This is PermitBase’s published record for Aztec as of 2026-07-22. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. EV Charger / EVSE Installation Permit
VerifiedAztec (and San Juan County generally) has no separate permit type, application form, or published fee line for electric vehicle charging station (EVSE) installation. A new dedicated circuit or hardwired connection for a home or commercial EV charger is permitted under the same Electrical Permit issued by the San Juan County Building Department (which administers all building/electrical permitting within Aztec city limits under the interlocal agreement), applying the 2020 New Mexico Electrical Code (2020 NEC as amended). The County's Electrical Permit Application (revised 04/11/2023) prices circuit work under a 'Feeder and Branch Circuits' formula ($0.03 per heated sq ft, residential) rather than a flat per-circuit EV-specific fee, plus a flat $40.00 Administrative Fee and, if a new/upgraded service is required, the Electric Service amperage-tier fee (minimum $60.00 for services under 100 amps).

City of Aztec Land Use Permit
VerifiedA City of Aztec-issued Planning Permit required in parallel with the San Juan County-issued Building Permit for new dwellings and commercial development within city limits. It governs allowable land use, setbacks, lot coverage, and site-plan compliance under the City's own Municipal Code (Chapters 9, 18, and 26), and is administered entirely by the City's Community Development Department — genuinely distinct from the County-administered structural Building Permit. COMMERCIAL PATHWAY (researched 2026-08-01): this Land Use Permit's $100 new-commercial fee tier is the City of Aztec's ENTIRE own contribution to commercial construction permitting — the City has no commercial building-permit process of its own. The actual Commercial Building Permit is obtained from the San Juan County Building Department (under the interlocal agreement covering Aztec), which publishes a dedicated 'Commercial Building Permit Application' paper form and a 'New Commercial' construction-permit checklist, applies its published commercial design criteria (ground snow load Pg 30 psf per ASCE 7-16; wind Vult 105/115/120/120 mph for Category I/II/III/IV buildings; frost depth 30 inches; seismic per ASCE 7-16), and charges its valuation-based fees (Building Permit Fee = valuation × 0.005; Building Plan Review Fee = valuation × 0.0012 for architect/engineer-sealed projects). This is also NOT a state-CID-administered area: New Mexico's Construction Industries Division issues building permits directly only where no local building department operates, whereas San Juan County runs a full-service local building department (plan review, permit issuance, and inspections) whose published scope expressly covers the City of Aztec, the City of Bloomfield, and the Town of Kirtland — CID's role within Aztec is adopting and amending the statewide construction codes, not issuing the permits.

Requirements
- Required for construction, alteration, moving, or demolition of buildings, including expansions, garages, carports, or other add-ons, within Aztec city limits
- Not required for repairs to a building's exterior (including re-roofing) or interior remodeling that doesn't otherwise trigger a building permit, per the City's Development Handbook
- All applications require a site plan
- The Building Department requires a copy of the City's Land Use/Planning Permit to be submitted with the County building-permit application, to coordinate review order
- For COMMERCIAL projects: obtain this City Land Use Permit first, then apply for the Commercial Building Permit at the San Juan County Building Department (209 S. Oliver Dr., Aztec) using the County's dedicated 'Commercial Building Permit Application' form — the County's published 'New Commercial' checklist calls for, at minimum, dimensioned site plan with all utilities, structural plans (footing/foundation/slab/imposed loads/load-bearing walls and floors/metal-building manufacturer plans), architectural plan with code study and accessibility/energy details, electrical plan (riser diagram, load calcs, panel schedules), plumbing plan (gas/water piping, building drain, grease traps), and mechanical plan (HVAC duct sizing, dampers, kitchen hoods, equipment schedule)
- All commercial projects require a licensed contractor performing the work per NMAC 14.6.6 — New Mexico's homeowner permit exemption applies only to residential work on the owner's own principal residence, never to commercial construction (San Juan County Building Department, Commercial Construction section)

Solar PV Permit
VerifiedAztec issues no separate solar-PV permit type; the City has no professional building-inspection staff of its own and instead contracts with the San Juan County Building Department (interlocal agreement) to review plans and conduct inspections for all residential and commercial construction within city limits, including building, electrical, plumbing, and mechanical work. A rooftop or ground-mounted solar PV installation would be permitted as a combined Building Permit (structural/racking) and Electrical Permit (wiring/interconnection) through San Juan County, applying the 2007/2009 IBC and 2020 NM Electrical Code as adopted.

Sign Permit
VerifiedRequired for new permanent or temporary signs, or for significant modifications (costing 50% or more of the original sign's replacement cost) to existing signs, anywhere within Aztec city limits. Administered entirely by the City of Aztec's own Community Development Department under the City's Sign Code (Aztec City Code Chapter 20, revised 2025 Sept 11, Ord. 2025-560) — this is a City-only permit, not routed through the San Juan County Building Department that handles Aztec's structural building permits.

Requirements
- A permit is required before installing or significantly modifying (≥50% of replacement cost) any sign, sign structure, awning, or other sign device within Aztec city limits (Sec. 20-2-1(1))
- Sign must comply with Chapter 20's measurement standards, the zone-district sign table (Sec. 20-4-1), construction/clearance/maintenance standards, and illumination standards, including New Mexico Night Sky Protection Act compliance (NMSA 1978, Chapter 74, Article 12) for illuminated signs
- A Comprehensive Sign Plan (CSP) is required for sign development/installation in all PUD zone districts, and is optionally available elsewhere for unique sites, approved via a Quasi-Judicial Hearing before the Planning and Zoning Board with final City Commission approval
- Mural permit applications (a category the Sign Code separately regulates) require a rendering of the proposed mural; murals may not depict illegal activity, nudity, or violence
- Issuance of a City Sign Permit does not exempt the applicant from the New Mexico Highway Beautification Act (NMSA 1978, 67-12-1 et seq.); a sign near a state/US highway may also need a separate New Mexico Department of Transportation outdoor-advertising permit, and City approval does not guarantee NMDOT approval

Fire Sprinkler and Fire Alarm System Permit
Aztec has no dedicated local fire-sprinkler or fire-alarm permitting office, application form, or published fee schedule of its own. Fire protection system installations within Aztec are governed by the statewide New Mexico Fire Code (10.25.5 NMAC) and by the City's adoption of the International Fire Code under Aztec City Code Chapter 8, enforced by the Fire Chief as the local Authority Having Jurisdiction. Construction drawings for fire protection systems are submitted per NMAC 10.25.5.18 to the New Mexico State Fire Marshal's Fire Code Enforcement Bureau or to the local Fire Marshal as applicable, and the State Fire Marshal charges no fee for this review. The underlying structural and electrical installation work is separately permitted through the San Juan County Building Department, which issues all building-related permits within Aztec city limits under an interlocal agreement.

Requirements
- Licensed-professional-engineer-sealed construction drawings for the fire sprinkler and/or fire alarm system, submitted per NMAC 10.25.5.18 to the fire code enforcement bureau of the NM State Fire Marshal or to the local Fire Marshal/Authority Having Jurisdiction, showing sufficient detail per the SFM's published Plans Submittal Information
- The 2021 International Fire Code (IFC) applies as adopted both by the City of Aztec (Aztec City Code Sec. 8-21) and by the State of New Mexico
- An approved Knox Box system compatible with Aztec Fire Department Knox Keys must be installed on any building with a fire suppression and/or fire alarm system, unless the facility is staffed 24 hours a day, 365 days a year (Aztec City Code Sec. 8-27(1)); existing buildings had an 18-month compliance window from the 2009 ordinance's effective date
- The underlying racking/piping/wiring installation requires a separate San Juan County Building Permit and/or Electrical Permit for the structural and electrical work (see those permit types in this file)
- It is a separate misdemeanor offense under Aztec City Code Sec. 8-3 to interfere with the proper function of a fire alarm system

Change of Use / Certificate of Occupancy
Neither the City of Aztec nor the San Juan County Building Department publishes a standalone 'change of use permit' application or fee schedule distinct from the existing Building Permit and City Land Use Permit processes already documented in this file. A change in a building's occupancy classification is governed technically by the New Mexico Existing Building Code's Change of Occupancy provisions (2021 IEBC Chapter 10, adopted at 14.7.7 NMAC), reviewed through the same San Juan County Building Department Building Permit that covers new construction and alterations, and concludes with issuance of a Certificate of Occupancy (or approved final inspection) once all required inspections are approved, per NMAC 14.5.3.13. Separately, if a change in use also shifts the property's City of Aztec impact-fee category (e.g., commercial to residential), Aztec City Code Chapter 16, Sec. 16-56(6) requires the applicant to pay the difference between the impact fee payable for the prior use and the fee payable for the new use.
Reviewed 2026-07-22 · Source
Requirements
- A change in occupancy classification, or a change of occupancy within a space involving a different fire-protection-system threshold under Chapter 9 of the New Mexico Commercial Building Code, requires code-official approval before the change may be made
- Reviewed as part of a standard Building Permit application to the San Juan County Building Department — no separate 'change of use permit' application form is published
- Project valuation for a change-of-occupancy-classification project is set using ICC Building Valuation Data (BVD), the same method used for new construction — distinct from ordinary alterations/repairs NOT involving a change of occupancy classification, which are valued from contract price (San Juan County Building Department, Plan Review Requirements)
- A Certificate of Occupancy (or an approved final inspection) must be issued before the building or portion thereof may be occupied, per NMAC 14.5.3.13; all required inspections must be completed and approved first
- If the change in use also shifts the City of Aztec's impact-fee category for the property, Aztec City Code Sec. 16-56(6) requires payment of the difference between the impact fee payable for the prior use and the fee payable for the new use, collected through the City's Land Use Permit process
