NOTE WHO SETS THE VALUATION: RMC 15.08.050(G) provides that "The applicant for a permit shall provide an estimated permit value at time of application", and that valuations "shall include total value of work, including materials and labor" - which is the opposite of Vancouver, where the building official derives the valuation from national statistical averages.
