Section 108.2 is the permit fee provision, so the fee schedule is Table 1-A of the 1997 Uniform Building Code - a model code superseded long ago. The same section keeps "grading fee schedules Table A-33-A and Table 33-B of the 1997 Uniform Building Code". THOSE TABLES WERE NOT OPENED FOR THIS ENTRY, so no amount is stated here. Ask the City of Kennewick which edition of Table 1-A it applies and whether any multiplier or update has been adopted since - the code's own adoption was last amended in 2013.

    Kennewick, Washington has adopted: KENNEWICK NAMES NO EDITION FOR EITHER CODE. KMC 15.08.010(1): "The International Building Code shall be adopted ... with appendix chapters C and J (WAC 51-50-003)". Subsection (2): "The International Residential Code shall be adopted, as amended by the State of Washington ... with appendix chapters G and K (WAC 51-50-003)." The reference is to the WAC chapter, not to a year.; BUT ONE 1997 CODE IS DELIBERATELY KEPT ALIVE INSIDE THAT ADOPTION. Both subsections except the permit fee provision: the IBC is adopted "(with the exception of Section 108.2 which Table 1-A shall be adopted from the 1997 Edition of the Uniform Building Code)" and the IRC "(with the exception of Section R108.2 which Table 1-A shall be adopted from the 1997 Edition of the Uniform Building Code)". Grading fees likewise come from "Table A-33-A and Table 33-B of the 1997 Uniform Building Code".; FOUR PROVISIONS ARE EXPRESSLY NOT ADOPTED: "Subsections 101.4.1 Electrical, 105.1.1 Annual Permits, 105.1.2 Annual Permit Records, 107.3 Temporary Power, not adopted" from the IBC, and "Subsection R107.3 Temporary Power, not adopted" from the IRC.     KMC 15.04.080 says a building permit "is in effect under this Title and Title 18 when a completed application has been submitted", with completeness judged by IBC Section 105.3 and IRC R105.3. Note the express limit: it "do[es] not limit or affect conditions imposed under Chapter 43.21C RCW" - the State Environmental Policy Act - so environmental conditions are not frozen. Other Washington cities word their vesting quite differently.
