Codes adopted
The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.
- THE 2021 INTERNATIONAL BUILDING CODE, NAMED, WITHOUT ITS ADMINISTRATIVE CHAPTER. RMC 4-5-050(A)(1): "The 2021 Edition of the International Building Code (IBC), as adopted and amended by the State Building Code Council in chapter 51-50 WAC, as published by the International Code Council, excluding Chapter 1, Administration, is adopted by reference, together with the following amendments and additions."
- SOMETHING REPLACES THAT MISSING CHAPTER 1, AND IT IS NOT THE MODEL CODE. RMC 4-5-050 provides that the "Construction Administrative Code, as set forth in RMC 4-5-060, shall apply in place of IBC Chapter 1, Administration." RMC 4-5-060 was NOT read for this entry.
- THE 2021 WASHINGTON STATE ENERGY CODE. RMC 4-5-051(A) adopts "The 2021 Washington State Energy Code (WSEC), Commercial Provisions and Residential Provisions, as adopted by the State Building Code Council in chapters 51-11C and 51-11R WAC ... with the following additions, deletions and exceptions", excluding a list of administration sections.
- RCW 19.27 - the Washington State Building Code applies statewide.

Tips & gotchas
- RENTON'S CODES CAN CHANGE WITHOUT AN ORDINANCE - amendments filed with the City Clerk become part of the code by themselves. The authoritative text may be on file rather than online.
- That is different from the other rolling cities here, which roll on a STATE action you can look up in the WAC.
- The 2021 IBC applies, but WITHOUT its Chapter 1 - Renton's own Construction Administrative Code at RMC 4-5-060 replaces it.
- Design roof snow load is 25 psf, and the rain-on-snow surcharge of at least 5 psf on roofs under five degrees is MANDATORY.
- Drift and sliding snow are left to the engineer's judgement - that is a decision, not an exemption.
- Most of IBC Section 1608 is not adopted, so do not reason from its unamended text.
- Fees are in RMC 4-1 and permit processes in RMC 4-8 and 4-9 - the building chapter tells you so itself.
- Building law lives inside Title IV Development Regulations; there is no separate buildings title.
