Applies to: Accessory Dwelling Unit (ADU) Permit

   Foundation inspection

   Footings completed with steel reinforcement in place before concrete is placed.

2. 2

   Framing inspection

   All walls, fire blocking, electrical, plumbing and mechanical rough-in completed before work is covered.

3. 3

   Final inspection / Certificate of Occupancy

   All work complete per approved plans; Certificate of Occupancy issued when all inspections pass.

Applies to: Commercial / Multi-Family Building Permit

   Foundation inspection

   When excavation for footings is complete with reinforcement in place, before concrete is placed.

   Framing / rough trades

   Walls, fire blocking, and all rough electrical, plumbing and mechanical inspected before work is covered.

3. 3

   Final / Certificate of Occupancy

   All work complete per approved plans; Certificate of Occupancy issued when all inspections pass.

Applies to: Fire Sprinkler & Fire Alarm Permit

   Rough inspection

   Sprinkler piping and fire alarm wiring may not be concealed until after the rough inspection has passed (City of Scottsdale Five or Less Fire Sprinkler Declaration item 7; Five or Less Fire Alarm Declaration item 6).

   Fire inspection — code 036

   Performed by Fire Inspections on commercial, multi-family and single-family residential structures to assure compliance with the Fire Code, city-approved fire plans and the amending ordinance; on single-family homes an approved tag is left in the electric panel after the fire inspection is approved. Required, with the 013 off-site and 032 on-site inspections, before a Temporary Certificate of Occupancy can be requested. Schedule through Scottsdale Fire Department, 480-312-1855.

   Backflow preventer inspection — code 037

   Required on commercial or multi-family projects; two inspections are required — first to check size, type and location against city-approved plans and the installation against the city-approved detail, second to check testing and certification by an approved testing agency — both before issuance of either a Temporary or Final Certificate of Occupancy.

   Certificate of Occupancy inspection

   A Certificate of Occupancy is issued when all required inspections have been performed and no violations of the codes and ordinances enforced by the City of Scottsdale are found. Where no construction is involved, the Miscellaneous fee schedule prices a 'Certificate of Occupancy (visual inspection only)' at $195, indicating a visual-inspection-only path.

   Temporary Certificate of Occupancy sequence (013 / 032 / 036 / 037, then 025)

   Where occupancy is needed before the entire work is complete: 013 TCO Off-Site (Public Works), 032 TCO On-Site (Building Inspections, 480-312-5750), 036 TCO Fire (Scottsdale Fire Department, 480-312-1855) and, on commercial or multi-family, 037 Backflow Preventer must all be approved before the 025 Temporary Certificate of Occupancy inspection can be scheduled.

Applies to: Mechanical / HVAC Permit

   Framing inspection (rough mechanical)

   All mechanical rough-in work must be inspected before it is covered — inspected at the framing/rough-in stage for projects with full plan review.

   Final inspection

   When HVAC equipment and all mechanical fixtures are in place.

Applies to: Plumbing Permit

   Under-slab or under-floor inspection (if applicable)

   When under-slab or under-floor plumbing is installed, including the subfloor — required before concrete or flooring covers the work.

   Final inspection

   When plumbing work is complete and all fixtures are in place.

Applies to: Swimming Pool / Spa Permit

   Under-slab / structural

   Pool shell, bonding/grounding, and plumbing inspected before deck per the 2021 ISPSC.

2. 2

   Final inspection / Certificate of Occupancy

   Final inspection when all work is complete and pool is ready for occupancy. A Certificate of Occupancy is issued when all required inspections pass.

Final inspection only: Demolition Permit, Electrical Permit, EV Charger / EVSE Permit (Electrical Minimum Permit), Fence / Wall Permit, Residential Solar PV Permit, Sign Permit, Water Heater Permit
