    Footing

    After excavations complete, forms set, reinforcing in place. Distance from property lines verified. Survey may be required. Schedule at least 24 hours in advance.

    Foundation

    When forms, reinforcing steel, structural straps, and imbeds are in place — before concrete pour.

  3. 3

    Underslab

    Before fill or concrete — all in-slab or underslab service equipment, conduit, piping, and heating ducts in place. Air or water test required for all piping.

    Roof Sheathing

    When roof framing and sheathing are completed, BEFORE roof is dried in. Failure to have this inspection may result in removal of roof coverings.

    Four-Way (Rough) / Flashing

    After framing, roof, fire blocking, exterior sheathing, flashing, and braced panels are in place and all pipes, vents, chimneys, rough plumbing, rough heating, and rough electrical are complete. Must pass before installing insulation, drywall, or exterior wall coverings.

    Insulation

    After wall insulation installed and before any drywall. REScheck must be on-site.

  7. 7

    Drywall Nailing (Fire-Resistive Construction)

    When drywall is nailed, prior to taping — required for fire-resistive construction.

    Power to Panel (Permanent Electrical)

    After electrical service equipment and grounding are installed and four-way inspection is passed. Power clearance not given until four-way passes.

    Final

    When building is complete and ready for occupancy. All site work including sidewalks, driveways, and grading must be complete.

  • All permit applications must be submitted online through countyofweberut.portal.opengov.com. As of March 30, 2026, new applications are through OpenGov; existing applications remain accessible at frontier.co.weber.ut.us.
  • Allow 14 working days for plan review — plans are reviewed in the order received per the Weber County Building Inspection Department.
  • Schedule all inspections at least 24 hours in advance. Have the permit number, owner/contractor name, site address, inspection type, and contact phone number ready.
  • The building permit expires 180 days after issuance or 180 days after the last inspection. A progress inspection every 180 days keeps the permit active.
  • A 1% state surcharge applies to the building permit fee (excluding plan review fees) per Weber County Code § 12-3-8(1).
