Item 2, 'Building Permit Fees (both commercial and residential),' sets a flat 0.0075 rate with no carve-out for alterations/tenant-improvement work, and this file's Bid Contract document requirement exists specifically to establish a project's construction valuation for fee purposes. The County's posted 'Building Valuation Data – FEBRUARY 2026' (ICC BVD) document separately notes the BVD table itself 'is not intended to apply to alterations or repairs to existing buildings' — so for a tenant improvement, the 'construction valuation' the 0.0075 rate is applied against is based on the submitted Bid Contract cost rather than the ICC BVD square-footage table (which only prices new whole structures). Contact the Building Department at (435) 336-3124 or buildingquestions@summitcountyutah.gov to confirm the exact valuation figure that will be used for a specific project before applying.

EV Charger / EVSE Permit

Verified

Summit County does not publish a distinct EV charger / EVSE permit type or fee line item. Directly read in full (2026-07-20, rendered page-by-page as images since the source PDF is scanned/non-machine-readable) the complete 'Summit County Building Department Fee Schedule' section of the County-Wide Fee Schedule (Ordinance 834-P, amended May 2026, effective 6/2026) — it lists a general Building Permit Fee (0.0075, i.e. 3/4 of 1%, of construction valuation, $100 minimum, both commercial and residential), a separate 'Alternative Energy Permits' category explicitly limited to 'solar, hot water, photovoltaic, geo-thermal, and wind generated power' ($700 photovoltaic / $500 geo-thermal / $250 solar hot water / $250 wind generator), and separate flat $100 fees for 'Electrical utility meter upgrade or replacement,' 'Mechanical utility meter upgrade or replacement,' and 'Plumbing utility meter upgrade or replacement.' No 'EV,' 'electric vehicle,' or 'charging station' line item appears anywhere in this fee schedule. Because EV/EVSE installation is not one of the enumerated Alternative Energy Permit categories and is not a utility-meter upgrade, it is billed as ordinary electrical work under the general Building Permit Fee (0.0075 x construction valuation, $100 minimum), the same mechanism used for standard building/electrical/mechanical/plumbing work in unincorporated Summit County.

Requirements

  • Installation of a Level 2 or DC fast EV charger (EVSE) at a residential or commercial property in unincorporated Summit County — billed as ordinary electrical work under the general Building Permit, not the county's separate 'Alternative Energy Permit' category (which is limited to solar, hot water, photovoltaic, geo-thermal, and wind generated power)
  • All submissions, reviews, and permit issuance processed exclusively through the EPROCESS360 online portal (summit.co.ut.eprocess360.com) — the County does not accept paper plans or perform over-the-counter reviews
  • Compliance with the 2023 NEC, adopted statewide per Utah Code § 15A-2-103(1)(g)

Required documents

  • RequiredBuilding Permit Application (EPROCESS360 online portal)Submitted online at summit.co.ut.eprocess360.com, the same portal used for all other Summit County building permit types; no distinct EV-charger application form or checklist is published.
  • OptionalElectrical Plan / Single-Line DiagramCharger manufacturer specifications and circuit/panel capacity information — standard supporting documentation for the electrical-work component of a building permit.

Fire Sprinkler & Fire Alarm System Permit

Unincorporated Summit County's Community Development/Building Division does not itself operate a fire marshal's office or issue fire sprinkler/alarm permits. Instead, new installation, alteration, or extension of a fire sprinkler system (NFPA 13/13R/13D) or fire alarm system (NFPA 72) is permitted and plan-reviewed directly by whichever independent local fire protection district serves the property's location -- separate from, and in addition to, the County building permit issued through EPROCESS360. This jurisdiction's own commercial-building-permit entry already lists a 'Fire Approval Letter' from the applicable fire district as a required document and a 'Fire District Inspection' as a required step before Certificate of Occupancy; this entry documents that separate fire-district-run process itself. Two districts covering unincorporated Summit County were independently verified with live fee/process data: Park City Fire District (covers the Snyderville Basin west side -- Kimball Junction, Jeremy Ranch, Pinebrook, Trailside, Silver Summit, and similar subdivisions) and North Summit Fire District (covers the Coalville/eastern county area). A third district, South Summit Fire District, also reviews fire sprinkler installations in its own coverage area (the Kamas Valley/eastern county) per NFPA 13-D. Its current live site (southsummitfd.gov) is a JavaScript single-page application whose Permits section submits directly to a Stripe-backed payment API (react-with-backend.onrender.com/api/sprinkler) that calculates a fee dynamically from submitted square footage rather than publishing a static rate, so no current flat or per-square-foot sprinkler fee is publicly readable on the live site. A historical figure was recovered via Wayback Machine from the district's former official domain (ssfd.us, since retired in favor of southsummitfd.gov): a 2023-labeled fee schedule page (last archived with full content 2024-06-07) listed 'Sprinkler/Fire Suppression Fees $250.00*'. This figure is over two years old and cannot be confirmed as still current given the site's redesign to a dynamic calculator -- treat it as historical context only and confirm the actual current amount directly with South Summit Fire District at (435) 783-2375 before relying on it.

Park City Fire District -- Plan Review Fee (base, fire sprinkler/alarm project types)$165.00 (base figure shown by the district's online calculator before dwelling-unit/square-footage inputs are applied)Fetched directly from Park City Fire District's live 'Project and Permit Review' online application form (pcfd.org/product/project-and-permit-review/) on 2026-07-20, which lists 'Fire Sprinkler System' and 'Fire Alarm System' as selectable construction types. The form is a Gravity Forms fee calculator; $165.00 was the Plan Review Fee value rendered in the static page before any dwelling-unit or square-footage figures were entered, so it may be a default/base value rather than a fixed flat fee -- confirm the final calculated total directly with PCFD at (435) 940-2532.
Park City Fire District -- Prepaid Inspection Fee$160.00 per prepaid inspection (base figure shown by the district's online calculator)Fetched from the same live PCFD online application form on 2026-07-20; same base-value caveat as the Plan Review Fee above applies.

The district's current live site, southsummitfd.gov, is a JavaScript SPA whose sprinkler permit form submits to a Stripe-backed API (react-with-backend.onrender.com/api/sprinkler) that computes a fee dynamically from submitted square footage rather than publishing a static rate -- the compiled JS bundle was fetched and inspected directly on 2026-07-20 and contains no visible rate table. This $250 figure may be outdated. Confirm the current fee directly with South Summit Fire District, (435) 783-2375, before relying on it.

Solar Photovoltaic (PV) Installation Permit

Verified

Unincorporated Summit County requires a Building Permit for solar PV installations, per the County Building Department's official page: 'Permits are also required for solar PV installations.' Unlike the general residential/commercial Building Permit (which is priced off the ICC Building Valuation Data table and a non-public multiplier), the County's own Building Department Fee Schedule (Ordinance 834-P) prices solar PV under a distinct 'Alternative Energy Permits' category — explicitly described in the ordinance as 'separate from the permits issued for new construction' — with a flat $700 Photovoltaic System fee. Applications are still submitted through the same EPROCESS360 online portal as all other County building permits; no standalone solar-only application form, checklist, or fee schedule document is currently published (the County's historical 'Solar ABCs' expedited-permitting checklist, once posted at DocumentCenter View 272, is now a dead link with no Wayback capture, confirmed by this verification).

Requirements

  • A County Building Permit is required for solar PV installations (residential or commercial) in unincorporated Summit County, per the Building Department's official page
  • Application is submitted through the EPROCESS360 online portal (summit.co.ut.eprocess360.com) — the County does not accept paper plans or perform over-the-counter reviews, and no distinct solar-only application form is published
  • Electrical interconnection work must comply with the 2023 National Electrical Code (NEC), adopted statewide per Utah Code § 15A-2-103(1)(g)
  • For roof-mounted arrays, standard structural attachment/point-load documentation may be requested during plan review, consistent with the County's general Construction Plans requirements for structural elements (no solar-specific structural checklist is separately published)
  • Confirm with the Building Department at (435) 336-3124 whether a given project (e.g., ground-mounted array, battery storage addition) needs additional planning/zoning review beyond the building permit

Required documents

  • RequiredBuilding Permit Application (EPROCESS360 online portal)Submitted online at summit.co.ut.eprocess360.com, the same portal used for all other Summit County building permit types; no distinct solar-PV application form or checklist is currently published by the County.
  • RequiredPV System Plans / Single-Line Electrical DiagramModule layout, inverter/equipment specifications, and interconnection single-line diagram documenting compliance with the 2023 NEC.
  • OptionalStructural Attachment Details (roof-mounted arrays)Racking/attachment method and point-load information for the roof structure; no solar-specific structural checklist is separately published, so this follows the general structural-documentation expectations described in this file's residential/commercial building-permit entries.

Fee schedule

Fee typeAmountNotes
Alternative Energy Permit — Photovoltaic System$700 flat feeSummit County Building Department Fee Schedule, Ordinance 834-P (amended May 2026, effective 6/2026), item 4: 'Alternative Energy Permits: These permits are separate from the permits issued for new construction. These permits include, but are not limited to, solar, hot water, photovoltaic, geo-thermal, and wind generated power. a. Photovoltaic System: $700.' Confirmed directly by this verification: the document is a scanned (non-machine-readable) PDF, so it was downloaded and page 33 was rendered to an image and read visually on 2026-07-21 — the $700 Photovoltaic System line is explicitly distinct from the general 0.0075-of-valuation Building Permit Fee used for new construction.
Plan Review Fee65% of the applicable building permit fee (may be waived if plan review is not necessary, per the Building Official)Summit County Building Department Fee Schedule, Ordinance 834-P, item 3. The ordinance does not clarify whether this 65% add-on applies on top of the flat $700 Alternative Energy Permit fee or only to the valuation-based Building Permit Fee in item 2 — confirm with the Building Department before budgeting.
Utah State Surcharge1% of all permitsSummit County Building Department Fee Schedule, Ordinance 834-P, item 9, collected and remitted to the State of Utah per UCA 15A-1-209 — stated to apply to 'all permits,' so this applies to the Alternative Energy Permit fee as well.

Sign Permit

Verified

Unincorporated Summit County requires a sign permit before any sign is erected, relocated, or enlarged, administered by the Community Development Department's Planning Division -- a separate process from the Building Division's EPROCESS360 portal used for this file's other permit types. Sign design standards are set at the Title/Chapter level and differ by planning district: the Snyderville Basin (Silver Creek, Pinebrook, Jeremy Ranch, Summit Park, and the resort-adjacent area surrounding Park City) is governed by Snyderville Basin Development Code Section 10-8-2, most recently amended by Ordinance No. 1010 (adopted by the Summit County Council on/around April 22-23, 2026); the East Side/3-Mile/Henefer-area communities are governed by the parallel Eastern Summit County Development Code Section 11-6-4, whose full standards were read directly from the County's own published code PDF on 2026-07-22. The County-Wide Fee Schedule (Ordinance 834-P, as amended, Community Development Department Fee Schedule, item 20) sets a flat fee of $100 per sign, confirmed live 2026-07-22.

Requirements

  • "No sign shall be erected, relocated or enlarged until the plan for such sign has been approved and a permit issued by the CDD or designated planning staff member" -- quoted directly from Eastern Summit County Development Code Section 11-6-4
  • Nameplates, property signs, service signs, and temporary signs conforming to the applicable title's provisions may be erected without a sign permit; campaign signs are also exempt from the permit requirement but must still meet size, height, setback, and no-illumination limits (Section 11-6-4(H))
  • Snyderville Basin sign standards (Section 10-8-2) were amended by Ordinance No. 1010 following an April 22, 2026 public hearing (Project No. 26-029) -- the amendment narrowly expanded allowed digital-display uses (fuel-station price signs, drive-thru menu boards, resort entry/event signage) and strengthened enforcement provisions for removing temporary/pop-up signs; County planning staff discussed brightness limits of 2,000 nits (daytime) and 200 nits (nighttime) for digital displays during the hearing process
  • Eastern Summit County freestanding sign count is tied to street frontage: lots with less than 300 feet of frontage on one street are allowed one freestanding sign; lots with 300 feet or more are allowed two (Section 11-6-4(A))
  • Freestanding signs must be set back at least 5 feet from any property or right-of-way line (Section 11-6-4(B))
  • Sign size (Eastern Summit County): 1 square foot of sign area is permitted for every 5 feet of continuous linear building frontage upon which the sign is mounted, up to a maximum of 30 square feet; freestanding signs may not exceed 40 square feet (Section 11-6-4(C))
  • Off-premises signs are prohibited -- no sign may advertise a use or activity located on a lot or parcel other than the one the sign is erected on (Section 11-6-4(I))
  • Real estate sale signs must be set back at least 30 feet from the edge of an adjacent road surface, or no closer than an existing fence line parallel to the road if that distance is less (Section 11-6-4(G))

Required documents

  • RequiredSign Permit application materials (submitted by email)Re-chased 2026-07-23: the County's old standalone Sign Permit Application PDF (DocumentCenter View 957) is confirmed permanently retired, not merely broken -- the County's current 'Application Forms' page (827/Application-Forms) lists 26 specific planning-permit application PDFs by document ID (Variance, Conditional Use Permit, Final Site Plan, Sketch Plan, Temporary Use Permit, etc.) and Sign Permit is not among them. In its place, a live 'Sign Permit Checklist' (DocumentCenter View 22930, current as of 6/2026) is now the operative submittal document -- confirmed live 2026-07-23, it lists the required attachments and states 'Review timeframes are ESTIMATED to be 7 business days.' Per the County's official Planning & Zoning page (summitcountyutah.gov/307/Planning-Zoning), under 'How to apply for a Planning Permit': 'To apply for a planning permit, please email the application and required materials to planningapplications@summitcountyutah.gov' -- confirming intake for Planning Division permit types (which include Sign Permits, per this entry's Development Code sourcing) is by email, not the Building Division's EPROCESS360 portal.
  • RequiredSign Plan / Elevation DrawingShowing sign type, dimensions, total sign area calculation, height, and location/setback on the lot, needed to demonstrate compliance with the applicable title's size, height, and setback standards (Eastern Summit County Development Code Section 11-6-4(B)-(C); Snyderville Basin Development Code Section 10-8-2).
  • OptionalProperty Owner AuthorizationMay be requested for tenant signage on a leased commercial space; not separately confirmed on a current application form for this entry.

Fee schedule

Fee typeAmountNotes
Sign Permit Fee$100 per signSummit County-Wide Fee Schedule (Ordinance 834-P, as amended), Summit County Community Development Department Fee Schedule, item 20: "Sign Permit: $100/sign." Directly read from the ordinance PDF (Community Development Department Fee Schedule page) on 2026-07-22. This fee sits under the Community Development Department's fee schedule, separate from the Building Department Fee Schedule's 65% Plan Review Fee add-on and 1% Utah State Surcharge line items documented elsewhere in this file -- neither of those add-ons is listed against the Sign Permit line item, so they do not appear to apply here.

Certificate of Occupancy / Change of Use

Verified

Unincorporated Summit County does not operate a standalone "change of use" permit separate from its Certificate of Occupancy (C.O.) process. Per Snyderville Basin Development Code Section 10-3-20(J) (Certificates of Occupancy) -- this file's own localAmendments entry already documents Section 10-3-20 as this jurisdiction's countywide Building Permit and Certificate of Occupancy provision -- a Certificate of Occupancy is required "before any structure or premises, or part thereof, hereafter erected, changed, converted, moved, altered or enlarged wholly or in part, may be used or occupied," making a change of use itself one of the events that triggers a required C.O. For commercial tenant spaces specifically, a change of use is also a documented trigger in this file's commercial-tenant-improvement-permit entry (it requires a Site Plan, and a change-of-use remodel must be designed by a Utah-licensed architect), so a genuine change-of-use project in an existing commercial building generally proceeds through that Commercial Tenant Improvement / Tenant Finish permit process (or, for a change of use with no construction work, directly through a standalone C.O. application) rather than through a separately named "change of use permit." This entry documents the County's own Certificate of Occupancy requirements, directly sourced from its "Items needed to receive a Certificate of Occupancy" checklist (updated 11/25, confirmed live 2026-07-22).

Requirements

  • A Certificate of Occupancy is required before any structure or premises "erected, changed, converted, moved, altered or enlarged wholly or in part" may be used or occupied -- quoted directly from Snyderville Basin Development Code Section 10-3-20(J)(1)
  • If a building permit was required for the work, construction reflected in the approved building permit must be fully completed before a C.O. can issue (Section 10-3-20(J)(1)(a))
  • If no building permit was required (e.g., a pure change of use with no construction), the use itself must conform to the Development Code and all other applicable statutes/ordinances, or qualify as a valid legal nonconforming use under Section 10-8-1 (Section 10-3-20(J)(1)(b))
  • All applicable impact fees and other regulatory fees and requirements must be paid before a C.O. is issued (Section 10-3-20(J)(1)(c))
  • An application for a Certificate of Occupancy must be submitted to the Building Official on the form provided by the County, accompanied by the required processing fee (Section 10-3-20(J)(2)) -- re-chased 2026-07-23, no dollar figure for this processing fee exists as a distinct line item anywhere in either the complete Building Department Fee Schedule (12 items) or the complete Community Development Department Fee Schedule (25 items) of Ordinance 834-P (verified-negative, both schedules read in full); for projects requiring a building permit it is functionally covered by that permit's own Building Permit Fee (0.0075 of construction valuation, $100 minimum)
  • Final Building and Engineering inspections are required prior to C.O. issuance for new construction; a final Engineering inspection is not required for a tenant improvement, per the County's own "Items needed to receive a Certificate of Occupancy" checklist
  • A Final Fire Inspection report is required for all permits for a dwelling unit, verifying life-safety systems, access methods, and identification; if fire sprinklers were required, a Final Fire Sprinkler Inspection report from the applicable fire district (Park City Fire District, North Summit Fire District, or South Summit Fire District -- see this file's fire-sprinkler-alarm-permit entry) is also required
  • Water/sewer final approval requirements depend on the utility source: no final water approval is needed for a well (but the well log must be uploaded with final documents); a final approval letter/authorization to use is required from the applicable water system (e.g., Mountain Regional Water, Gorgoza); a final approval letter from Snyderville Basin Water Reclamation District is required for sewer-served projects; and Final Wastewater Approval from the Summit County Health Department is required for septic systems
  • Planning Department approval is only required for projects that require a final site plan submitted through Planning (e.g., retail stores, hotels, condos, townhomes, apartments) -- this excludes most single-family dwellings, per the County's C.O. checklist

Required documents

  • RequiredCertificate of Occupancy ApplicationSubmitted to the Building Official on the County-provided form, per Development Code Section 10-3-20(J)(2); accompanied by the required processing fee (amount not published).
  • RequiredFinal Building Inspection ApprovalRequired prior to C.O. issuance for new construction, per the County's "Items needed to receive a Certificate of Occupancy" checklist.
  • OptionalFinal Engineering Inspection ApprovalRequired for new construction; not required for a tenant improvement project.
  • RequiredFinal Fire Inspection ReportRequired for all permits for a dwelling unit to verify life-safety systems, access methods, and identification are in place; obtained from the applicable local fire district.
  • OptionalFinal Fire Sprinkler Inspection ReportRequired only if fire sprinklers were required to be installed for the project; obtained from the applicable fire district.
  • OptionalWater System Final Approval Letter / Well LogA well log upload is required in lieu of a final approval if the project is served by a private well; a final approval/authorization-to-use letter is required if served by a water system such as Mountain Regional Water or Gorgoza.
  • OptionalSewer or Septic Final ApprovalA final approval/authorization-to-use letter from Snyderville Basin Water Reclamation District is required for sewer-served projects; Final Wastewater Approval from the Summit County Health Department is required for septic-served projects.
  • OptionalFinal Site Plan / Planning ApprovalOnly required for projects that needed a final site plan submitted through the Planning Department (e.g., retail stores, hotels, condos, townhomes, apartments) -- excludes most single-family dwellings.

Fee schedule

Fee typeAmountNotes
Certificate of Occupancy Processing Fee -- verified-negative: no distinct C.O. fee line item existsNo separate dollar figure; bundled into the general Building Permit Fee for projects requiring a building permitDevelopment Code Section 10-3-20(J)(2) states a C.O. application "shall be accompanied by the required processing fee" but does not itself state the amount. Re-chased 2026-07-23 by downloading Ordinance 834-P directly and rendering every page of both candidate department fee schedules to images and reading them in full: the Summit County Building Department Fee Schedule (page 33, items 1-10, plus page 34, items 11-12) and the Summit County Community Development Department Fee Schedule (pages 27-28, the complete 25-item list ending at item 25 'Vested Rights Determination') -- neither contains a 'Certificate of Occupancy' line item anywhere. This is a confirmed verified-negative, not an unread gap: no standalone C.O. processing fee is published anywhere in the County's fee ordinance. For projects that required a building permit, the processing fee is functionally absorbed into that permit's own Building Permit Fee (Ordinance 834-P item 2: 0.0075 of construction valuation, $100 minimum -- see this file's residential/commercial/tenant-improvement-permit entries), which the applicant already pays before the C.O. stage. For a pure change-of-use C.O. with no building permit involved, no fee amount is published at all; contact the Building Department at (435) 336-3124 or buildingquestions@summitcountyutah.gov to confirm what, if anything, is charged in that specific scenario.
