  • All permit applications in Las Cruces are submitted online through the Citizen Portal (Accela Citizen Access at aca-prod.accela.com/lascruces). The Permitting Counter at 700 N. Main St., Suite 1100 is open to the public 8 a.m. to 5 p.m. Monday-Friday for in-person help, applications, status checks, inspection requests, and payments. (General)

Inspection sequence

Applies to: Residential Building Permit (New Construction)

    Foundation

    After excavation for footings is complete and required reinforcing steel is in place, per the state Building Permit Guide for Residential Construction

  2. 2

    Concrete Slab / Under-Floor

    After all in-slab or under-floor equipment, conduit, and piping are in place, before concrete is placed or floor sheathing installed

  3. 3

    Frame

    After roof, framing, fire blocking and bracing are in place and rough electrical, plumbing, and heating are complete

  4. 4

    Weather-Resistive Barrier

    After installation of the weather-resistive barrier, before it is covered

  5. 5

    Final

    After finish grading, building complete and ready for occupancy; final electrical, plumbing, and mechanical inspections must be conducted first

Applies to: Accessory Dwelling Unit (ADU) Permit

Applies to: Fire Sprinkler & Fire Alarm Systems Permit

    Sprinkler / Alarm Rough-In

    Piping, hangers, and wiring/devices installed and visible for inspection before concealment; system layout verified against the approved hydraulic calculation and plans

    Fire Pump Test

    Required only when a fire pump is part of the system (diesel or electric); pump performance verified against design specifications

  3. 3

    Final Acceptance Test

    Full system flow test (sprinkler) and functional test (alarm devices, panel, notification appliances), witnessed by Fire Prevention prior to occupancy

    After installation of weather-resistive barrier, before covered (exterior work)

Applies to: Change of Occupancy Permit (Change of Use / Certificate of Occupancy)

    Applies only to the 'with inspection' fee tier; verifies the new use complies with applicable building and fire/life-safety code requirements

    Final Inspection (multi-trade)

    Required before Certificate of Occupancy issuance; for Same Day CO, all applicable trade inspections must be completed and logged by 12 pm
