2020 NEC, 2018 International Codes' as applicable, which predates the City's current 2021-cycle code adoption and 2023 NEC — treated as a stale reference in this file; the currently governing codes are those in Chapter 18 (2021 IRC/IBC family, 2023 NEC).

- Separate plan review required for each building/address requiring a separate permit
- Structural engineer's stamped letter required for panel weight/wind load addition, per the City's adopted design criteria: minimum 40 psf ground snow load, 130 mph Vult wind speed, Exposure C, Seismic Design Category B (per SAFEbuilt's PV guide; consistent with the City's general design criteria in Sec. 18-1-10 apart from the guide's use of Exposure C vs. the City's general Exposure B — confirm exposure category with SAFEbuilt for your specific site)
- Ground-mounted systems require a separate engineer-stamped letter for support/wind load
- Four-line electrical diagram required: module count/circuit layout, wire sizes/insulation, conduit sizes, junction boxes, inverter type, combiner panel, disconnect, meter, fuses/breakers, grounding

Show full citationHideRe-chased 2026-07-20: the City's own local fee-cap ordinance (Sec. 18-1-40(e)) expired July 1, 2025, but that is a SEPARATE, City-specific provision from Colorado's statewide statutory cap (C.R.S. 24-48.5-113, enacted by HB21-1284), which remains in effect statewide through its own repeal date of December 31, 2029 and is not tied to or affected by Edgewater's local sunset clause. The statute applies to 'the state or any agency, institution, authority, or political subdivision of the state' regardless of home-rule status. So while Edgewater's own $500/$1,000 local cap no longer applies, the state's identical-dollar-amount cap independently still does — the practical ceiling on combined City fees is unchanged in amount, just sourced from state rather than municipal law. |
EV Charger / EVSE Permit (Billed as General Electrical Work)
VerifiedRequired for installation of a Level 2 (or higher) electric vehicle charger/EVSE in Edgewater. The City has no dedicated EV-charger fee line item, application form, or ordinance — Edgewater's own population (approx. 4,900 per recent Census-based estimates) is below the 10,000-population threshold that makes a municipality a 'covered municipality' under Colorado HB24-1173 (Electric Vehicle Charging System Permits Act, effective Aug. 7, 2024), so the City is not required to adopt the Colorado Energy Office's model EV-charger permitting code or a dedicated objective-standards ordinance. An EV charger circuit is billed under the City's own 'All Other Electrical Fee' (installation-valuation-based) schedule, the same non-living-area electrical fee table the City's own Fee Surcharge Schedule explicitly applies to 'garage, shop, photovoltaic, etc.' work, and reviewed under the 2023 NEC (NFPA 70) Article 625 as adopted by Edgewater Municipal Code Sec. 18-4-10.

Sign Permit (Permanent and Temporary)
VerifiedRequired to erect, move, alter, reconstruct or repair any permanent or temporary sign in Edgewater, except signs specifically exempted under Edgewater Municipal Code Sec. 16-19-50(a). Governed by Chapter 16 (Zoning Code), Article 19 (Sign Code). Fire Sprinkler and Fire Alarm System Permit
VerifiedRequired for installation of any new fire sprinkler system (NFPA 13/13D/13R), fire alarm system, fire pump, standpipe, underground fire line, or commercial-kitchen hood/duct suppression system within Edgewater, and for modifications to any existing such system. Unlike the City's own building, electrical, and plumbing permits (all run by SAFEbuilt under contract to the City), fire protection system plan review, permitting, and inspection in Edgewater is performed entirely by West Metro Fire Protection District (WMFPD) Life Safety Division, Construction and Building Services — an independent special district, not a City of Edgewater department. WMFPD's own Adopted Fire Codes page confirms the City of Edgewater specifically has adopted the 2021 IFC with Appendices B, C, D, F, H, I, K, L, M (consistent with this file's codesAdopted entry), a distinct adoption from other WMFPD member jurisdictions such as Wheat Ridge (2024 IFC). Once WMFPD approves and inspects the system, its inspector signs a permit card that the applicant must provide to the City of Edgewater Building Department (SAFEbuilt) as proof of fire department approval — this WMFPD permit is required in addition to, not instead of, any City of Edgewater building permit for the same construction project.

Requirements
- Governed by the 2021 International Fire Code (IFC) with Appendices B, C, D, F, H, I, K, L, M, as adopted specifically for the City of Edgewater by West Metro Fire Protection District, plus referenced NFPA standards (NFPA 13/13D/13R for sprinklers, NFPA 72 for fire alarms)
- Plans must be drawn to scale on a minimum sheet size of 18 inches by 24 inches, with equipment data sheets included; fire suppression and detection system plans require at minimum a NICET III certification or a Professional Engineer's stamp from an engineer trained in the design of that particular system
- All system components must be fully tested and ready before requesting Acceptance Testing; all permits and approved plans must be on-site for the inspector's review at the time of inspection
- Applies to new automatic fire sprinkler systems (NFPA 13 non-combustible, 13R, 13D), new fire alarm systems, fire pumps, standpipes, underground fire lines, and modifications (adding/relocating/removing heads, devices, or components) to any existing such system, as well as commercial-kitchen hood and duct suppression and spray booth/spray room suppression systems
- This WMFPD fire protection system permit is required in addition to, not instead of, any City of Edgewater building permit for the same construction project — confirmed directly on WMFPD's own 'West Metro Fire Rescue Permit & Inspection Process - Edgewater' guidance document, which also names 'a new fire protection system or ANY modifications to an existing system' and 'change in occupancy type or use' among the project scenarios that trigger this separate fire-district permit and inspection track
- Once plans are reviewed and approved: pay the fees, receive the permit and approved plans (to be posted on site), and request the required inspections to close out the permit; the WMFPD inspector signs off on a permit card that the applicant provides to the Edgewater Building Department to demonstrate Fire Dept approval
- A system that fails Acceptance Testing is subject to a Re-Inspection Fee
- Payment accepted by check (payable to the applicable authority) or credit card

Change of Use / Change of Occupancy Permit
VerifiedRequired whenever a commercial space in Edgewater changes occupancy, changes use, or expands its use/occupancy into more space in the same building — regardless of whether any construction or remodeling accompanies the change. Edgewater does not publish a standalone 'change of use permit' application or fee; per the City's own Commercial New Business Tenant Information guidance, this requirement is enforced through the ordinary building permit process (technically governed by the 2021 International Existing Building Code, Sec. 18-9-10, as locally adopted) plus the City's general Business License requirement (Municipal Code Chapter 6, Article 1). Where the new occupancy classification affects fire/life-safety systems, West Metro Fire Protection District's own guidance separately names 'change in occupancy type or use' as one of its planned-construction-project scenarios requiring WMFPD permit and inspection in addition to the City's building permit.

Requirements
- Per the City's own Commercial New Business Tenant Information document: 'Any commercial changes of occupancy, changes of use, expansions of use, or expansions of occupancy into more space in the same building, regardless of whether there will be any construction or remodeling to prepare the space for the new tenant, require a building permit and inspection prior to operating the business in the space' — this applies even to a same-size space, or a business simply moving to a different space in the same building
- A plan showing the existing floor plan and proposed new layout must be submitted, reasonably to scale, including a graphic showing the space's location within the building relative to other spaces and the parking lot; if the building itself is being expanded, a survey is also required
- A completed building permit application must be submitted through the Building Department (SAFEbuilt, via CommunityCore)
- A City of Edgewater business license is required to operate the business in the new space, managed through the City Clerk's office; the application requires prior evidence of an active building permit/inspection sign-off consistent with the space's approved use
- Where the change of use triggers construction, remodeling, or tenant-improvement work, this file's commercial-tenant-improvement entry applies (Commercial Submittal Checklist, stamped architectural/structural/electrical/mechanical plans, 2021 Energy Code compliance documentation)
- West Metro Fire Protection District's own 'West Metro Fire Rescue Permit & Inspection Process - Edgewater' guidance names 'change in occupancy type or use' as one of the scenarios requiring a separate WMFPD fire-district permit and inspection, in addition to the City's building permit, when the new occupancy affects fire/life-safety requirements
- For restaurants and commercial kitchens specifically: a grease interceptor is required per the adopted Plumbing Code where grease output is damaging to the sewer system; restaurants over 5,000 square feet must have an approved fire sprinkler system; Type I hoods are required over grease/smoke-producing equipment; Jefferson County Health Department approval (letter, email, or fax) is required as a condition of the Certificate of Occupancy and must be on the jobsite before final inspection
Required documents
