California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Sunnyvale publishes three such values and Fullerton six - Victorville publishes things you would otherwise telephone to ask.
RESIDENTIAL IS THE MORE SEVERE SEISMIC CATEGORY HERE, WHICH IS COUNTERINTUITIVE: "Seismic design category 'D' - can be modified with soils report; E for residential". Anyone who assumes the residential path is the lighter one has it backwards in this city.
SNOW LOAD MATTERS IN A CALIFORNIA DESERT CITY. Victorville publishes a 5 lb ground snow load - the only snow figure in this corpus - because it sits in the high desert rather than on the coast. A designer carrying assumptions from coastal California would not think to look for it.
CONSTRUCTION HOURS ARE ENFORCEABLE AND CITED: "7:00am to 10:00pm (VMC 13.01 Noise Control)". Where a city names the code section, the hours are a noise ordinance rather than a site courtesy, and complaints have somewhere to land.
THE BURIED DEPTHS ARE PUBLISHED PER UTILITY AND THEY ARE NOT UNIFORM: water pipes 1 foot, sewer pipes 2 feet, gas lines 18 inches, electrical lines 2 feet. Four different numbers, and the gas line is the one that is neither of the two obvious values.
FEES FALL AFTER APPROVAL, NOT BEFORE REVIEW - step four of seven, following plan approval. Visalia, in the same state, requires plan check fees "before processing". The step exists in both cities and sits in the opposite position, which is exactly the kind of thing that does not generalise and should be checked per jurisdiction.
THE FRIDAY AFTERNOON INSPECTION WINDOW IS AN HOUR SHORTER: "PM time slots are between 1:00pm-5:00pm (1:00pm-4:00pm Fridays)." The morning window is unchanged, so the loss is at the end of the week and the end of the day.

BOOKING IS ONLINE BUT CANCELLING IS A PHONE CALL: "If you need to cancel an inspection, please call the Building Division line at (760) 955-5100." The asymmetry is easy to miss and the consequence of missing it is a no-show.
