Permit Issuance and Plan Check Submittal close an hour earlier than the counter does: 7:30 AM to 4:30 PM Monday through Thursday, 7:30 AM to 3:30 PM Friday. Residential Building Inspector hours are 7:00 AM to 5:00 PM Monday through Thursday and 7:30 AM to 4:30 PM on alternating Fridays. Inspection Field Hours are 8:00 AM to 3:00 PM Monday through Friday. Inspectors take questions only inside two narrow office windows: 7:30 to 8:00 AM and 3:00 to 4:00 PM Monday through Thursday, and 7:30 to 8:00 AM and 2:00 to 3:00 PM on alternating Fridays.

Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Tips & gotchas
- THE COUNTER OUTLASTS THE INTAKE DESK BY AN HOUR, AND BOTH TIMES ARE PRINTED ON THE SAME PAGE. Counter hours are 7:30 AM to 5:30 PM Monday through Thursday; Permit Issuance and Plan Check Submittal stop at 4:30 PM. Friday is 4:30 and 3:30 respectively. A visitor who reads only the counter line and arrives at 5:00 PM will be inside an open building that will not take the submittal.
- THE PUBLISHED REVIEW TIMES MEASURE COUNTER SERVICE, NOT PLAN CHECK, AND IT IS EASY TO READ THEM THE OTHER WAY. "Quick permits at the counter, one hour reviews at workstation, or a 2 hour review by appointment" is a service-level goal for work done while you wait. Newport Beach publishes no first-review or recheck time for a submitted plan anywhere on the pages read. An hour-scale number on a permit page is not evidence of a fast plan check.
- THE FEE PAGE'S OWN CURRENT MARKER POINTS AT THE OLDER OF ITS TWO NEWEST SCHEDULES. Ten effective dates are listed; one marked (Effective July 25, 2026) appears at the top of the list while the CURRENT label sits on the one marked (Effective July 1, 2025). By the date of this record, 21 September 2026, the July 25 date had already passed. Either the label or the page is stale, and which schedule governs your fee cannot be settled from the page alone - confirm at the counter.

The chapter text was NOT read for this record - the municipal code host returned HTTP 403 - so the trigger conditions, the affected geography and any required mitigation are unknown here and must be read at the source.
