Edgewood building permits

Edgewood, New Mexico — as published 2026-07-19.

Reviewed 2026-07-18 · Source

Codes adopted

2015 International Fire Code (IFC) — the only building-related code the Town of Edgewood's own Planning & Zoning page lists as directly 'adopted by Town of Edgewood' in its Quick Links (edgewood-nm.gov/planning-zoning).Edgewood is NOT a New Mexico Construction Industries Division (CID) Local Enforcement Agency (LEA) — unlike Albuquerque, Santa Fe, Las Cruces, and Rio Rancho, it has no building department of its own, so all structural/trade codes are enforced directly by the state CID under the statewide New Mexico Administrative Code (NMAC) Title 14 baseline, not a town-adopted amendment set. Per NM RLD/CID's Rules, Laws and Building Codes page (current as of the 2025-11-19 fee-page update) and CID's October 2024 Building Permit Guide for Residential Construction, CID currently enforces: 2021 New Mexico Commercial Building Code (NMAC 14.7.2) / 2021 International Building Code; 2021 New Mexico Residential Building Code (NMAC 14.7.3) / 2021 International Residential Code; 2021 New Mexico Earthen Building Materials Construction Code, Phase III (NMAC 14.7.4); 2009 New Mexico Non-Load-Bearing Baled Straw Construction Building Code, Phase III (NMAC 14.7.5); 2021 New Mexico Residential Energy Conservation Code (NMAC 14.7.6, effective 7/30/2024); 2021 New Mexico Existing Building Code (NMAC 14.7.7); 2021 New Mexico Historic Earthen Buildings code (NMAC 14.7.8); 2021 New Mexico Commercial Energy Code (NMAC 14.7.9); 2021 New Mexico Plumbing Code (NMAC 14.8.2) / 2021 Uniform Plumbing Code (IAPMO); 2012 New Mexico Swimming Pool, Spa, and Hot Tub Code (NMAC 14.8.3); New Mexico Medical Gas Code (NMAC 14.8.4); 2021 New Mexico Mechanical Code (NMAC 14.9.2) / 2021 Uniform Mechanical Code (IAPMO); 2012 New Mexico Solar Energy Code (NMAC 14.9.6); 2017 ICC/ANSI A117.1 Accessibility Code; 2020 New Mexico Electrical Code (NMAC 14.10.4) / 2020 National Electrical Code; and 2012 New Mexico Electrical Safety Code (NMAC 14.10.5).

Development Permit (Town Zoning & Floodplain Compliance Review)

Verified

Required by the Town of Edgewood Planning & Zoning Official Administrator before any building, structure, land use, or Manufactured Home installation begins within Town limits, and BEFORE an applicant may apply to the state Construction Industries Division (CID) for a State Building Permit. Reviews zoning and National Flood Insurance Program (floodplain) compliance and may trigger Technical Advisory Committee (TAC) review.

Verified 2026-07-23 · Source

Requirements

  • No building, structure, or land use may commence within the Town of Edgewood without Planning & Zoning Official Administrator review and sign-off (Zoning Ordinance 2024-017 §8.A)
  • Development Permit applications must receive zoning and Flood Plain compliance review and signature BEFORE applying to CID for the State Building Permit
  • Site development plan required, showing: a scaled map of boundaries/buildings/structures/land uses (existing and proposed) and driveway location/dimensions (driveways must be at least 14' wide, with a turn-around or hammerhead if 150' or longer); location/dimensions of contiguous streets, utility easements, septic system/leach field, and parking/loading areas; a description of natural features (topography, vegetation) and any special drainage or flood-plain conditions; a description of buildings/structures on contiguous lands; and an exterior lighting plan if applicable (§8.B)
  • Development Permits are issued only for stick-built buildings, manufactured buildings, or mobile homes in qualifying commercial/mixed-use/light-industry/special-use zones — NOT for shipping containers, sheds, carports, trailers, semi-trailers, or RVs used as alternative commercial structures (§8.F)
  • For residential structures, Development Review approvals are issued only for IRC-compliant buildings or NM Manufactured Housing Division-approved manufactured homes — not shipping containers, sheds, carports, trailers, semi-trailers, or RVs outside an approved RV park (§8.E)
  • Elevation Certificates required for all structures built or placed in the Town's designated flood plain
  • Permit expires within one year of approval; forfeited if construction is not initiated within six months or work stops for more than 90 days without documented justification (§8.D)

Fee schedule

Fee typeAmountNotes
Administrative Fee (Development Permit application)$100.00Re-chased 2026-07-23: this is the Town's own 'Development Review' line item, $100.00, on Resolution No. 2019-01 (passed, approved, and adopted by the Town Commission at its regular meeting of January 9, 2019), titled 'A Resolution Adopting a Schedule of Fees and Other Assignable Costs Related to the Administration of the Subdivision and Zoning Ordinances Within the Town of Edgewood, New Mexico' — this is the 'Governing body resolution establishing the fees authorized hereunder' that Zoning Ordinance 2024-017 §39 refers to (Ordinance §39 itself carries no fee table of its own; the dollar figure lives only in this resolution's attached 'Schedule of Fees' exhibit). Confirmed still the operative fee schedule as of 2026-07-23: the Town Commission discussed a proposed replacement, 'Resolution 2026-xxO Planning & Zoning Fee Schedule' (a proposed 15% annual permit-fee increase, per staff discussion), at its Apr 14, 2026 meeting, where Commissioners voted 5-0 to postpone it; it was brought back Apr 28, 2026, where the minutes record 'NO ACTION WAS TAKEN' and Commissioners suggested revisiting the fee schedule only after the FY27 budget is finalized. The item does not appear on the agenda of the Town's most recent regular meeting, Jul 14, 2026 — so Resolution 2019-01's $100.00 Development Review fee remains in force.

State Building Permit (NM Construction Industries Division)

Verified

The actual building permit for new construction, additions, alterations, repairs, or demolition within the Town of Edgewood, issued by the New Mexico Regulation & Licensing Department's Construction Industries Division (CID) rather than by the Town, because Edgewood has not been designated a CID Local Enforcement Agency (LEA). Applicants must first obtain the Town's Development Permit zoning/flood-plain sign-off (see the development-permit entry above) before CID will accept the State Building Permit application.

Requirements

  • Town of Edgewood zoning and flood-plain compliance sign-off (Development Permit) obtained BEFORE applying to CID, per Zoning Ordinance 2024-017 §8.A and CID's own Building Permit Guide ('You must obtain zoning approval and signature on the APPLICATION for STATE BUILDING PERMIT before applying to this office for the building permit')
  • Complete the APPLICATION for STATE BUILDING PERMIT, listing property owner, contractor (license number if applicable), architect (if applicable), project address, legal description, scope of work, and total square footage
  • Two complete sets of plans (minimum 1/4"=1'-0", on at least 11"x17" paper): Site Plan, Foundation Plan, Floor Plan, Floor & Roof Framing Plans, construction Details (wall sections, footing/foundation, energy-code compliance), and a total square footage breakdown (heated/garage/carport/porch/patio)
  • A signed contract between owner and contractor is required for project valuation; homeowner-permit applicants get their valuation calculated by CID from its own tables (NMAC 14.5.5.10)
  • Homeowners applying for a Homeowner Construction Permit must sign and notarize the Homeowner's Responsibilities Form; a homeowner permit cannot be used where a GB-2/GB-98 licensed contractor is acting as general contractor
  • A separate septic permit (from the NM Environment Department) is required if the project needs an individual liquid-waste system
  • Plans for steel-stud/structural-steel/steel-pipe construction, prefabricated/premanufactured/component structures, wood foundations, retaining walls over 4 feet, second-story additions, or alternate materials/methods must be prepared and sealed by a NM-registered architect or structural engineer

Residential Solar Photovoltaic (PV) Permit (NM Construction Industries Division — Electrical Bureau)

Verified

Rooftop or ground-mount residential solar PV installation within the Town of Edgewood is regulated by the state Construction Industries Division (CID), the same agency that issues the electrical permit for Edgewood addresses (Edgewood has no local electrical inspection program). CID's electrical classification rules (14.6.6 NMAC) require anyone bidding or contracting a solar PV electric system installation to hold an EE-98, EL-1, or ER-1 license classification (or, for structural modifications to the mounting/racking, a GB-2 residential or GB-98 general building classification); CID's published Electrical Bureau fee schedule does not itemize a solar/PV-specific line, so the applicable inspection fee is billed under the Electrical Bureau's general schedule (e.g., the applicable service-amperage tier if a new/upgraded service is involved, or the 'Minimum Inspection Fee for Items not Listed' if not).

Verified 2026-07-20 · Source

Requirements

  • Contractor bidding/installing the solar PV electric system must hold a valid CID EE-98, EL-1, or ER-1 license classification (14.6.6 NMAC, Electrical Classifications, PV-specific scope)
  • Installer performing the physical PV electrical work must hold a valid CID journeyman certificate (EE-98J, EL-1J, or ER-1J) or be a certified apprentice working under direct journeyman supervision
  • If the installation requires structural modifications to the roof or mounting structure, that work must be performed under a GB-2 (residential) or GB-98 (general) building license classification, filed as (or alongside) a General Building Permit
  • Work on the PV system's support structures, racking, and panel mounting must stay within the scope of the license classification and preserve the manufacturer's original listing and labeling
  • Town of Edgewood Development Permit zoning sign-off may be required first if the PV installation is part of new construction or a structural addition (Zoning Ordinance 2024-017 Section 8.A)
  • Governed by the 2012 New Mexico Solar Energy Code (NMAC 14.9.6) alongside the 2020 New Mexico Electrical Code (NMAC 14.10.4) / 2020 NEC as statewide-adopted

Required documents

  • RequiredElectrical Permit Application (CID Electrical Bureau)Same statewide electrical permit application used for other electrical work, submitted for the PV system's electrical scope; no separate solar-specific CID form was found published as of this research pass.
  • OptionalGeneral Building Permit application (if structural modification required)Filed separately with CID if the PV installation requires structural modification to the roof or mounting structure, under a GB-2 or GB-98 license classification.

No solar/PV-specific line item is published in CID's Electrical Bureau fee schedule; this is the closest published catch-all line for an electrical scope of work with no itemized fee of its own. If the PV installation is tied to a new or upgraded electrical service, the applicable service-amperage tier fee (e.g., $45-$360, per the state-electrical-permit entry) would apply instead.

EV Charger / EVSE Permit (NM Construction Industries Division — Electrical Bureau)

Verified

Installation of a Level 2 (or higher) electric vehicle charger/EVSE within the Town of Edgewood is regulated by the state Construction Industries Division (CID), the same agency that issues the electrical permit for Edgewood addresses (Edgewood has no local electrical inspection program). CID's published statewide Electrical Bureau fee schedule has NO dedicated EV-charger, EVSE, or electric-vehicle line item; a charger circuit is billed under the Electrical Bureau's general schedule — the applicable service-amperage tier if a new/upgraded service is involved, or the 'Minimum Inspection Fee for Items not Listed' ($27) if the work is limited to an added circuit on an existing service. Governed by the 2020 New Mexico Electrical Code (NMAC 14.10.4) / 2020 NEC Article 625 (Electric Vehicle Power Transfer System) as statewide-adopted.

  • Electrical Permit Application (CID Electrical Bureau) filed for the charger circuit's electrical scope; no separate EV-charger-specific CID form was found published as of this research pass
  • Town of Edgewood Development Permit zoning sign-off may be required first if the charger installation is part of new construction or a structural addition (Zoning Ordinance 2024-017 Section 8.A)

Manufactured Home Placement Permit

Required from the Town of Edgewood Planning & Zoning Official Administrator before a Manufactured Home may be installed within Town limits, and BEFORE the applicant applies to the Manufactured Housing Division of the NM Regulation & Licensing Department (RLD) for the foundation permit.

Reviewed 2026-07-18 · Source

Requirements

  • Manufactured Home placement permit obtained from the Town's Planning & Zoning Official Administrator BEFORE applying to RLD's Manufactured Housing Division for a foundation permit (Zoning Ordinance 2024-017 §8.A)
  • Manufactured Homes may not be installed less than 20 feet from any other Dwelling Unit, regardless of the underlying zone's setback rules (§7.D)
  • Manufactured Homes are limited to residential use only
  • Prior to occupancy: must be connected to utilities, skirted with a durable material, and stabilized/anchored per the Manufactured Housing Act and its regulations (§7.D)
  • Must be installed on a Permanent Foundation as defined by the Manufactured Housing Act, NMSA 1978 (§7.E)

That resolution's Schedule of Fees itemizes a generic 'DEVELOPMENT REVIEW — $100.00' line covering the same §8 Town review/sign-off that Zoning Ordinance 2024-017 §8.A explicitly subjects Manufactured Home installation to, but it has no Manufactured-Home-specific line item of its own — so whether $100.00 or some other amount actually applies to this particular permit remains genuinely unconfirmed. Sign Permit (Town of Edgewood Sign Ordinance 2009-02)

Verified

Required by the Town of Edgewood's Community Planning & Development Office (the same office administers Planning & Zoning) before any permanent sign is erected, placed, displayed, altered, or relocated within Town limits, under Sign Ordinance No. 2009-02 (which superseded Ordinance No. 2004-005). The Ordinance sets permitted sign types/sizes/heights by zone, exempts most temporary signs from permitting, and prohibits any sign not specifically authorized.

Verified 2026-07-22 · Source

Requirements

  • A sign permit is required before any person erects, places, displays, alters, or relocates a sign for which a permit is required (Sign Ordinance 2009-02 §6.B.1); all signs not specifically permitted or excepted by the Ordinance are prohibited (§2.A)
  • Application must be submitted to the Community Planning & Development Office on the Town's prescribed form, accompanied by the written consent of the property owner, lessee, agent, or trustee (§6.B.2.a)
  • Submittal must include scaled drawings with sign dimensions/location, sign copy, construction specifications (including electrical components/wiring if illuminated), and the foundation/posthole location relative to the property line and right-of-way (§6.B.2.b)
  • Zone-specific size/height limits apply: detached single-family dwellings/duplexes are limited to one 6-sq-ft unlit wall sign (or 6 sq ft/3 ft tall if detached); the Commercial Overlay Zone (Zone 1) allows two freestanding signs (one pylon sign up to 58 ft tall/120 sq ft, one freestanding sign up to 36 ft tall/140 sq ft); all other commercial zones generally limit freestanding signs to 140 sq ft per face and 36 ft in height (§4)
  • Most temporary signs (real estate, political/campaign, banners, window signs) do NOT require a permit, but off-premise development signs and on-premise development identification signs DO require a temporary permit from the Planning Office (§4.F)
  • Political/campaign signs are exempt from permitting but capped at 8 sq ft in residential zones and 64 sq ft (commercial zones, max 8 ft freestanding height), must be removed by the Monday following the election, and may not be placed within 150 feet of an official voting station (§2.B.7)
  • Signs must comply with illumination rules (all illuminated signs extinguished by 11:00 PM or when the use/activity closes, whichever is later) and sign-placement/sight-triangle rules at intersections (§3)

Fire Sprinkler & Fire Alarm System Permit (Santa Fe County Fire Department — Fire Prevention/Risk Reduction Division)

Verified

Installation, modification, or repair of a fire sprinkler system or a fire alarm/detection system within a building in the Town of Edgewood is regulated by the Santa Fe County Fire Department (SFCFD) Fire Prevention/Risk Reduction Division rather than by the Town, because Edgewood has no fire marshal or fire-code enforcement office of its own. SFCFD's own website states it 'protects approximately 1900 square miles of unincorporated area as well as the incorporated Town of Edgewood.' The Town's Planning & Zoning page lists the 2015 International Fire Code as the only building-related code directly adopted by the Town (see this file's codesAdopted); SFCFD's Fire Prevention/Risk Reduction Division is the office that actually administers plan review, permitting, and inspection for fire protection systems under that code for the Edgewood area, the same way CID stands in for a missing Town building department for other construction permits.

Requirements

  • Three full-size sets of plans required for review, for both sprinkler systems (residential or commercial) and fire alarm/detection systems, plus cut sheets for all components/devices/appurtenances (SFCFD Fire Protection Systems Submittal & Inspection Guidelines)
  • Commercial sprinkler plans additionally require hydraulic calculations and a design-area notation; fire alarm plans additionally require voltage-drop calculations, battery details/calculations, and a system inputs-and-outputs matrix
  • Plans must be stamped by a NICET Level III or IV technician AND a New Mexico-certified engineer or NM-certified Fire Protection Engineer (alternative fire suppression systems may instead be stamped by NICET III/IV or a NM Certified Fire Protection Engineer alone)
  • Full payment is required before plans are accepted for review — accepted forms are Visa, MasterCard, Discover, check, money order, or cashier's check; cash is not accepted
  • The SFCFD-stamped set of plans must be present on site at every inspection, or the inspection will not be performed
  • Sprinkler systems require both a rough-in inspection and a final inspection; fire alarm and alternative suppression systems require a final inspection only
  • Both the fire alarm and sprinkler final inspections must be completed before a Certificate of Occupancy is released

Change of Use / Certificate of Occupancy (composite process — no standalone Town permit)

Verified

Edgewood has no standalone 'change of use' or 'certificate of occupancy application' permit product distinct from its existing Development Permit and State Building Permit processes. A change in a building's or lot's principal use — even without new construction — falls under Zoning Ordinance 2024-017 Section 8.A's requirement that no land use may commence without Zoning Officer review (see the development-permit entry), and the Town's own Sign Ordinance 2009-02 (Section 12, Definitions) defines 'USE, CHANGE OF' as the cessation of one principal use and the commencement of a different one. The actual Certificate of Occupancy for new construction or a building-code-triggered change of occupancy classification is issued by the New Mexico Construction Industries Division (CID) after final inspection (see the residential-building-permit entry), since Edgewood has never been designated a CID Local Enforcement Agency. Separately, the Town's Landscape Ordinance 2000-25 (Section 1) makes landscaping compliance 'a condition of any certificate of occupancy or granting of a business license,' and anyone beginning to conduct business at an Edgewood address must also obtain the Town's Business Registration (Ordinance 2023-008) before opening.

Requirements

  • No land use may commence, and no change from one principal use to another may occur, without review and sign-off by the Town's Zoning Officer under the Development Permit process (Zoning Ordinance 2024-017 §8.A) — see the development-permit entry for application requirements and the 10-working-day (residential) / 3-week (commercial) review timeline
  • 'USE, CHANGE OF' is defined in Sign Ordinance 2009-02 §12 as 'the cessation of activities or conditions associated with a principal use of a property and the commencement of activities or conditions associated with a different principal use,' evidenced by a change in parking requirements, occupancy designation/load, or outdoor storage
  • A building-code-triggered change of occupancy classification (e.g., converting a warehouse to retail) is governed by the state-adopted New Mexico Existing Building Code (NMAC 14.7.7) and administered by CID, not the Town, since Edgewood has no CID Local Enforcement Agency designation (see codesAdopted and the residential-building-permit entry)
  • Landscape Ordinance 2000-25 §1: landscaping compliance is required 'as a condition of any certificate of occupancy or granting of a business license' — landscaping must pass inspection, or a financial guarantee approved by the Town Clerk or designee must be on file, before a CO or business license is treated as complete (§14.1)
  • Anyone beginning to conduct business at an Edgewood address, including a new occupant of an existing commercial space, must separately obtain a Town Business Registration (Ordinance 2023-008) before engaging in business
