    Not according to the vesting chapter. KCC 14.11.010 says vesting "shall only apply to land use regulations in effect on the land at the time a fully completed application has been submitted". That protects your zoning and land use rules. It does not, on its wording, freeze the building code - and Kent's building code adoption is the kind that takes state amendments as they come.
