Commercial Building Permit
Required for new commercial and industrial construction throughout Morgan County — including unincorporated county land and Morgan City, both served by the same Morgan County Planning and Development Services department — regulated by the statewide-adopted 2024 IBC (Utah Code § 15A-2-103(1)(a), effective July 1, 2026). Morgan County's Building Permits page lists a separate 'Commercial Building Checklist' (item #7 in its document list) but does not publish a distinct commercial preplan-review-deposit tier the way it does for Single Family, Multi-Family, Addition/Remodel, and Manufactured/Modular Home categories — commercial projects instead follow the same general remaining-fee formula (~1-2% of project valuation plus 1% State fee plus applicable impact fees) documented on this file's Residential Building Permit entry.

Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and tenant finish work in existing commercial buildings throughout Morgan County (unincorporated land and Morgan City alike), served by Morgan County Planning and Development Services. Morgan County does not publish a distinct tenant-improvement permit type, checklist, or fee tier separate from its general Commercial Building Permit process — the Home Addition/Remodel preplan deposit tier ($50) documented for residential remodels was not confirmed to extend to commercial tenant-space remodels, so no deposit figure is asserted here without direct confirmation.

Commercial Land Use Permit (Change or Establishment of Use)
VerifiedMorgan County requires a Land Use Permit — administered by Planning and Development Services and distinct from a Building Permit — before a commercial use may be established or changed on a property, including a change of use in an existing structure with no new construction. The Commercial Land Use Permit Application itself requires a 'PROPOSED USE OF PROPERTY/STRUCTURE' description and lists 'Land Use Permit' as its own distinct line item in the form's Fees and Taxes checklist, separate from 'Conditional Use Permit,' 'Building Permit Deposit,' and 'Geologic Hazards Review.' The application states the permit becomes null and void 'IF USE OR CONSTRUCTION AUTHORIZED IS NOT COMMENCED WITHIN 180 DAYS FOR LAND USE PERMIT.'
Verified 2026-07-20 · Source
Requirements
- Property address, parcel/serial number, section/township/range, and current zone
- Description of the proposed use of the property/structure
- Site plan meeting minimum elements: scale, north arrow, existing and proposed buildings with setbacks, 2-foot topographic contours, proposed site development and limits of disturbance, existing easements, all current and proposed manmade structures, flood plain limits, and geographic unit delineation
- Setback and height compliance shown per the Morgan County Code (MCC), a recorded development agreement, or an approved subdivision plat, as applicable
- Wildland Urban Interface (WUI) determination and, if not exempt, an approved fire protection plan
- Geologic hazards determination for the lot
- Applicable county fees and taxes current, including Land Use Permit, Building Permit Deposit, and (if applicable) Conditional Use Permit and Subdivision fees
- Use or construction must commence within 180 days of Land Use Permit issuance (1 year for a Conditional Use Permit), or the permit becomes null and void

Sign Permit
Required for constructing, altering, or repairing most signs in unincorporated Morgan County, under Morgan County Code § 155.368 (Signs). The Zoning Administrator is authorized to issue sign permits; a dedicated online Sign Permit Application is published separately from the county's other Planning & Development forms. Many small/temporary sign types are exempt from the permit requirement outright. Re-chased 2026-07-20: opened the live CivicReview Sign Permit application directly and confirmed an after-the-fact doubling penalty ('If sign is installed prior to the sign permit being issued, the permit fee will double'), but the base dollar fee remains genuinely unpublished after exhausting the Building Permit Fees Worksheet, the county's codified fee-schedule ordinance (which defers to an external, non-embedded document), and a search for a standalone Planning & Zoning fee schedule.
Reviewed 2026-07-20 · Source
Requirements
- The Zoning Administrator is authorized to issue permits to construct, alter, or repair signs that conform to Morgan County Code § 155.368 — permit expiration is 180 days, in conjunction with building permits
- A separate building permit is generally still required for the underlying construction (§ 155.368(F)(2)(l) references 'a valid building permit' for a construction sign, and other subsections tie sign removal timing to building permit issuance)
- Signs must comply with the dimensional standards for their specific category set out in § 155.368
- Certain sign types are exempt from the sign permit requirement entirely, per § 155.368(F): directional/instructional signs (max 4 sq ft, 4 ft height); no trespassing/no dumping signs (max 16 sq ft per sign, up to 4 signs at 4 sq ft each per lot); plaques/nameplates (max 2 sq ft); religious/historic symbols (max 8 sq ft); neighborhood identification monument signs (max 32 sq ft); flags (corporation flags max 12 sq ft); notice bulletin boards (max 32 sq ft); political/campaign signs (max 64 sq ft aggregate, max 8 ft height if freestanding, not within 150 ft of a polling place); agricultural/ranch identification signs (no size/location limit); and community signs (subject to separate Planning Commission/department review criteria)
- Real estate/development promotional signs on subdivisions in progress are sized by number of lots: 5-24 units = 64 sq ft, 25-49 units = 96 sq ft, 50+ units = 128 sq ft, max height 12 feet — must be removed within 5 years of the first building permit issuance in the project (or immediately if lots sell out sooner)
- Construction signs are capped at 16 sq ft and 6 ft height, may not be erected more than 5 days before construction begins under a valid building permit, and must be removed before final occupancy
Required documents
- RequiredSign Permit ApplicationSubmitted online via Morgan County's CivicReview portal, listed as its own distinct form on the Planning & Development Forms page (separate from the Commercial/Residential Land Use, Conditional Use, and other applications).
- OptionalBuilding Permit ApplicationRequired in addition to the sign permit for signs involving construction — the sign permit's own expiration is tied to (180 days in conjunction with) the building permit.

The Morgan County Building Permit Fees and Worksheet (Rev 9-2021) does not publish a separate EV-specific fee line item; the flat $100.00 Electrical Permit fee applies.

Fire Sprinkler & Fire Alarm System Permit
Morgan County Code Chapter 152 (Fire Prevention and Protection) adopts the International Fire Code (IFC), latest edition adopted by the Utah State Legislature, under UCA § 15A-5-103, controlling within the limits of unincorporated Morgan County and enforced by the county's Bureau of Fire Prevention (housed within the county's Fire District and headed by the County Fire Marshal, who serves as 'code official' under the IFC) — Morgan County Code § 152.01, § 152.02. Morgan County Code § 152.05 (Ord. 24-05, passed 2-20-2024) separately codifies a Fire Sprinkler System Permit process specific to RESIDENTIAL structures meeting defined trigger conditions (wildland-urban-interface exposure, lack of a public fire-hydrant water system, steep/long fire-apparatus access roads, or oversized dwellings), requiring the Morgan County Bureau of Fire Prevention ('MCBFP') to review and approve fire sprinkler system plans, calculations, and alarm-notification-appliance locations before permit approval. No equivalent standalone COMMERCIAL fire-sprinkler or fire-alarm ordinance section was found separate from the county's general IFC adoption; for commercial projects, fire protection system plans (sprinkler and/or alarm) are instead submitted as the Fire Protection Plan required under this file's Commercial Building Permit entry, reviewed and signed by the Morgan County Fire Marshal (or the Mountain Green Fire Chief for the Mountain Green area, served under contract by the Mountain Green Fire District).
Reviewed 2026-07-22 · Source
Requirements

- Fire sprinkler system plans, hydraulic calculations, and supporting information submitted to and approved by the Morgan County Bureau of Fire Prevention (MCBFP) before building permit approval, cross-referencing the project's physical address, lot number, and building permit number — Morgan County Code § 152.05(B)(1)
- Sprinkler plans must show approximate interior and exterior alarm notification appliance (horn/strobe) locations, approved by an MCBFP official — Morgan County Code § 152.05(B)(2)
- System design and installation compliant with the adopted International Fire Code and applicable NFPA standard for the occupancy (NFPA 13, 13R, or 13D)
- For commercial construction, fire protection system plans are submitted as part of the Fire Protection Plan required under the general Commercial Building Permit process, signed by the Morgan County Fire Marshal or Mountain Green Fire Chief before the building permit application is accepted
- At project completion, the fire sprinkler contractor must verify: a posted hydraulic design information sign, operational exterior horn/strobe and interior alarm notification appliances, pressure gauges above and below the backflow-prevention/check valve, labeled booster-pump equipment (if used), correct structure address identification, and a stocked spare-sprinkler supply per NFPA 13/13R — Morgan County Code § 152.05(C)
