When you need this permit
- Building permit required for a new commercial building, a new commercial shell building, new multi-family construction of 3 or more units, or an addition to an existing commercial building
- All applications must be submitted electronically through the MyGovernmentOnline (MGO) system; a public kiosk with a USB-drive workflow is available at 300 E. Superstition Blvd. Building D for applicants needing accommodation
- Construction Plans (combined into a single PDF, ARCH 'C' 18x24, ARCH 'D' 24x36, or ARCH 'E' 36x48 format, natively CAD-generated and flattened to a single layer) must include a title sheet, scaled site plan, floor plans, exterior elevations, building cross sections, roof plan, roof/truss framing, structural plans, detail sheets, mechanical/plumbing/electrical plans, and building energy-efficiency compliance information
- The guide's own title-sheet requirement lists applicable codes as: 2018 IBC, 2015 IFC, 2010 ADA, 2018 IMC, 2018 IPC, 2018 IFGC, 2018 IECC, and 2017 NEC — note this guide text cites '2015 IFC' while the City's separately published 'Currently Adopted Building Codes' notice states the 2018 IFC is currently adopted; this discrepancy between the two City-published documents is reported here rather than silently resolved
- Soils report (by a geotechnical firm), truss manufacturer engineering/layout (required at submittal for truss roof systems), and structural calculations (by a registered design professional) are required as additional documentation unless a DBS staff member excludes them in writing
- Acknowledgement Form is required for all applications
- Construction hours are limited to 5:00 a.m.-6:30 p.m. Monday-Friday (April 15-Oct 15) and 6:00 a.m.-6:00 p.m. Monday-Friday (Oct 16-April 14); 7:00 a.m.-5:00 p.m. on weekends/City holidays year-round, and this restriction must be stated on the plan title sheet
- A permit application expires 120 days after the date of last city-initiated contact/plan review/request for information (longer than the 90-day residential expiration); an issued commercial building permit expires if an inspection is not passed within every 180 days of issuance (longer than the 120-day residential interval)
- Payment of fees is due within 2 business days of city acceptance of the application, or the application is rejected

- Per the City's New/Addition Commercial Construction Building Application Guide (rev. 6/15/2020), allow a minimum of 3 to 4 weeks (15-20 business days) for the first plan-check and 1 to 2 weeks (5-10 business days) for all subsequent reviews — the same timeline language published for residential review.
