When you need this permit
- Building permit required before commencing any construction, enlargement, alteration, repair, demolition, or change of occupancy on property within Huachuca City, unless specifically exempted (Municipal Code § 15.60.010A)
- Applications for building permits must be made on forms provided by the Town; any required site plan review under Chapter 18.25 must be completed prior to building permit issuance (§ 15.60.010B)
- Plans must comply with the 2018 IRC and Town amendments, including Climatic and Geographic Design Criteria (115 mph wind, Exposure C; Seismic Design Category B; 18-20°F winter design temperature; very heavy termite potential; 0-inch frost line depth)
- Fire sprinklers are NOT required for one- and two-family dwellings (IRC § R309.5 and § R313 deleted by Town amendment)
- All accessory structures with a poured foundation require a concrete-encased electrode; service disconnecting means must be surface-mounted outside the structure, rated not less than 200 amperes 3-wire; aluminum conductors are prohibited Town-wide
- Building permits are valid for 180 days (renewable once for an additional 180 days at no charge); the entire project must be completed within one year of issuance or a new permit is required (§ 15.60.010C)
- Must conform to the Huachuca City zoning ordinance in addition to the adopted building code (§ 15.05.030)

NOT independently confirmed as formally adopted — no adopting resolution or post-effective-date fee schedule was locatable. Codified backstop: Municipal Code § 15.65.020 separately adopts ICC Building Valuation Data (Feb. 2009, 2006 IBC/IRC cycle) as an 'alternate' minimum-valuation floor-check, not the Town's actual current dollar chart. - Huachuca City is a small town (~1,624 population per U.S. Census) near Fort Huachuca, but it runs its OWN independent Building, Zoning & Floodplain Department and does NOT defer building permitting to Cochise County — verify this assumption before assuming county jurisdiction for any permit in this town.
- The Town publishes no permit-specific plan review turnaround time (a stated number of business or calendar days) for residential building permits — not on its official website, not in its codified Municipal Code (Title 15), and not in any located Town Council resolution or notice — despite Arizona's A.R.S. § 9-835 requiring municipalities to post licensing (permit) time frames on their website. A.R.S. § 9-835 itself does not supply a default or fallback numeric time frame if a municipality has not published its own; it only requires the municipality to establish and post one. The Town's Building/Zoning/Floodplain page is directory-only and carries no timeline, and its Forms & Applications page currently reads 'temporarily unavailable.' - The Town's codebase for permit fees is unusually 'meta' — the adopted ICC codes (IBC § 109.2, IRC § R108.2) explicitly do NOT contain a Town dollar-figure fee table; they're amended to say fees 'shall reflect the fee schedule established by the Town.'
