Permit types & fees
Residential Building Permit
Required for new residential construction, additions, structural alterations, and other work requiring plan review in Unincorporated Weber County, per Weber County Code Title 12 and the state-adopted International Building Code / International Residential Code.

Issued by Weber Fire District (a special service district separate from the Weber County Building Inspection Department) under its adopted current edition of NFPA 72 and the International Fire Code, tiered by building square footage.
Land Use Permit (Zoning / Change-of-Use Verification)
Weber County's Planning Division requires a Land Use Permit as a zoning-compliance verification step whenever a new business license is issued in unincorporated Weber County or Ogden Valley City — including when an existing building or tenant space is put to a new business use without any new construction. Per the Planning Division's own FAQ page: 'A Land Use Permit is a verification of zoning standards for building permit, business licenses etc. The Land Use Permit indicates zoning setback requirements and conditions that may be associated with the use.' Sign Permit (Land Use Permit)

- All permit applications must be submitted online at countyofweberut.portal.opengov.com (as of March 30, 2026). Existing applications may still be accessed at frontier.co.weber.ut.us.
- Allow 14 working days for plan review — plans are reviewed in the order received per the official inspection page.
- All inspections must be scheduled at least 24 hours in advance. Have the permit number, owner/contractor name, site address, inspection type, and contact phone ready when calling (801) 399-8770.
- A mandatory roof sheathing inspection is required BEFORE the roof is dried in — missing this can require removal of roof coverings.
- The 1% state surcharge applies to the building permit fee only (not to plan review fees) per § 12-3-8(1).
- Commencing work without a permit results in a double fee: the permit fee plus an additional equal penalty per § 12-3-8(6).
- Weber County Code § 12-3-1 adopts the specific code editions published by Utah Code Title 15A — this means the 2023 NEC (not 2020 NEC listed on the County's own page) is the in-force statewide edition.

The corpus drift-detector's 74%-not-found flag is a false alarm caused by the ordinance page being a JS-rendered SPA that plain-text extractors can't read at all. Only correction: the NEC-edition note above.
