- Tenant improvement / build-out is NOT a distinct Carlsbad permit type -- there is no separate TI application, fee schedule, or permit-number series. Commercial interior remodels and build-outs are filed as Building (Commercial) permits with the 'Alteration, Remodel, Repair' workclass on the same valuation-based fee table (confirmed by the City's own 08/2024 Permits Issued by Type report, which lists exactly five BLDC workclasses: New Construction, Addition, Alteration/Remodel/Repair, Accessory Structure, and Fence -- no TI category). Remember the companion Electrical/Plumbing/Mechanical (Commercial) permits, which a typical TI also needs.
- No state CID submittal is required for commercial work inside Carlsbad city limits -- the City is a self-administering, CID-certified municipality under NMAC 14.6.5.9, so CID's Building Permit Guide for Commercial Construction (rev. 3-29-2024: state application, signed-contract-based valuation, CID plan submittal checklist, CID-issued Certificate of Occupancy) describes the process for NON-certified jurisdictions like unincorporated Eddy County, not for Carlsbad.
