Most permanent signs do. Chapter 18.110 (Sign Regulations) requires a permit for newly constructed signs, in-ground flagpoles, and repairs/renovations that change a sign's height, area, or location. A number of lower-impact sign types -- signs under 7 square feet, vehicle signs, window signs, certain temporary signs, seasonal decorations, and simple name/wording face changes -- do not require a permit.

The Town's Sign Regulations chapter (§ 18.110.080D) does not set its own fee -- it charges 'in accordance with the schedule adopted by council.'
