Codes adopted

- ORANGE RATIONS INSPECTION SLOTS RATHER THAN SETTING A DEADLINE, AND THAT IS A DIFFERENT FAILURE MODE FROM EVERY OTHER CITY IN THIS CORPUS. Booking opens at 8:00 am for up to three business days ahead "based on availability", with only available dates highlighted, an alert if the day you want is full, and - the part that matters - "If no dates are available, please try again the next business day at 8:00 am." Elsewhere you miss a cut-off and slip a day; here the queue itself can be empty and there is nothing to slip into.
- THE CITY SAYS WHY THE POOL VARIES: "Inspection availability depends on staffing levels and may vary." That is unusually candid - most records in this corpus publish a process as though capacity were unlimited.
- A DIGITAL SIGNATURE MUST BE CREATED IN THE PORTAL PROFILE BEFORE APPLYING: "create an account and signature under the 'My Profile' tab once logged in." It is a two-part setup where most cities have one, and the second part is invisible until you try to submit.
- ROUGH TRADES MUST BE APPROVED BEFORE FRAMING IS INSPECTED, NOT MERELY FINISHED: "The electrical, plumbing and heating systems must be installed and approved prior to framing inspection." A failed rough inspection therefore blocks framing, which blocks everything after it.

- THE COUNTER OUTLASTS THE TILL BY HALF AN HOUR: open "8:00 a.m. - 5:00 p.m. daily" but "In-person fee payment will be accepted until 4:30 p.m." Salinas has the same shape with a 4:00 pm payment cut-off against a 5:00 pm close - worth checking which deadline your trip is actually against.
- THERE IS NO PUBLISHED EMAIL AT ALL. The department's own instruction is "To contact staff, please submit a contact form." With applications portal-only and inspections portal-only, the routes are the portal, the form, or the phone on (714) 744-7200.
- SOLAR INSPECTIONS REQUIRE THE CONTRACTOR ON SITE AND THREE SEPARATE DOCUMENTS - the submitted plans, the uploaded plans with the express checklist, and the electrical single line diagram. And if the work drifted from the permit, the fix is documentary and must happen first: "If the installation or onsite conditions differ from what was submitted and permitted, revise your drawings, and upload them to the portal prior to the next scheduled inspection."
- BATTERIES INSIDE A STRUCTURE PULL IN THE FIRE DEPARTMENT: if energy storage is installed within a structure, Fire Department inspection and approval is required in addition to the building inspection. That is a second agency on the critical path for a job many treat as a single electrical permit.
- THE INSPECTIONS PAGE LIVES UNDER A DIFFERENT DEPARTMENT PATH THAN THE REST OF BUILDING AND SAFETY - it sits beneath Public Works' Engineering Division rather than Community Development, even though it is linked from the Community Development page.
