Codes adopted

The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.

The 2021 edition of the International Existing Building Code ... is included in the adoption of this Code with the exceptions noted in WAC 51-50-480000. A117.1-2017 is adopted pursuant to RCW Chapters 70.92 and 19.27. The 2021 edition of the International Residential Code ... is hereby adopted by reference with the exceptions noted in WAC Chapter 51-51."

  • THE RESIDENTIAL CODE LOSES THREE BLOCKS. The same section: "Chapters 11 and 25 through 43 of this code are not adopted." Chapter 11 is energy and 25 through 43 are plumbing and electrical, which come from separate adoptions - so a single IRC reference will not give you the whole rule for a house.
  • THE ACCESSIBILITY STANDARD IS A DIFFERENT VINTAGE. A117.1-2017 sits alongside the 2021 editions, adopted "pursuant to RCW Chapters 70.92 and 19.27".
  • Title 15 also carries Accessory Improvements (15.02), Flood Control (15.04), Fire (15.06), Electrical (15.12), Mechanical (15.14), Plumbing (15.16), Energy (15.18), Moving Buildings (15.22), Clearing, Grading and Stormwater (15.24), a WILDLAND-URBAN INTERFACE CODE (15.26), apprentice requirements on public works (15.28) and construction and demolition debris recycling (15.30). None of those were read for this entry.
  • RCW 19.27 - the Washington State Building Code applies statewide.

  • The fee reference is rolling even though the code adoption is a fixed 2021 edition.
  • You supply your own valuation at application, including materials and labour.
  • IRC Chapters 11 and 25 through 43 are not adopted - energy, plumbing and electrical come from elsewhere.
  • A Wildland-Urban Interface Code applies (RMC 15.26); this entry did not open it.
  • In RMC 15.08, "2014" appears both as an ordinance NUMBER and as an ordinance DATE. If you are reading the history line, read the words around the number.
