Not published. Neither the Community Development / Building & Safety Department pages nor any permit application or guideline document states office hours. Only the Township's general phone (928-697-8451) and fax (928-697-8461) are published — call to confirm hours rather than assuming standard business hours.

Published scheduling rules

  • Provide at least 24 hours' notice for all inspection requests (unless the Building Official determines an emergency situation warrants immediate inspection); inspections may be requested via phone (928-697-8451) or email (ptso@kayentatownship.net) (Final Inspection and Certificate of Occupancy (Commercial))
  • Ensure the inspection card copy of the building permit and approved plans are posted on the job-site for all scheduled inspections (Final Inspection and Certificate of Occupancy (Commercial))
  • Off-Site Construction Engineering: hold a pre-construction meeting with the off-site inspector; schedule inspections with a minimum 24 hours' notice (after-hours inspections may incur additional charges); comply with the Right-of-Way permit for traffic control; provide certified mylar as-built drawings for completed off-site improvements before acceptance; install off-site ADA ramps and signage (Final Inspection and Certificate of Occupancy (Commercial))

Inspection sequence

Applies to: Final Inspection and Certificate of Occupancy (Commercial)

  1. 1

    Building & Safety final walk-through

Confirms all scope-of-work items, details, and specifications in the construction documents are complete.

  2. 2

    Fire Prevention inspection

Confirms fire protection systems and required signage are installed and operating per approved plans.

  3. 3

    On-Site Engineering inspection

Confirms grading, paving, water/sewer, drywell cover removal, as-builts, and ADA ramps/signage.

  4. 4

    Off-Site Construction Engineering inspection

Confirms off-site improvements (asphalt, concrete, water mains, sewer lines) via certified mylar as-builts, plus ADA ramps/signage.

  5. 5

    Utilities inspection

Confirms water/sewer connection testing and cross-connection device installation by the appropriate utility company.

  6. 6

Sanitation, Planning, and Landscape Architecture inspections

Confirm refuse enclosures, approved materials/colors, parking/signage/lighting completion, and landscape/irrigation/grading completion per approved plans.

Applies to: Commercial Building Permit

  1. 1

Plan review (Building Official / Plans Examiner)

Plans and application are reviewed for completeness and code compliance; a Plan Check Number tracks the submittal through review.

  2. 2

    Field inspections during construction

At least 24 hours' notice required for inspection requests (except emergencies); inspection card and approved plans must be posted on-site for all scheduled inspections. Off-site construction engineering inspections (grading, paving, utilities) follow the off-site inspector's own procedures with the same 24-hour minimum notice; after-hours inspections may incur additional charges.

  3. 3

Final inspection and Certificate of Occupancy walk-through

Multi-department final walk-through covering Building & Safety, fire prevention, on-site and off-site engineering, utilities, sanitation, planning, and landscape architecture requirements before a Certificate of Occupancy (or Temporary Certificate of Occupancy) is issued. See the dedicated final-inspection-certificate-of-occupancy permit type for full detail.

Applies to: Fire Sprinkler / Fire Alarm Permit (Specialty-Fire)

  1. 1

Building Official / Permit Tech. application review

The Building Official or an authorized Permit Tech. confers with the applicant on the contents of the application and the scope of work to determine eligibility for expedited over-the-counter issuance versus requiring plans. Where systems or equipment are being relocated or reconfigured rather than replaced or repaired in place, it is at the Building Official's discretion to require plans with the application.

  2. 2

Fire sprinkler and fire alarm plan review (commercial projects)

For fire protection forming part of a commercial project, the sealed fire sprinkler design, water flow test results, fire alarm plans and fire access/signage plans are reviewed against the Application for Commercial Building Permit plan-review requirements. Water flow test results must be approved prior to building submittal.

  3. 3

    Field inspection

Standard field inspection of the completed work by the Kayenta Township building inspector, for which the applicant grants entry permission on the application. The commercial fire alarm requirements note that manual pull stations are not expected and are addressed at Fire Alarm Control Panel (FACP) testing.

Applies to: Residential Building Permit

  1. 1

Building Official / Plan Reviewer plan review

Plans are reviewed against the adopted codes; incomplete or illegible applications are set aside pending applicant contact.

  2. 2

    Field inspections during construction

Building code inspections are required as work progresses; the inspection card copy of the permit must be posted on the job-site along with approved plans for all scheduled inspections. At least 24 hours' notice is required for inspection requests unless the Building Official determines an emergency warrants immediate inspection.

  3. 3

    Final inspection

Final inspection confirms completion of all scope-of-work items per approved plans before project close-out; formal Certificate of Occupancy guidelines are published specifically for commercial projects (see final-inspection-certificate-of-occupancy permit type), though final inspection itself also applies to residential projects per the general Building & Safety Department inspection process.

Applies to: Annual Permit (Registration)

  1. 1

    Application review

Decisions on Annual Permit registration applications are made within 10 days of proper submittal, per the application's own published process. Upon approval, the registration fee must be paid for the program to take effect.

  2. 2

Ongoing plan review / inspection (in lieu of individual permits)

Registrants may also receive plan review and inspections as included in the registration fee; work is otherwise self-directed by the professional engineer/architect of record via monthly progress reports rather than per-alteration Building Department field inspections.

Applies to: Electric Vehicle (EV) Charger / EVSE Permit

  1. 1

Building Official / Permit Tech. review

The Building Official or an authorized Permit Tech. confers with the applicant on the scope of work (existing vs. new/upgraded service) to determine eligibility for expedited (over-the-counter) issuance versus requiring full plans.

  2. 2

    Field inspection

Standard field inspection of the completed circuit and electrical interconnection (24 hours' notice required per the Building & Safety Department's general inspection procedures).

Applies to: Sign Permit

  1. 1

    Building Official application review

The Building Official reviews the sign permit application and issues the sign permit if the application meets the requirements of the Zoning Ordinance (Section 63.3). The decision of the Building Official is final unless an appeal is taken to the Kayenta Township Commission (Section 63.4).

  2. 2

Conformance verification against the approved permit

Signs which are not constructed in conformance with the permit application and the approved drawings and diagrams are deemed not to have been issued a valid sign permit (Section 63.5). No separate numbered field-inspection sequence is published for sign permits.

Applies to: Solar Photovoltaic (PV) / Renewable Energy Permit

  1. 1

Building Official / Permit Tech. review

The Building Official or an authorized Permit Tech. confers with the applicant on the scope of work to determine eligibility for expedited (over-the-counter) issuance versus requiring full plans, including roof load calculations for rooftop systems.

  2. 2

    Field inspection

Standard field inspection of the completed racking attachment and electrical interconnection (24 hours' notice required per the Building & Safety Department's general inspection procedures).

Applies to: Trade Permit (Over-the-Counter Permit)

  1. 1

Building Official / Permit Tech. review

The Building Official or an authorized Permit Tech. confers with the applicant on the scope of work to determine eligibility for expedited (over-the-counter) issuance versus requiring plans.

  2. 2

    Field inspection

Standard field inspection of the completed trade work applies as with other permit types (24 hours' notice required per the Building & Safety Department's general inspection procedures).

The form states the calculation as (estimated project valuation) x (1%), and directs that construction valuation is the total cost of construction work including contractor's overhead and profit, expressly including 'fire alarm and fire extinguishing systems' — which is why this fee is recorded for fire sprinkler and fire alarm work. The fee is due and payable in advance of the commencement date of construction; the legal incidence is on the construction contractor, but the owner is responsible for collecting it from the contractor and remitting it. The Building Official, in his sole discretion, will not permit construction to begin or proceed until the fee is paid. Payment is remitted to the Kayenta Township Finance Department, P.O. Box 1490, Kayenta, AZ 86033. The Construction Permit Form cites Resolution KTCAU-67-11 for Chapter 11 Section 11-5; the separately published Chapter 11 ordinance PDF carries the same Section 11-5 text under Resolution KTCD-28-13 (Dec. 9, 2013). No separate flat fire-permit, fire plan-review or fire-inspection fee is published by the Township.
