So the counter advertises 8 to 4 and stops accepting people at 11:45 and 3:30 - fifteen minutes before lunch and THIRTY minutes before closing. The two margins are not the same length, which is easy to misremember as a single rule.

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

MISSION VIEJO DOES NOT STATE WHICH EDITION IS CURRENTLY IN FORCE. Two reads of the page under different framings agree: it names no current edition and gives no effective date for one. What it says about adoption is a mechanism rather than a year - "The City Council adopts by reference model codes which have been amended by the state for use in California."
THE ONLY CODE DOCUMENT ON THE PAGE IS LABELLED 2022 AND IS SERVED AS AN ARCHIVAL FILE. The link reads "Building Codes 2022" and resolves through an /archival-document route to a PDF stored under a 2022-11 path. The city itself classes it as archival; it is not presented as the operative code.
SO A READER ARRIVING HERE IN 2026 CAN EASILY CONCLUDE 2022 GOVERNS, AND IT DOES NOT. Health and Safety Code 18938(b) provides that building standards in the California Building Standards Code apply to all occupancies throughout the state, and the 2025 edition took effect statewide on 1 January 2026. The state floor moved whether or not this page did.
WHAT THIS RECORD THEREFORE ASSERTS IS NARROW: the state 2025 suite applies by operation of Health and Safety Code 18938, and Mission Viejo's own page does not confirm it. The city should be asked directly rather than inferred from a link label - a document title is not an adoption.
THE FEE SCHEDULE CARRIES ITS OWN DATE AND IT IS OLDER STILL: "Building Division Fee Schedule Effective April 1, 2023". That date is stated rather than implied, which makes it the more trustworthy of the two dates on the page even though it is the earlier one.

The misreading available here comes from the link label sitting on a live page, not from the city claiming anything false.
THE FEE SCHEDULE IS THE MORE TRUSTWORTHY DATE ON THE PAGE EVEN THOUGH IT IS OLDER. "Building Division Fee Schedule Effective April 1, 2023" states its effective date explicitly; the code reference states only a year in a title. A stated effective date and a year in a filename are different kinds of evidence.
THE COUNTER STOPS ADMITTING PEOPLE BY TWO DIFFERENT MARGINS AND THAT IS THE TRAP. Against "Monday through Friday 8 am - 4 pm" and a noon-to-one closure, the last sign-in is 11:45 am - fifteen minutes early - and 3:30 pm - thirty minutes early. Remembering it as one rule gets the afternoon wrong.
THE INSPECTION CUT-OFF IS LATER THAN THE COUNTER CUT-OFF. Portal inspection requests close at 4:00 PM; the counter stops admitting at 3:30 PM. Different channels, different deadlines, and the later one is not a way into the earlier one.
MISSION VIEJO COMMITS TO NEXT-BUSINESS-DAY INSPECTIONS, WHICH IS A STATEMENT ABOUT ITS OWN PERFORMANCE: "Inspections are conducted next business day and must be submitted before 4:00 PM the day before your desired date of inspection." The sentence binds the city and not only the applicant: it promises the inspection happens the next business day, rather than merely setting a deadline for asking.
BUT NOTHING IS PUBLISHED ABOUT PLAN CHECK, AND THE INSPECTION NUMBER MUST NOT BE BORROWED FOR IT. Three reads of the page produced no plan review figure of any kind. A fast inspection commitment says nothing about how long a plan sits in review.
EVERY PUBLISHED EMAIL ADDRESS AND THE PERMIT PORTAL ARE ON cityofmissionviejo.org WHILE THE WEBSITE IS missionviejo.gov. Three addresses - bldgservices@, buildinginspection@ and self-service-help@ - all use the .org domain, as does portal.cityofmissionviejo.org. THIS RECORD REACHED MISSION VIEJO ONLY AFTER A REDIRECT. cityofmissionviejo.org/departments/... returns 301 to missionviejo.gov/departments/..., so an older link still resolves. Worth knowing because the two domains are both live and both genuine.
WHAT IS NOT KNOWN HERE IS AS IMPORTANT AS WHAT IS. The Mission Viejo Municipal Code was not opened, the 2022 code PDF was not opened, and the fee schedule was not opened. No local amendment, ordinance number or municipal code title appears on the page read. Treat every one of those as unread rather than as evidence the city publishes nothing.
