Valuation is set by an external table: "For determining the value of a structure, the most current issue of the Building Safety Journal Magazine, which offers the square foot construction costs table as published by the International Code Council, is adopted by reference." And payment is a condition of issue: "No building permit shall be issued until all fees are paid. Unpaid fees will be collected up to the fullest extent allowed by law and may be assigned to collections and processed pursuant to Chapter 3.96 OHMC."
