Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

  • 2021 International Building Code (IBC), with appendices I and N — Edgewater Municipal Code Sec. 18-2-10, adopted pursuant to Title 31, Article 16, Part 2, C.R.S.
  • 2021 International Residential Code (IRC), with all appendices — Sec. 18-3-10
  • 2023 National Electrical Code (NFPA 70) — Sec. 18-4-10, adopted by Ord. 2024-06 (2024), no local amendments ('none' per Sec. 18-4-30)
  • 2021 International Mechanical Code (IMC) — Sec. 18-5-10
  • 2021 International Plumbing Code (IPC) — Sec. 18-6-10, with local amendments at Sec. 18-6-30 (administrative sections re-pointing to City fee/appeal provisions)
  • 2021 International Fire Code (IFC) — Sec. 18-7-10
  • 2021 International Fuel Gas Code (IFGC) — Sec. 18-8-10
  • 2021 International Existing Building Code (IEBC) — Sec. 18-9-10 (explicitly includes all buildings moved into the City, including manufactured/modular buildings, per Sec. 18-1-10(8))
  • 2021 International Energy Conservation Code (IECC) — Sec. 18-10-10, with locally adopted Appendix RB/CB (Solar Ready), Appendix RD/CD (EV Ready), and Electric Ready provisions per Ord. 2023-08 (effective Sept. 1, 2023)
  • 1997 Uniform Code for the Abatement of Dangerous Buildings (UCADB) — Sec. 18-13-10
  • 2021 International Swimming Pool and Spa Code — listed on the City's live Applicable Codes & Design Criteria page (not independently cross-checked against a Municode chapter section during this review)
  • ANSI A117.1-2012 Accessible and Usable Buildings and Facilities — listed on the City's live Applicable Codes & Design Criteria page
  • Discrepancy note: the City's live 'Applicable Codes & Design Criteria' webpage (edgewaterco.gov) lists '2020 National Electrical Code,' but the codified Edgewater Municipal Code Sec. 18-4-10 (Municode, current through Ord. 2024-06, adopted 2024) explicitly adopts 'NFPA 70 National Electric Code 2023.' The codified ordinance text is treated as the current, governing adoption in this file since it is dated later (2024) and is the actual legal text of Chapter 18, not a summary webpage that may lag a code update — consistent with this corpus's practice of trusting the actively-maintained legal source over a potentially stale summary page (see Vail's identical pattern).

Permit types & fees

Tips & gotchas

  • Edgewater is a home-rule city that contracts its ENTIRE building division (plan review, permitting, inspections, code enforcement) to SAFEbuilt, a third-party municipal building-department provider, since 2013 — City staff (Community Development, Logan Hubble) handle planning/zoning; SAFEbuilt staff (e.g. Bridget McGeoghegan) handle permit intake and inspections directly. Confirm which contact applies to your question (planning/zoning vs. permit/inspection) before calling.
  • Design/engineering criteria for Edgewater: 40 psf ground snow load, 130 mph ultimate wind design speed (Exposure B, designer to assess), 36-inch minimum frost/footing depth, Seismic Design Category B, 25 psf wind load, 30 psf roof live load — these are Denver-metro-area figures, meaningfully lighter than mountain jurisdictions (e.g. Vail's 145 psf snow load) — do not reuse assumptions from a mountain-town Colorado jurisdiction.
  • There is a real discrepancy between two official Edgewater sources on the electrical code edition: the City's live 'Applicable Codes & Design Criteria' webpage lists the 2020 NEC, while the codified Municipal Code Sec. 18-4-10 (Municode, current through Ord. 2024-06 adopted in 2024) adopts the 2023 NEC. This file treats the 2023 NEC (the newer, codified legal text) as governing, consistent with how this corpus resolves similar discrepancies elsewhere (e.g. Vail) — but confirm directly with SAFEbuilt/Community Development (720-763-3001) if code-edition precision is critical to your project.
  • Edgewater runs its OWN electrical and plumbing permitting/inspection programs under its own locally adopted codes and (for electrical) its own dedicated fee schedule (Sec. 18-1-40(f)) — these are NOT deferred to the Colorado State Electrical Board or State Plumbing Board for permit issuance. However, individual contractors must still hold current Colorado DORA licenses in the applicable trade, and the City/SAFEbuilt performs contemporaneous license verification per its published Electrical/Plumbing Contemporaneous Review Guidelines.
  • Homeowner permits are available for electrical/plumbing work an owner personally performs on their own non-rental, non-resale dwelling (CRS 12-23-111(2), CRS 12-58-113(2)) — a signed Homeowner Electrical and Plumbing Permit Waiver is required, and the same two-inspection (rough + final) requirement applies regardless of who performs the work.
  • The solar/PV permit fee cap under Sec. 18-1-40(e) (capping fees at $500 residential / $1,000 nonresidential for smaller non-utility-scale systems) legally EXPIRED on July 1, 2025 per its own sunset clause (Sec. 18-1-40(e)(4)) — do not assume this cap is still in effect for a 2026 solar project; standard valuation-based fees now apply unless a newer ordinance (not found during this review) has reinstated it.
  • SAFEbuilt's own Photovoltaic System Submittal Requirements guide (last revised 4/25/2022) references the 2020 NEC and 2018 International Codes — this predates the City's current 2021-cycle code family and 2023 NEC. Treat this guide's procedural/submittal requirements (four-line diagrams, engineer letters, etc.) as current, but confirm the applicable code edition directly with SAFEbuilt rather than relying on the guide's footer.
  • The City publishes NO numeric plan-review turnaround (days or weeks) anywhere across Chapter 18 of the Municipal Code, the Fee Surcharge Schedule, the Building & Planning FAQs page, the Applicable Codes & Design Criteria page, or any Building Guide reviewed — Colorado is home-rule with no statewide review-time clock, and every permitType in this file carries an honest null/unverified reviewTimelineDays with a documented chase trail rather than an invented figure.
  • Commercial projects involving food preparation or child care require Jefferson County Health Department review in addition to standard City/SAFEbuilt building review; fire-related scope requires West Metro Fire Rescue District plan review — both are genuinely distinct review bodies, not folded into City/SAFEbuilt's own review timeline.
  • Use tax is calculated as 50% of total project valuation (the assumed material share) multiplied by 4%, collected at building permit issuance — show your permit payment receipt to material suppliers to avoid also being charged city sales tax on the same materials (county/state/RTD taxes still apply separately).
  • Contractor license classes matter for scope: Class B contractors cannot contract for public buildings or places of public assembly; Class A is required for any work requiring architect/structural engineer supervision. Confirm your contractor holds the correct class for your project's scope before applying for a permit — the City will not issue a permit to an unlicensed or improperly classed contractor.
  • Edgewater's site (edgewaterco.gov) sits behind an Akamai WAF that returns a 403 Access Denied to direct automated/bare requests (including full-browser-header curl attempts made during this review) — content was successfully retrieved via the Wayback Machine (archive.org) and Firecrawl's rendering infrastructure instead. If verifying these sources yourself with a bare fetch tool, expect a false 'page not found'; use a full interactive browser session or one of these alternate retrieval paths.
