Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC) — Utah Code § 15A-2-103(1)(a); effective since July 1, 2026, superseding the 2021 IBC
- 2021 International Residential Code (IRC) — Utah Code § 15A-2-103(1)(b); unchanged by the July 1, 2026 statewide update, remains in force
- 2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); effective since July 1, 2026, superseding the 2021 IPC
- 2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); effective since July 1, 2026, superseding the 2021 IMC
- 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); effective since July 1, 2026, superseding the 2021 IFGC
- 2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); effective since July 1, 2026, superseding the 2021 IECC. The statute adopts a single IECC edition with no residential/commercial split.
- 2024 International Existing Building Code (IEBC) — Utah Code § 15A-2-103(1)(i); effective since July 1, 2026, superseding the 2021 IEBC
- 2024 residential provisions of the International Swimming Pool and Spa Code (ISPSC) — Utah Code § 15A-2-103(1)(n); effective since July 1, 2026, superseding the 2021 ISPSC
- 2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); statewide in force, unchanged by the July 1, 2026 update
- NOTE (updated 2026-07-16): The July 1, 2026 statewide code-edition transition (2024 IBC/IPC/IMC/IFGC/IECC/IEBC/ISPSC replacing 2021 editions) took effect 15 days ago per Utah Code § 15A-2-103 (version effective 7/1/2026, superseded 1/1/2027; next version's editions confirmed identical). 2021 IRC and 2023 NEC are unchanged. Live-checked the Morgan County buildingpermits page today (2026-07-16) — it does not cite specific code edition years at all (references 'Chapter 11 of the IRC' and 'the IECC' generically), so no page-lag discrepancy to flag there. The International Fire Code is NOT adopted by § 15A-2-103 (it lives in Title 15A Chapter 5) and is not referenced elsewhere in this file.
Permit types & fees
Residential Building Permit
Required for new single-family dwelling construction, multi-family dwellings, home additions/remodels, and manufactured/modular homes throughout Morgan County — including unincorporated county land and Morgan City, both served by the same Morgan County Planning and Development Services department. All applications are submitted through the Civic Review online portal.
Electrical Permit
Required for electrical work in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department. Governed by the 2023 National Electrical Code (NEC) as adopted statewide by Utah Code § 15A-2-103(1)(g). EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the Morgan County Building Permit Fees and Worksheet (Rev 9-2021) does not publish a separate EV-specific fee line item.
Plumbing Permit
Required for plumbing installations and alterations in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department. Governed by the 2024 International Plumbing Code (IPC) as adopted by Utah Code § 15A-2-103, effective since July 1, 2026 (supersedes the 2021 IPC previously in force).
Mechanical / HVAC Permit
Required for furnace/AC installation, replacement, and other mechanical work in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department. Governed by the 2024 International Mechanical Code (IMC) / International Fuel Gas Code (IFGC) as adopted by Utah Code § 15A-2-103, effective since July 1, 2026 (supersedes the 2021 editions previously in force).
Retaining Wall Permit
Required for retaining wall construction in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department.
Demolition Permit
Required for demolition of any structure in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department.
Solar Panel Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department.
Accessory Structure Permit (Garage, Pool, Storage, Detached Structures)
Required for detached garages, storage buildings, swimming pools, and other residential accessory structures in Morgan County, covering both unincorporated county land and Morgan City through the same Morgan County Planning and Development Services department.
Commercial Building Permit
Required for new commercial and industrial construction throughout Morgan County — including unincorporated county land and Morgan City, both served by the same Morgan County Planning and Development Services department — regulated by the statewide-adopted 2024 IBC (Utah Code § 15A-2-103(1)(a), effective July 1, 2026). Morgan County's Building Permits page lists a separate 'Commercial Building Checklist' (item #7 in its document list) but does not publish a distinct commercial preplan-review-deposit tier the way it does for Single Family, Multi-Family, Addition/Remodel, and Manufactured/Modular Home categories — commercial projects instead follow the same general remaining-fee formula (~1-2% of project valuation plus 1% State fee plus applicable impact fees) documented on this file's Residential Building Permit entry.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and tenant finish work in existing commercial buildings throughout Morgan County (unincorporated land and Morgan City alike), served by Morgan County Planning and Development Services. Morgan County does not publish a distinct tenant-improvement permit type, checklist, or fee tier separate from its general Commercial Building Permit process — the Home Addition/Remodel preplan deposit tier ($50) documented for residential remodels was not confirmed to extend to commercial tenant-space remodels, so no deposit figure is asserted here without direct confirmation.
Commercial Land Use Permit (Change or Establishment of Use)
Morgan County requires a Land Use Permit — administered by Planning and Development Services and distinct from a Building Permit — before a commercial use may be established or changed on a property, including a change of use in an existing structure with no new construction. The Commercial Land Use Permit Application itself requires a 'PROPOSED USE OF PROPERTY/STRUCTURE' description and lists 'Land Use Permit' as its own distinct line item in the form's Fees and Taxes checklist, separate from 'Conditional Use Permit,' 'Building Permit Deposit,' and 'Geologic Hazards Review.' The application states the permit becomes null and void 'IF USE OR CONSTRUCTION AUTHORIZED IS NOT COMMENCED WITHIN 180 DAYS FOR LAND USE PERMIT.'
Sign Permit
Required for constructing, altering, or repairing most signs in unincorporated Morgan County, under Morgan County Code § 155.368 (Signs). The Zoning Administrator is authorized to issue sign permits; a dedicated online Sign Permit Application is published separately from the county's other Planning & Development forms. Many small/temporary sign types are exempt from the permit requirement outright. Re-chased 2026-07-20: opened the live CivicReview Sign Permit application directly and confirmed an after-the-fact doubling penalty ('If sign is installed prior to the sign permit being issued, the permit fee will double'), but the base dollar fee remains genuinely unpublished after exhausting the Building Permit Fees Worksheet, the county's codified fee-schedule ordinance (which defers to an external, non-embedded document), and a search for a standalone Planning & Zoning fee schedule.
EV Charger / EVSE Permit
Morgan County does not publish a distinct EV charger, EVSE, or electric vehicle charging station permit or fee. EV charger/EVSE installation is electrical work and falls under the county's general Electrical Permit, administered by Morgan County Planning and Development Services (covering both unincorporated county land and Morgan City). The Morgan County Building Permit Fees and Worksheet (Rev 9-2021) does not publish a separate EV-specific fee line item; the flat $100.00 Electrical Permit fee applies.
Fire Sprinkler & Fire Alarm System Permit
Morgan County Code Chapter 152 (Fire Prevention and Protection) adopts the International Fire Code (IFC), latest edition adopted by the Utah State Legislature, under UCA § 15A-5-103, controlling within the limits of unincorporated Morgan County and enforced by the county's Bureau of Fire Prevention (housed within the county's Fire District and headed by the County Fire Marshal, who serves as 'code official' under the IFC) — Morgan County Code § 152.01, § 152.02. Morgan County Code § 152.05 (Ord. 24-05, passed 2-20-2024) separately codifies a Fire Sprinkler System Permit process specific to RESIDENTIAL structures meeting defined trigger conditions (wildland-urban-interface exposure, lack of a public fire-hydrant water system, steep/long fire-apparatus access roads, or oversized dwellings), requiring the Morgan County Bureau of Fire Prevention ('MCBFP') to review and approve fire sprinkler system plans, calculations, and alarm-notification-appliance locations before permit approval. No equivalent standalone COMMERCIAL fire-sprinkler or fire-alarm ordinance section was found separate from the county's general IFC adoption; for commercial projects, fire protection system plans (sprinkler and/or alarm) are instead submitted as the Fire Protection Plan required under this file's Commercial Building Permit entry, reviewed and signed by the Morgan County Fire Marshal (or the Mountain Green Fire Chief for the Mountain Green area, served under contract by the Mountain Green Fire District).

County-wide figures: Building permits for the entire county — unincorporated land AND Morgan City — are issued by Morgan County Planning and Development Services. Morgan City (the only incorporated municipality in Morgan County) does not maintain an independent building department; its own site (morganutah.gov, formerly morgancityut.org) redirects planning/building content to the county's site and process. Tips & gotchas
- CRITICAL SCOPE NOTE: This file, despite its 'unincorporated-morgan' slug (used only to match this corpus's county-file naming convention), documents Morgan County's CONSOLIDATED building department covering BOTH unincorporated county land AND Morgan City. A prior investigation into Morgan City specifically found it has no independent building department — every fee schedule, phone number (801-845-4015 general/801-845-4030 Treasurer), office address (48 W Young Street, Morgan), and the Civic Review submission portal all lead back to Morgan County Planning and Development Services. Morgan City's own website (morganutah.gov, formerly morgancityut.org, which now redirects to morganutah.gov) does not run a separate permitting process for building/planning.
- The county-slug 'morgan-county' was already taken in this corpus by Fort Morgan, Colorado — this file uses 'morgan-county-ut' as its countySlug to avoid collision.
- All building permit applications are submitted through the Civic Review online portal: https://app.civicreview.com/application/641db259d3a8ae9867874539 — not by email or paper submission.
- Non-refundable pre-plan review deposits are paid to the Morgan County TREASURER's office (801-845-4030), separate from the Planning Department that reviews the application.
- Fire Protection Plan Approval is a mandatory prerequisite: Mountain Green area uses the Mountain Green Fire Chief (801-876-2277); all other areas of the county (including Morgan City) use the Morgan County Fire Marshal (801-845-4049).
- The county's published review timeline is 'up to three weeks' once an application is deemed complete — consistent with Utah's statutory floor under Utah Code § 17-36-55 (14 business days for one/two-family dwellings, 21 business days for other residential structures).
- Refunds: no refunds for plan review fees or State fees; building permit refunds must be requested in writing within 6 months of issuance (60% of base fee) and only if no work has begun.
- A Performance Bond ($2,500 or $15/linear foot of frontage, whichever is greater) may apply to new construction and pools/accessory structures where public infrastructure (curb, gutter, sidewalk, storm drainage) exists on the frontage.
- As of July 1, 2026 — 2024 IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC are in effect statewide (2021 editions superseded); 2021 IRC continues; 2023 NEC continues. 2026-07-16 note: codesAdopted and the two trade-permit descriptions above were refreshed today to state the 2024 editions as current rather than forecasted; the Morgan County buildingpermits page itself doesn't cite edition years, so there was no page-lag to reconcile there.
- Inspection requests made after 3:00 PM are processed the following business day.
- Investigation Fee (starting work without a permit) is double the base building permit fee — always obtain the permit before starting work.
