Building department

Address
Garden Grove City Hall, 11222 Acacia Parkway, Garden Grove, CA 92840
Phone
(714) 741-5307 (permit counter); (714) 741-5000 (City Hall)
Office hours
City Hall is published as "Monday thru Thursday 7:30am - 5:30pm" and "Alternating Fridays 7:30am - 5:00pm". THE BUILDING COUNTER STOPS TAKING WORK BEFORE THAT: "All plan checks and permit issuance will be accepted until 4:00 pm Monday through Friday" - ninety minutes before City Hall closes on a Monday to Thursday. The city also posted a specific dated closure, "Closed - Friday 9/25", and links a "Friday & Holiday Closure Schedule" calendar, which is the durable source for which Fridays are open.

Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

  • 2025 California Building Standards Code (Cal. Code Regs., Title 24) - published July 1, 2025 by the California Building Standards Commission, effective January 1, 2026. Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."
  • THE CITY'S OWN ADOPTING ORDINANCE WAS NOT READ FOR THIS RECORD, so no Garden Grove ordinance number or local effective date is asserted here.

Permit types & fees

Garden Grove's permit history isn't searchable here yet

This page covers what the permit requires. What we don't have for Garden Grove yet is the record of permits actually issued — the history you'd search by street address. That is a gap in our coverage, not a statement about any particular property.

Your email, and the place — never an address. We only use it to tell you when Garden Grove lands. Privacy.

Tips & gotchas

  • THE 4:00 PM CUT-OFF IS THE REAL DEADLINE AND IT IS NINETY MINUTES BEFORE THE DOORS SHUT. "All plan checks and permit issuance will be accepted until 4:00 pm Monday through Friday", while City Hall is open "Monday thru Thursday 7:30am - 5:30pm". Arriving at 4:30 gets you into a building that will not take your submission.
  • THIS IS THE THIRD SHAPE OF THE SAME TRAP IN THIS CORPUS, and the three are not interchangeable. Garden Grove stops ACCEPTING at 4:00 pm; Fontana warns you must "get in by 5:00 p.m. in order to get to the cashier by 6:00 p.m."; San Francisco closes its "Plan Review and Print Center queues" at 4:30pm while the office runs to 5:00. Same lesson, three different times and three different mechanisms.
  • FRIDAYS ALTERNATE, AND THE CITY PUBLISHES A CALENDAR RATHER THAN A RULE: "Alternating Fridays 7:30am - 5:00pm", plus a linked "Friday & Holiday Closure Schedule". Unlike Stockton, which names its pattern, Garden Grove expects you to look it up.
  • A DATED CLOSURE WAS POSTED WHEN THIS RECORD WAS WRITTEN AND IT WILL EXPIRE: the page read on 2026-09-19 carried "Closed - Friday 9/25". That is a single date, not a standing rule, and it is recorded here as a dated observation rather than as the schedule. The calendar is the durable source; this line will be wrong soon after it passes.
  • CONSTRUCTION HOURS ARE PUBLISHED AND SUNDAYS ARE OUT ENTIRELY: "7:00 a.m. and 7:00 p.m. Monday through Friday 9:00 a.m. and 6:00 p.m. on Saturdays. No construction or repair work shall be permitted on Sundays or federal holidays." The Saturday window is narrower at both ends than the weekday one.
  • THERE ARE TWO NUMBERS AND THE GENERAL ONE IS NOT THE COUNTER: the permit counter is (714) 741-5307, while (714) 741-5000 reaches City Hall.
  • NO FEE SCHEDULE OR PLAN-CHECK TURNAROUND IS RECORDED HERE because neither was published on the pages read. The division links a Policies and Bulletins list that was not opened for this record, so nothing is taken from it at second hand.
