Residential Building Permit (New Construction / Addition / Alteration)

Required for new residential construction, additions, alterations, and remodels within the City of Wallace. Wallace administers its own building permits under Wallace City Code Chapter 153, adopting the state versions of the IBC, IRC-based Residential Code, IECC-based Energy Code, and IEBC-based Existing Building Code. Building official, plan review, and inspection services are provided under contract by the City of Kellogg's Building Official.

Requirements

  • Building permit required prior to commencement of covered construction, addition, or alteration work within city limits — Wallace City Code Chapter 153
  • Plans must comply with the State Residential Code (2020, IRC-based), State Energy Conservation Code (2020), and applicable local amendments (snow loads, frost depth, foundation reinforcement)
  • Because the entire city lies within the Wallace Historic District, projects involving exterior work also require a Certificate of Appropriateness from the Planning & Zoning/Historic Preservation Commission (see the accessory 'historic-preservation-certificate-of-appropriateness' permit type) before a building permit can be issued
  • All structures or modifications that will be occupied require a Certificate of Occupancy in addition to any required permit(s), per the city's own Certificate of Appropriateness application conditions
  • Electrical, plumbing, and mechanical work is NOT issued or inspected by the City of Wallace — those permits are issued and inspected by the State of Idaho (Division of Occupational and Professional Licenses / Idaho Division of Building Safety, 1-800-955-3044, dbs.idaho.gov / dopl.idaho.gov), consistent with the same state-administered trade-permit structure used county-wide in Shoshone County

Certificate of Appropriateness (Historic Preservation)

Verified

Required before any exterior work — including new construction, demolition, reconstruction/remodeling/repair, exterior alteration, signage, or even tree removal — on any building, structure, or site feature within the Wallace Historic District, which encompasses the entire city since Wallace is fully listed on the National Register of Historic Places. Administered by the combined Wallace Planning & Zoning / Historic Preservation Commission under Wallace City Code Title XV, Chapter 155.

Requirements

  • Required for: new construction, demolition, reconstruction/remodeling/repair, exterior building alteration, signage, and other exterior site work (e.g., tree removal) within the Historic District — i.e., city-wide
  • Application must include a clear statement of proposed work (colors, materials, landscaping, signs), plans/elevations/specifications sufficient to describe size, height, and completed appearance, and a site plan showing existing buildings/structures and the Zoning District — per Wallace City Code § 155.078(B)
  • Demolition applications must additionally include justification/necessity for the demolition and proposed plans for the site
  • The Commission must hold a hearing within 45 days of receipt of a complete application; notice must be published in the newspaper at least five working days prior to the hearing
  • Regular hearings are held the first Wednesday of each month; applications are due by the Thursday two weeks prior to the scheduled hearing

Solar PV Installation (Building Permit + Certificate of Appropriateness)

Wallace has no dedicated solar-PV application, no separate solar fee line, and no historic-district exemption for solar installations. Because the entire City of Wallace is a National Historic Landmark district, a rooftop or ground-mount solar PV system is exterior work and therefore requires a Certificate of Appropriateness from the Planning & Zoning/Historic Preservation Commission (Wallace City Code Title XV, Ch. 155) BEFORE the standard Building Permit (Wallace City Code Ch. 153) can be issued — the same two-step sequence used for any other exterior alteration in this city. Neither the Wallace City Code nor the city's published Certificate of Appropriateness materials carry any solar-specific carve-out, streamlined review, or fee. Electrical interconnection work is permitted and inspected by the State of Idaho (Division of Occupational and Professional Licenses/Division of Building Safety), not the city.

Reviewed 2026-07-20 · Source

Requirements

  • A Certificate of Appropriateness is required BEFORE a building permit for any exterior alteration citywide, including a roof- or ground-mounted solar PV installation — Wallace City Code Title XV, Ch. 155; confirmed no solar-specific exemption or streamlined path exists in the ordinance or the city's published COA guidance
  • Certificate of Appropriateness application must include a clear statement of proposed work (materials, colors, layout), plans/elevations sufficient to describe the completed appearance, and a site plan — per Wallace City Code § 155.078(B)
  • Ask the City Clerk whether a rooftop solar installation qualifies for the Historic Preservation Commission's 'pre-approved' minor-project list, which can receive immediate Certificate of Appropriateness approval without waiting for the monthly hearing — not confirmed either way for solar specifically, so ask directly
  • Once the Certificate of Appropriateness is approved, a standard Building Permit application (Wallace City Code Ch. 153) is required for the structural/racking installation, reviewed by the contracted City of Kellogg Building Official against the State Residential Code (2020, IRC-based)
  • Electrical interconnection/wiring is permitted and inspected by the State of Idaho (Division of Occupational and Professional Licenses/Division of Building Safety, 1-800-955-3044), not the City of Wallace
  • Idaho Code § 55-3208 (2022) prohibits a homeowners' association from banning rooftop solar outright (subject to reasonable orientation/placement conditions) — relevant if the property is also HOA-governed, though this does not override the city's own historic-district Certificate of Appropriateness requirement

Required documents

  • RequiredCertificate of Appropriateness ApplicationRequired before the building permit for the solar installation as exterior work; same form used for any other exterior alteration citywide
  • RequiredBuilding Permit ApplicationSubmitted to Wallace City Hall after Certificate of Appropriateness approval; same general application used for other construction

Building permit and Building Department fees in Wallace are set by City Council resolution (Wallace City Code § 153.001(E)) rather than published online — no fee schedule PDF is posted on wallace.id.gov; Show full citation

Building permit and Building Department fees in Wallace are set by City Council resolution (Wallace City Code § 153.001(E)) rather than published online — no fee schedule PDF is posted on wallace.id.gov; no distinct solar fee line exists either. Confirm current fee directly with City Hall. Re-chased 2026-07-20: since Wallace's building official is contracted from the City of Kellogg, checked whether Kellogg publishes a fee schedule Wallace might reuse — Kellogg's own building fees are likewise 'set by resolution of the Kellogg city council' with no published dollar schedule (kellogg.id.gov/departments/building/), so no adjacent-jurisdiction figure was recoverable either. No newer/superseding fee resolution was found for either city.

Electric Vehicle (EV) Charging Station / EVSE Permit (Certificate of Appropriateness + State Electrical Permit)

Verified

Wallace has no dedicated EV charger/EVSE permit application or fee line, and no historic-district exemption for EV charging equipment. Because the entire City of Wallace is a National Historic Landmark district, installation of an exterior-visible EV charging station (e.g., a wall-mounted charger, new conduit run, or exterior meter/panel work visible from a public right-of-way) is exterior work subject to the same Certificate of Appropriateness requirement (Wallace City Code Title XV, Ch. 155) that governs the city's solar-pv-permit entry, before any building permit can be issued for associated structural work. Electrical wiring/interconnection itself is permitted and inspected by the State of Idaho (Division of Occupational and Professional Licenses/Division of Building Safety), not the City of Wallace, consistent with how the city sources electrical work generally.

Requirements

  • A Certificate of Appropriateness may be required BEFORE any associated building permit for exterior-visible EV charger installation work (wall-mounted unit, new exterior conduit, meter/panel changes visible from a public right-of-way) — Wallace City Code Title XV, Ch. 155; no EV-specific exemption or streamlined path was found in the ordinance or the city's published COA guidance
  • Certificate of Appropriateness application must include a clear statement of proposed work (materials, colors, layout/mounting location), plans/elevations sufficient to describe the completed appearance, and a site plan — per Wallace City Code § 155.078(B)
  • Ask the City Clerk whether an EV charger installation qualifies for the Historic Preservation Commission's 'pre-approved' minor-project list for immediate Certificate of Appropriateness approval, rather than waiting for the monthly hearing -- not confirmed either way for EV chargers specifically
  • If any associated structural work is needed, a standard Building Permit application (Wallace City Code Ch. 153) is required after Certificate of Appropriateness approval, reviewed by the contracted City of Kellogg Building Official
  • Electrical interconnection/wiring for the EVSE circuit is permitted and inspected by the State of Idaho (Division of Occupational and Professional Licenses, 1-800-955-3044), not the City of Wallace

Required documents

  • RequiredCertificate of Appropriateness ApplicationRequired before any associated building permit if the EV charger installation involves exterior-visible work; same form used for any other exterior alteration citywide
  • RequiredElectrical Permit Application (State of Idaho, DOPL)Standard state electrical permit application for the EVSE circuit itself; not issued by the City of Wallace
