Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Pima independently operates its own Planning & Zoning Department / Building Division with its own Planning & Zoning Board, building inspector, building official, permit intake (iWorq portal), and Certificate of Occupancy process — it is NOT administered by Graham County. Requirements

Mobile/Manufactured Home Installation Permit

Verified

Required for installation of a mobile or manufactured home within Town of Pima limits, whether on private land or elsewhere in town. Covers siting, utility connections, accessory structures on the sales contract, and pressure testing of gas connections. This is the one permit type for which the Town publishes a fixed, verified fee.

Requirements

  • Permit required before installing a mobile/manufactured home within Town of Pima limits
  • If installed on private land, a detailed map showing the nearest major intersection and exact lot location must accompany the application
  • Unit identification required: manufacturer, year, model, dimensions, serial number, HUD label number, date unit entered the state
  • Installer must be listed with license number and license classification
  • Setbacks: minimum 20 ft from the front property line to the closest structure (porch, awning, carport, etc.); minimum 10 ft from the side property line; no fixed minimum from the rear property line (10 ft recommended); double-frontage/corner lots require 20 ft from both front and side property lines
  • A plot plan must be drawn showing property/lot dimensions, home location, north direction, and accessory structures (storage units, corrals, barns, etc.)
  • Inside and outside gas pressure tests are required (outside test per Uniform Plumbing Code 1979 Edition, Section 1206-2), certified by signature as conforming to Arizona Mobile and Manufactured Housing Standards Board rules (1980 Revision)
