Inspection process

  1. 1

Plan review (Building Official / Plans Examiner)

Plans and application are reviewed for completeness and code compliance; a Plan Check Number tracks the submittal through review.

  2. 2

    Field inspections during construction

At least 24 hours' notice required for inspection requests (except emergencies); inspection card and approved plans must be posted on-site for all scheduled inspections. Off-site construction engineering inspections (grading, paving, utilities) follow the off-site inspector's own procedures with the same 24-hour minimum notice; after-hours inspections may incur additional charges.

  3. 3

Final inspection and Certificate of Occupancy walk-through

Multi-department final walk-through covering Building & Safety, fire prevention, on-site and off-site engineering, utilities, sanitation, planning, and landscape architecture requirements before a Certificate of Occupancy (or Temporary Certificate of Occupancy) is issued. See the dedicated final-inspection-certificate-of-occupancy permit type for full detail.

Tips

  • Demolition of commercial structures uses the same Commercial Building Permit Application — there is no separate standalone demolition permit type for commercial projects (though a distinct 'Commercial Demo Permit Application' form is also separately published; applicants should confirm with the department which form is currently preferred).
  • Service utilities (electric, water, sewer) for commercial projects are approved under Navajo Tribal Utility Authority (NTUA) standards — this is a distinct utility-approval framework from Arizona off-reservation utility providers.
  • All elements of construction requiring special inspection per IBC Chapter 17 must be identified on structural plans at submittal.
  • A Certificate of Occupancy will not be issued until Building & Safety, fire prevention, on-site engineering, off-site engineering, utilities, sanitation, planning, and landscape architecture requirements have all been separately inspected and accepted — budget time to coordinate across all of these review disciplines, not just the Building Official.
