Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

THE ONE NON-CALIFORNIA CODE ON THAT LIST IS THE PROPERTY MAINTENANCE CODE: eleven entries are the 2025 California suite; the twelfth is the "2024 International Property Maintenance Code", an International Code Council model code adopted alongside them.

WHICH CODE GOVERNS AN APPLICATION IN FLIGHT IS ANSWERED IN WRITING: "Permit applications deemed complete before January 1, 2026, may continue to be reviewed under the codes in effect on the date the application was deemed complete." The test is the date the application was DEEMED COMPLETE - not the date it was submitted, and not the date a permit issues. What makes an application "deemed complete", and who decides, is NOT STATED on the pages read.
The adoption is framed as a state-law obligation rather than a local choice: "The City of Daly City is required by State law to adopt the 2025 California Building Standards Code (Title 24, California Code of Regulations), effective January 1, 2026."

Daly City publishes an initial plan review figure, which many building departments do not: fifteen working days. Two qualifications travel with it and both matter. The clock starts "from the date of routing" rather than from submittal, and routing is never defined on the pages read. And the Building Division states plainly that review is currently taking longer than that figure.

Tips & gotchas

THE CITY PUBLISHES A REVIEW TARGET AND, ON ANOTHER PAGE, SAYS IT IS NOT MEETING IT. "Initially submitted plans are generally reviewed within 15-working days from the date of routing" sits on the Permits Involving Plans page; "Due to a high volume of applications, the times frame for initial plan review is currently longer than normal" sits on the Building Division page. A reader who finds only the first page gets a number with no warning attached.
THE CLOCK STARTS AT ROUTING, NOT AT SUBMITTAL, AND ROUTING IS UNDEFINED. The fifteen working days run "from the date of routing". Nothing on the pages read says what routing is, who does it, or how long a submittal waits first - so the published figure excludes an interval of unknown length.
THE CODE CUTOFF TURNS ON "DEEMED COMPLETE", NOT ON SUBMISSION. "Permit applications deemed complete before January 1, 2026, may continue to be reviewed under the codes in effect on the date the application was deemed complete." An application filed before the new year but not deemed complete until after it does not plainly keep the older edition, and the pages read do not say what makes an application complete.
TWELVE CODES ARE ENUMERATED, AND ONE OF THEM IS NOT A CALIFORNIA CODE. Eleven are the 2025 California suite; the twelfth is the "2024 International Property Maintenance Code". Property maintenance obligations therefore sit under a model code adopted separately from the state cycle.
THE ADOPTED CODES PAGE LISTS EDITIONS BUT NOT AMENDMENTS. It states that "Daly City has adopted local amendments" and points to "Daly City Municipal Code, Title 15 -- Building and Construction". The amendments are not reproduced there, so the edition list alone does not tell you what Daly City changed.
THE CITY SPELLS ITS OWN FIRST CODE "Admnistrative". The Adopted Codes page reads "2025 California Admnistrative Code". It is quoted here as published; a search for the correctly spelled title may not match the page.
THE ADOPTION CYCLE WAS A PRUNING EXERCISE, AND THE CITY SAYS SO: "removing outdated, overlapping, or inconsistent local amendments and retaining only those justified by Daly City's climatic, geologic, topographic, or administrative conditions." Amendments that survived were kept against that test, which is the same justification California requires for a local amendment to stand.
RESUBMITTALS GO BY EMAIL, NOT THROUGH A PORTAL. "Resubmittal documents should be emailed to the Building Division." No plan-review portal is named on the pages read for this record.
NO FEE AMOUNT IS PUBLISHED on the pages read, though a "Credit Card Authorization (PDF)" is a required submittal document - so payment is collected at submittal without the amount being stated in advance on these pages.
