- IMPORTANT: Morgan County Planning and Development Services is the SOLE building department for the entire county. Morgan City — the county's only incorporated municipality — does not run its own building department; the city's own website (morganutah.gov, and its predecessor morgancityut.org, which now redirects to morganutah.gov) redirects planning/permit content back to the county process. Every fee, phone number, office, and portal is shared: same Civic Review portal, same 48 W Young Street office, same 801-845-4015/801-845-4030 phone lines. This file therefore documents the county's consolidated program covering BOTH unincorporated land and Morgan City — it is not scoped to unincorporated-only, unlike this corpus's naming convention would otherwise suggest.

- Pre-plan review deposits (e.g., $500 for SFD) are non-refundable and are paid to the Morgan County Treasurer's Office, separate from the Planning Department, before review begins.
- The county's own published review timeline is 'up to three weeks' after an application is determined complete — consistent with Utah Code § 17-36-55's statutory floor of 14 business days for one/two-family dwelling plan review (21 business days for other residential structures under the State Construction Code).
- Fire Protection Plan Approval must be obtained from the correct fire district BEFORE submission: Mountain Green Fire Chief (801-876-2277) for the Mountain Green area, or the Morgan County Fire Marshal (801-845-4049) for all other areas of the county including Morgan City.
- Inspection requests made after 3:00 PM are processed the following business day.
- No refunds are issued for plan review fees or Utah State fees. Building permit refunds must be requested in writing within 6 months of permit issuance (60% of base permit fee refunded) and only if no work has begun.
