- New construction, additions, or alterations to a commercial structure within Town limits
- Town Planning and Zoning zoning/floodplain pre-review and sign-off required before submittal to CID
- Submit the CID Multi-Purpose Building Application with two complete sets of plans (minimum 1/4" = 1', at least 11"x17" paper) to pzdept@tobnm.gov
- Applicant must be validly licensed with the appropriate New Mexico contractor license classification for the work requested Contractor
- A single professional seal (architect or engineer) is required for projects up to $600,000 valuation and 50 occupant load; both an architect's and an engineer's seal are required above those thresholds, per the CID Building Permit Guide for Commercial Construction
- Commercial demolition/renovation involving asbestos-containing materials requires advance notice to the Air Pollution Control Bureau (1-800-224-7009) at least ten days before work

Inspection process

Foundation Inspection
After excavations for footings are complete and required reinforcing steel is in place.

Concrete Slab / Under-Floor Inspection
After in-slab or under-floor service equipment is in place, before concrete is placed or floor sheathing installed.

Frame Inspection
After roof, framing, fire blocking, and bracing are complete and rough electrical, plumbing, and heating are approved.

Weather-Resistive Barrier Inspection
After installation of the weather-resistive barrier, before it is covered.

Final Inspection
After finish grading and completion; final electrical, plumbing, and mechanical inspections must be conducted before the final general construction inspection. CID issues the Certificate of Occupancy after approval.

Tips
- All Fire Suppression System submittals must be separately reviewed and approved by the State Fire Marshal's Office (SFMO), per the CID Building Permit Guide for Commercial Construction.
- The 2018 New Mexico Commercial Energy Conservation Code compliance documentation (Table C407.5.1(1)) must be submitted when required.
- Budget for the Town's own zoning/floodplain sign-off (generally 2-3 days) plus CID's separate 5-10 working day processing window once the signed application reaches CID.
