Applies to: Residential Building Permit (New Construction, One- and Two-Family Dwelling)

    Under-slab piping/compaction approved before concrete pour; OR floor framing (sill plate, joists, girders) approved before floor sheathing

    Roof Sheathing, Shear Walls and Anchorage

    Approved before building wrap, window flashing, air barrier, and roof covering installation

  5. 5

    Building Wrap / Window Flashing

    Approved before pre-drywall/rough trades begin

Applies to: Change of Use / Change of Occupancy Permit

    Plan Review

    Building Safety reviews the submitted plans, including the code-analysis legend (occupancy, building type, allowable area, occupant load and plumbing fixture counts) that drives a change-of-occupancy determination. Plan review is charged at $50.00 per hour with a one-hour minimum; additional review required by changes or revisions is charged at the same rate.

    Construction Inspections (if alteration work is performed)

    Inspections are required for all phases of construction. The county's commercial requirements list foundation, footing, stem wall (before grouting), floor framing, framing/electrical/plumbing rough-in, and final. At least two (2) working days' notice is required for commercial inspections; call 928-337-7527. Per IBC Section 114, failure to request and complete required inspections can result in a stop work order or revocation of the building permit.

    Final Inspection / Certificate of Occupancy

    On approved completion a Certificate of Occupancy is issued; the county states plainly that no occupancy is allowed prior to approved completion. The validated permit card itself becomes the Certificate of Occupancy/Completion, signed by the Building Official.

    Rough-In / Service Inspection

    Wiring installed before wall cover, or service equipment installed before energizing; verifies conductor sizing, landing, labeling, address posting, and grounding electrode per the county's minimum service requirements

    Final / Green Tag

    Apache County issues a 'green tag' clearance to energize once all minimum service requirements are verified; failure to meet requirements results in inspection failure and denial of the request

    Required if the EV charger installation involves a new circuit or service equipment; verifies conductor sizing, landing, labeling, and grounding electrode per the county's minimum service requirements

    First Safety Inspection (Installation Start)

    Final / Certificate of Occupancy

    After all safety inspections pass, obtain the Certificate of Occupancy for the home and the Discharge Authorization for the septic system

    Sign Identification Plate Verification

    Each sign requiring a permit that is erected or remodeled must bear, in a permanent position, an identification plate stating the date the sign was erected and the name of the person, firm or entity responsible for its construction and erection (Zoning Ordinance Section 705.9)

    Zoning Compliance / Enforcement Check

    The Community Development Director enforces sign standards, may require the removal or repair of any sign in a dangerous or defective condition, and may cause immediate removal where a defective sign poses immediate danger, assessing costs against the property owner (Section 710.1). Signs on property that becomes vacant and unoccupied for thirty days or more are treated as abandoned and must be removed (Section 710.2).
