Kayenta Township permits fire sprinkler, fire pump and fire alarm work through its Building & Safety Department under the 'Specialty - Fire' category of the Application for Trade Permit, which also covers commercial kitchen hood systems and fuel tanks. The Trade Permit instructions state that this separate category of permit application 'is necessary to keep the permits separate from larger projects with complete plan submittals.' Where fire protection is part of a larger commercial project, the fire sprinkler and fire alarm plans are instead submitted with the Application for Commercial Building Permit and reviewed against that application's fire-protection plan-review requirements. The Township has adopted the 2018 International Fire Code.

When you need this permit
- A permit is required to erect, install, enlarge, alter, repair, remove, convert or replace any system regulated by the Kayenta Township adopted codes, which include the 2018 International Fire Code; applicants must apply before any work begins (Adopted Building Codes & Amendments, KTC Resolution No. KTCJN-29-2026, effective July 1, 2026)
- For replacement or addition of fire alarms, fire sprinklers, fire pumps, commercial kitchen hood systems or fuel tanks, complete the 'Specialty - Fire' section of the Application for Trade Permit, marking Fire Alarm, Fire Pump and Fire Sprinkler yes/no as applicable
- For fuel tanks, state the number of tanks and tank size in gallons; for refrigeration, state btu/ton; for commercial kitchen hood systems, state the kitchen fuel type (electrical or gas)
- Mark the Type of Work as Commercial or Residential and state the description of work, property address, business name, applicant/agent contact details and project valuation
- Provide Contractor Information including the discipline of the contractor doing the work, company, address, Registrar of Contractors license number, classification and expiration date Contractor
- Sign and date the application certifying that all information is correct, that the work will comply with the adopted building codes and all applicable laws, ordinances and regulations, and granting the building inspector permission to enter the property for inspection
- For fire protection within a commercial project: submit fire sprinkler plans at 1/4 inch = 1 foot scale, with the results of a water flow test sealed by an Arizona registered design professional (Fire Protection Engineer, Professional Engineer, NICET III or NICET IV); water flow test results must be approved prior to building submittal
- Commercial fire sprinkler design must include use, hazard and commodity classifications; identification of special hazards including hazardous materials or operations and high-piled storage and quantities; building sections indicating ceiling construction and protection of concealed spaces; outside hose demand and recent flow test information per NFPA 25; labelled riser room access; riser details including vertical double check valves and assemblies; and complete hydraulic calculations for hydraulically designed systems
- Commercial fire alarm plans must be sealed by a Fire Protection Engineer, Professional Engineer, NICET III or NICET IV and must indicate fire alarm equipment and device locations, full system information for a Class 'A' addressable system, manufacturers' cut sheet information, battery calculations and voltage drop, and single line drawings for a complete fully automatic fire alarm system
- Fire access and signage plans must show cross streets and intersections, emergency vehicle sign locations, access roads a minimum of 20 feet wide with 14 feet of vertical clearance, two points of access (three where building height exceeds 30 feet), turning radii with a 45 foot 0 inch minimum outside radius and 19 feet 6 inch maximum inside radius, and at least one approved fire hydrant capable of supplying the required fire flow within 400 feet travel distance of all combustibles

Inspection process

Building Official / Permit Tech. application review
The Building Official or an authorized Permit Tech. confers with the applicant on the contents of the application and the scope of work to determine eligibility for expedited over-the-counter issuance versus requiring plans. Where systems or equipment are being relocated or reconfigured rather than replaced or repaired in place, it is at the Building Official's discretion to require plans with the application.

Fire sprinkler and fire alarm plan review (commercial projects)
For fire protection forming part of a commercial project, the sealed fire sprinkler design, water flow test results, fire alarm plans and fire access/signage plans are reviewed against the Application for Commercial Building Permit plan-review requirements. Water flow test results must be approved prior to building submittal.

Field inspection
Standard field inspection of the completed work by the Kayenta Township building inspector, for which the applicant grants entry permission on the application. The commercial fire alarm requirements note that manual pull stations are not expected and are addressed at Fire Alarm Control Panel (FACP) testing.

- The Kayenta Fire Department (Fire Chief Ronald Singer, 928-697-3350) does not publish any permit, fee or fire-code information on its Township web page — fire sprinkler and fire alarm permitting runs through the Building & Safety Department at 928-697-8451, not through the Fire Department.
- The Township adopted the 2018 International Fire Code effective July 1, 2026 via KTC Resolution No. KTCJN-29-2026. The Township's still-published 2013 codified building-code ordinance (Chapter 11, Section 11-3) and some older plan-review documents still cite the 2006 I-Code family — confirm with the Building & Safety Department which edition governs a specific project given the code-cycle transition.
- Construction Permit Fee payments over the threshold printed on the Construction Permit Form must be wire transferred; notify the Finance Department for ACH information rather than mailing a check.
