Electrical Permit

Verified

Required for electrical work in Draper including new circuits, panel upgrades, service changes, and new construction wiring. Governed by the 2023 National Electrical Code (NEC) as adopted statewide by Utah Code § 15A-2-103(1)(g). Draper charges a flat $150 electrical permit fee. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the city's Consolidated Fee Schedule (Resolution 26-29) publishes no separate EV-charger-installation permit fee — the schedule's only distinct 'Electric Vehicle Charging Station' line item (Res 20-31, items 277-279) is an unrelated per-kilowatt-hour usage fee for charging at Draper's own public Level 2 charging stations, not an installation permit.

Sign Permit

Verified

Required for nearly every permanent or temporary sign erected, installed, or used in Draper — wall signs, freestanding/monument signs, temporary banners, and sign face changes — under City Code chapter 9-26 (Signs). A sign permit is separate and distinct from any building permit that may also be required. Fees are set by the Consolidated Fee Schedule (Resolution 26-29): permanent signs are $100.00 plus $2.50 per square foot over 32 square feet.

Verified 2026-07-20 · Source

Requirements

  • Every sign in the city requires a sign permit prior to erection, installation, or use, unless specifically exempted under 9-26-100 (City Code § 9-26-050.C.1)
  • Development projects with signage must first secure a sign allowance or master sign program approval as part of site plan approval — this approval does not itself constitute a sign permit; a separate sign permit application is still required before installation (§ 9-26-050.A)
  • A specific occupancy/tenant with an existing illegal or nonconforming sign must correct or remove it before a new sign permit will be issued for that space (§ 9-26-050.C.2)
  • Temporary signs displayed more than 29 days (e.g., development signs) require a sign permit at the same $100 + $2.50/sq ft over 32 sq ft rate as permanent signs; temporary signs displayed fewer than 29 days require a permit at a flat $25.00

EV Charger / EVSE Permit

Verified

Draper publishes no separate EV-charger-installation permit or fee. Installing an EV charger (EVSE) is electrical work and is processed under the city's flat $150.00 Electrical Permit, per the Draper Consolidated Fee Schedule (Resolution 26-29, item 50). The schedule's only distinct 'Electric Vehicle Charging Station' line item (Res 20-31, items 277-279) is an unrelated per-kilowatt-hour usage fee for charging at Draper's own public Level 2 charging stations — it is not an installation permit fee and should not be confused with the permit process for installing a private charger.

Requirements

  • Installation of a Level 2 or DC fast EV charger (EVSE) at a residential or commercial property in Draper
  • New dedicated electrical circuit and/or panel capacity to serve the charger, governed by the 2023 NEC (Utah Code § 15A-2-103(1)(g))
  • Work performed by a Utah State Licensed Electrical Contractor, unless performed by the homeowner on their own primary residence

Fire Sprinkler Permit

Verified

Required for installation, alteration, or repair of an automatic fire sprinkler system in Draper. Draper has operated its own city Fire Department since exiting Unified Fire Authority on July 1, 2017 (Draper City Council voted 4-1 to withdraw); the Draper Fire Marshal's Office handles fire sprinkler plan review, permitting, and inspection directly, billed through the same Consolidated Fee Schedule (Resolution 26-29) that covers the city's other permits. Residential systems use a flat inspection fee; commercial new-system installs and commercial remodel/tenant-finish work are billed on separate head-count tiers, with the remodel/tenant-finish tiers priced lower than new-system installs.

Fire Alarm Permit

Verified

Required for installation or alteration of a fire alarm system in Draper. The Draper City Fire Department's Fire Marshal's Office (Draper has operated its own fire department since exiting Unified Fire Authority on July 1, 2017) handles fire alarm plan review, permitting, and inspection directly, billed under the Consolidated Fee Schedule (Resolution 26-29). A new-system fire alarm plan review and inspection is billed at a higher rate than remodel/tenant-finish alarm work; these figures are distinct from the fee schedule's separate 'False Alarm' penalty fees, which apply only to nuisance/false-alarm dispatch responses and are not a permit or installation fee.

Change of Use / Certificate of Occupancy

Verified

Draper does not publish a standalone, separately-fee'd 'Change of Use Permit' product. Instead, City Code Title 10, Chapter 5 requires a Certificate of Occupancy before any building or structure is used or occupied, and expressly extends that requirement to 'a change in the existing occupancy classification of a building or structure or portion thereof' (Draper City Code § 10-5-010). The Certificate of Occupancy itself carries no distinct line item in the Consolidated Fee Schedule (Resolution 26-29) — the full fee schedule (items 1-540) was checked directly and contains no 'Certificate of Occupancy' or 'Change of Use' fee. Where the change of occupancy requires construction (e.g., converting retail space to a restaurant), that work is billed under this file's commercial-building-permit or commercial-tenant-improvement-permit entries, whose fees already appear there and are not duplicated here.

Requirements

  • No building or structure may be used or occupied, in whole or in part, nor may a change in existing occupancy classification be made, until the City has issued a Certificate of Occupancy (Draper City Code § 10-5-010)
  • No Certificate of Occupancy will be issued until all required public improvements (curbs, gutters, sidewalks, water meter boxes, street paving, sewage/storm/flood/fire control facilities, etc.) are completed and operable, or repaired if damaged (§ 10-5-020)
  • The Building Official, with approval from the Community Development Director, issues the Certificate of Occupancy only after inspection finds no violation of the construction codes or other applicable law (§ 10-5-030)
  • A Notice of Disapproval is issued if the building or structure does not comply (§ 10-5-040)
  • A Temporary Certificate of Occupancy may be issued for incomplete work only if it would not create a substantial hazard or violate code or state law (§ 10-5-050)

Required documents

  • RequiredCertificate of Occupancy RequestRequested through the Draper Building Division, typically as the closing step of an associated building/remodel/tenant-improvement permit, or standalone when only the occupancy classification is changing without construction
  • OptionalBuilding Permit Application (if construction accompanies the change of use)Required where the new occupancy needs construction to comply with code — see this file's commercial-building-permit or commercial-tenant-improvement-permit entries for that permit's own fees and documents

Fee schedule

Fee typeAmountNotes
Certificate of Occupancy / Change of Occupancy ClassificationNo distinct fee publishedChecked the full Draper Consolidated Fee Schedule (Resolution 26-29, July 2026, items 1-540) directly — no 'Certificate of Occupancy' or 'Change of Use' line item exists. Draper City Code §§ 10-5-010 through 10-5-050 impose the Certificate of Occupancy requirement (including for occupancy-classification changes) but specify no fee. Where construction accompanies the change of use, the standard valuation-based Building Permit fee (100% of the ICC Schedule, item 44) plus 65% plan review (item 45) applies instead — see the commercial-building-permit / commercial-tenant-improvement-permit entries in this file.
Zoning Verification Letter (optional, related — confirms zoning/use compliance)$50.00Draper Consolidated Fee Schedule, Resolution 26-29, item 409, under Appeals and Variance Hearing Officer fees. Not a Certificate of Occupancy fee itself, but the closest published mechanism for a standalone written confirmation of a property's zoning/use compliance.
