Inspection sequence

Applies to: Residential Building Permit (New Construction / Addition / Alteration / Repair)

    Foundation Inspection

    To be made after the footings are poured and any required forms for foundations are in place. Per City of Libby Inspection Record card.

    Concrete Slab or Underfloor Inspection

    To be made after all in-slab service equipment is in place but before any concrete is poured, or after all service equipment is installed in a crawlspace.

  3. 3

    Frame Inspection

    To be made after the roof, all framing, fire blocking, and bracing are in place; all vents, chimneys, ductwork, and piping are in place; rough-in plumbing and rough-in electrical must be approved.

    Energy Conservation Inspection

    To be made after all air barriers, ceiling and wall insulation, floor insulation or crawlspace insulation, HVAC, and basement insulation are installed.

    Gypsum Board Inspection

    To be made after all gypsum board is in place but before any plastering is applied to joints and fasteners.

  6. 6

    Final Inspection

    To be made after the building is substantially completed and ready for occupancy; a Certificate of Occupancy is required before the building can be used. Per the City's Inspection Record card, the adopted code requires the permit holder to notify the building official when work is ready for inspection.

Applies to: Deck / Accessory Structure Permit

    Footing/Foundation

    Required before concrete pour for deck posts or garage foundations, consistent with the City's general Foundation Inspection practice.

    Frame

    Structural framing and connections to the existing structure verified, consistent with the City's general Frame Inspection practice.

    Final

    Completed structure verified against approved plans; a Certificate of Occupancy is required before use where applicable.

    Rough Electrical (state inspector)

    Conduit runs, wire sizing, and disconnect placement before cover, per the 2020 NEC as adopted statewide

    Frame Inspection (city inspector, residential structural component)

    Racking and roof-penetration/structural attachment inspection, consistent with the City's general Frame Inspection practice

  3. 3

    Final

    Final electrical inspection (state) and final building inspection (city, for residential structural scope) as applicable

Applies to: Demolition / Building Move Permit

    Pre-Demolition Asbestos Clearance

    DEQ-accredited asbestos inspection must be completed and any required abatement addressed before demolition/renovation activities begin, per the Montana Asbestos Control Act and ARM 17.74.354.

    Final

    Site verified as cleared/restored consistent with the City's general Final Inspection practice.

Applies to: Electrical Permit (State-Issued)

    Rough-In

    Wiring, box placement, and service connections before walls are closed
