Unincorporated Weber County building inspections

Applies to: Commercial Building Permit

1. 1

   Footing

   After excavations complete, forms set, reinforcing in place. Schedule at least 24 hours in advance.

2. 2

   Foundation

   When forms, reinforcing steel, structural straps, and imbeds are in place — before concrete pour.

3. 3

   Underslab

   Before fill or concrete — all in-slab or underslab service equipment, conduit, piping, and heating ducts in place.

4. 4

   Four-Way (Rough) / Flashing

   After framing, roof, fire blocking, exterior sheathing, flashing, and braced panels are in place and all pipes, vents, chimneys, rough plumbing, rough heating, and rough electrical are complete.

   Power to Panel (Permanent Electrical)

   After electrical service equipment and grounding are installed and four-way inspection is passed.

6. 6

   Final

   When building is complete and ready for occupancy. All site work including sidewalks, driveways, and grading must be complete.

Applies to: Basement Finish Permit

   Framing / Four-Way

   Wall framing, fire blocking, egress window openings, rough plumbing/electrical/mechanical complete — before insulation or drywall

2. 2

   Insulation

   After wall insulation installed, before drywall. REScheck must be on-site.

   Drywall Nailing (if fire-resistive construction)

   When drywall is nailed, prior to taping — required for fire-resistive assemblies

   Final

   All work complete — drywall, fixtures, smoke/CO detectors on every level and in/near every bedroom

Applies to: Deck Permit

   Footing excavation, forms, and reinforcing before concrete pour — verify footing depth below frost line

   Posts, beams, joists, ledger connection, and hardware inspected

   Final

   Decking, stairs, guards, and railings complete — 36-inch guard height required for decks 30 inches or more above grade

   Wiring installed before walls closed — completed as part of the Four-Way (Rough) inspection per the Weber County Required Inspections List

   Power to Panel

   Electrical service equipment and grounding installed; power clearance not given until four-way inspection passes

   Final

   All devices installed, GFCI/AFCI protection verified, panel labeled, building ready for occupancy

Applies to: EV Charger / EVSE Permit

1. 1

   Rough-In / Four-Way

   Wiring installed before walls closed — completed as part of the Four-Way (Rough) inspection per the Weber County Required Inspections List.

2. 2

   Power to Panel

   Electrical service equipment and grounding installed; power clearance not given until four-way inspection passes.

3. 3

   Final

   Charger installed and operational, GFCI/AFCI protection verified, panel labeled.

Applies to: Plumbing Permit

   Underslab / Underground

   Before fill or concrete — all underslab piping in place, air or water test required per Weber County Required Inspections List

2. 2

   Rough-In (Four-Way)

   After pipes installed, before walls closed — air or water test required for all piping

3. 3

   Final

   All fixtures connected, water flowing, no leaks, proper venting verified

Applies to: Commercial Tenant Improvement / Tenant Finish Permit

   Four-Way (Rough)

   Framing, fire blocking, rough plumbing, rough heating, and rough electrical for the TI/remodel scope, complete before insulation, drywall, or wall coverings.

   Final

   Completed TI/remodel work verified before occupancy sign-off.

Applies to: Demolition Permit

   Pre-Demolition

   Verify utility disconnects are complete and any required asbestos clearance is obtained before work begins. Per Weber County Code § 12-3-5, utilities must be disconnected before service can be terminated.

   Final / Site Clear

   Site cleared, foundation removed or capped per permit scope, site conditions verified

Applies to: Fire Alarm System Permit

   Rough-In / Progress Inspection

   One of the two inspections included in the permit fee; fire sprinkler and alarm final inspections are coordinated and scheduled together per Weber Fire District's Plan Reviews & Permits page.

   Final Inspection

   Second of the two inspections included in the permit fee.

Applies to: Fire Sprinkler System Permit

   Rough-In / Progress Inspection

   One of the two inspections included in the permit fee; fire sprinkler and alarm final inspections are coordinated and scheduled together per Weber Fire District's Plan Reviews & Permits page.

   Final Inspection

   Second of the two inspections included in the permit fee. All fire-system piping must be visible for a proper inspection.

Applies to: Mechanical / HVAC Permit

   Ductwork and gas piping installed, before walls closed — completed as part of the Four-Way inspection per the Weber County Required Inspections List

   Equipment operational, combustion air verified, gas pressure tested, thermostat functional

Applies to: Roofing Permit

   Roof Sheathing

   Required when roof framing and sheathing are complete, BEFORE roof is dried in. Failure to have this inspection may result in removal of roof coverings. Per Weber County Required Inspections List (Revised 1/7/21).

   Final

   Completed roof — verify ice and water shield, flashing, drip edge, nailing pattern, and ventilation

Applies to: Solar Panel Permit

   Rough Electrical

   Conduit runs, wire sizing, disconnect placement before energizing

2. 2

   Final

   Panel mounting, racking attachment, roof penetration sealing, and electrical connections verified

Final inspection only: Sign Permit (Land Use Permit), Water Heater Permit
