Codes adopted
The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.

THE 2021 IRC, WITH TINY HOUSES IN. SMC 16.05.080: "The 2021 Edition of the International Residential Code, as adopted by the State Building Code Council in Chapter 51-51 WAC, as published by the International Code Council, including Appendix Q, Tiny Houses, and excluding Chapters 1, 11 and 25 through 43, is hereby adopted by the City of Sammamish". Appendix Q IS adopted here, as in Camas and Yakima - and NOT as in Marysville, which excludes IRC Appendices AF, AQ and AU.
- ADMINISTRATION COMES FROM THE CITY, NOT THE MODEL CODE. Both adoptions exclude Chapter 1, Administration; SMC Chapter 16.20 is the city's own Construction Administrative Code and supplies permits, inspections, fees and enforcement in its place.
- A SCOPED ROLLING ADOPTION FOR ONE STATE CHAPTER ONLY. SMC 16.05.180 adopts by reference, "as presently existing and as may be subsequently amended", the single chapter "Chapter 51-19 WAC, Washington State Historic Building Code". That rolling language does NOT extend to the building or residential codes.
- Other codes named in Chapter 16.05: the mechanical code, NFPA 54 National Fuel Gas Code, NFPA 58 Liquefied Petroleum Gas Code, the International Fuel Gas Code, the International Fire Code, the Uniform Plumbing Code, the Washington State Energy Code, the Washington Cities Electrical Code, the 2021 International Existing Building Code and the 2021 International Swimming Pool and Spa Code.

Building Permit
Required for construction in Sammamish. The city adopts the 2021 IBC and IRC as adopted by the State Building Code Council, supplies its own administrative code in place of Chapter 1, and publishes an ordered, binding inspection sequence.

Tips & gotchas
- THE INSPECTION ORDER IS ENFORCEABLE. Work may not pass a stage before that inspection is approved (SMC 16.20.480). Twelve stages are published, from erosion control to final.
- The permit fee has a FLOOR tied to the expected inspection count, not to a dollar figure (SMC 16.20.340) - and twelve stages is a lot of inspections.
- Fee AMOUNTS are not in the code; they live in the council's fee resolution. Ask the city.
- Plan review is a separate, additional fee, and changed or deferred submittals draw more.
- CONSTRUCTION HOURS ARE REGULATED: 7:00 a.m. to 8:00 p.m. weekdays, 9:00 a.m. to 6:00 p.m. Saturdays, NO construction on Sundays or the named holidays (SMC 16.05.030).
- Wind speed is published by RISK CATEGORY (90/95/105/110 mph) - do not compare a bare figure from another city against these without knowing its category.
- Appendix Q (Tiny Houses) IS adopted here.
- Commercial greenhouses of flexible synthetic sheeting are excepted and "not considered a building" under SMC 16.05.070.
- The code is hosted by ICC Code Solutions at sammamish.municipal.codes - the codepublishing address redirects, and this is the only Washington city in this set whose code moved to the ICC rather than to ecode360.
