Published scheduling rules

  • For brick-and-mortar businesses, a Building Safety Inspection must be requested and paid for through the Permit & License Portal after the business license application is submitted; the COO is issued jointly with the business license once the inspection passes (Certificate of Occupancy (Change of Use / New Tenant Occupancy))

Inspection sequence

Applies to: Residential Building Permit (New Single-Family Construction)

    Site/erosion-control verification before grading or foundation work begins

    Foundation/Footing

    Before concrete pour; footings must bear on undisturbed natural soil or engineered fill

  3. 3

    Framing

    Structural framing, holddowns, and connections per approved plans and IRC amendments

  4. 4

    Final / Certificate of Occupancy

    All work complete per approved plans, including fire sprinkler system final; Certificate of Occupancy issued ($25 fee for R-3 single-family)

Applies to: Plumbing Permit

    Before concrete pour — verify pipe slope, materials, cleanouts, and 12-inch minimum sewer depth

    Rough-In

    After pipes installed, before walls closed

    Fixtures, water heater, and gas connections verified, no leaks

    Sprinkler piping, standpipes, or alarm wiring verified before concealment, consistent with Rural Metro Fire's approved plans

  2. 2

    Final / Fire Sprinkler & Alarm Acceptance

    System tested and verified operational per the approved plans; required before a Certificate of Occupancy is issued for new construction with a mandatory sprinkler system

Applies to: Grading Permit

    Pre-Construction / Erosion Control

    Verifies the 6-foot chain-link construction fence is installed at the disturbed-area boundary before excavation begins

  2. 2

    Final Grading

    Verifies as-built grading and drainage match the approved plan, with finished floor elevation confirmed above the 100-year storm elevation

    Ductwork and equipment placement before walls closed
