When you need this permit
- A permit is required when more than one square (100 sq. ft.) of roof covering is replaced; one square or less is a repair, no permit required
- Each slope containing damaged shingles must be replaced in its entirety — partial replacement of asphalt roofing on a single slope is not allowed
- Ice and water shield is required only if specified in the shingle manufacturer's installation instructions (not required jurisdiction-wide)
- Drip edge flashing required at eaves and rakes, extending over the plywood sheathing at the fascia
- Multi-unit buildings (apartments, condos, duplexes, townhomes) sharing a single address apply on one application and receive one permit; individually addressed units apply on one application listing each address
- Applications submitted via the CityView Portal

Tips
- Thornton's mid-roof inspection is done by texting photos, and the final roof inspection is done virtually via FaceTime or Google Meet — schedule through the CityView Portal; the permit must be issued first.
- If scheduled before 3:30 p.m., you can request the inspection for the next business day; an inspector confirms by text/call between 8-9 a.m.
- The Building Inspection Division does not inspect the dryer duct or gas vent connection below the roofline at final inspection — the City recommends having a licensed plumbing/mechanical contractor verify these were not dislodged during the reroof.
