Re-Roofing Permit in Grand Junction, Colorado
Required for most residential and all commercial re-roofing in Grand Junction. Governed by the Mesa County Reroof Policy (rev. 9/2025), which applies Chapter 9 of the 2024 IRC or Chapter 15 of the 2024 IBC. Issued by the Mesa County Building Department.

When you need this permit
- Permit always required when: two or more roofing layers are already present; a roof recover is not approved per code or manufacturer instructions; or the project is any commercial roofing project
- Reroofs must comply with Chapter 9 of the 2024 IRC (residential) or Chapter 15 of the 2024 IBC (commercial)
- Roofing overlay over a single existing layer, with repairs less than 100 sq ft, does NOT require a permit per Mesa County's 'No Permits Required' notice
- Ice barrier membrane is NOT required along the eaves in areas of the county designated at 30 psf snow loads, which includes the Grand Junction area
- Existing solid wood roof sheathing with gaps within manufacturer specification does not require a plywood/OSB overlay
- All newly installed or replacement skylights must comply with the 2021 IECC (U-factor 0.55, air leakage under 0.3 CFM); any altered framing not previously reviewed is subject to engineer review
- Final building inspection is required prior to any solar installation or reinstallation on a reroofed structure

Tips
- Mesa County will not perform on-roof inspections for pitches over 4/12 unless the contractor provides fall-protection equipment; otherwise inspections are visual-only by the best available means.
- Inspections are scheduled in the morning during hot weather where possible, to avoid shingle damage and protect inspector safety.
- The contractor/installer is responsible for providing secure access and a ladder for all roofing inspections.
- Any exception to the Reroof Policy must be approved by the Building Official before work begins.
