Tips & gotchas

• A DROP BOX THAT ACCEPTS A FLASH DRIVE IS UNIQUE IN THIS CORPUS, and it sits at the opposite end of the range from its neighbours: "Use the drop box at the City Hall East building entrance to leave an application, payment and/or flash drive." Oceanside abolished paper plans outright in January 2025 and Torrance in January 2026, both saying no exceptions; Visalia will take a USB stick in a box by the door. Neither approach is wrong - but a guide that assumed California had converged on portals would be wrong about this city.
• THE SCAM WARNING NAMES A CHANNEL NO OTHER CITY IN THIS CORPUS HAS NAMED: "the City would never ask for payments for permits via wire transfer or DIGITAL PAYMENT APPS." Huntington Beach, Chula Vista, Glendale, Fremont, Santa Clara, Spokane, Tukwila, Fort Worth, El Paso and the rest all name wire transfers; Visalia is the first to add payment apps. That is the attack moving medium and a city updating its rule to match - which is also why a rule about a CHANNEL decays and a rule about a PROCESS does not.
• AND IT GIVES THREE VERIFICATION ROUTES, NONE OF THEM EMAIL: "log into your official City of Visalia's Citizen Portal, call the City of Visalia Planning & Community Development Department directly at 559-713-4444 or visit our Permit Count[er] in-person at City Hall East." Consistent with every other city in this corpus: the defence is the channel you choose, not the content of the message you received.
• PERMIT ELIGIBILITY IS RESTRICTED AND STATED PLAINLY: "Permits will only be issued to property owners or State Licensed Contractors." An unlicensed person acting for an owner is not on that list, which matters for anyone planning to have a handyman pull the permit.
• PLAN CHECK FEES GATE THE QUEUE, NOT JUST THE ISSUE: "Payment of plan check fees will be required before processing." Submitting and paying later means the review has not started, which is a different thing from the permit not having issued.
• THE SUBMISSION WINDOW IS PUBLISHED BUT THE COUNTER HOURS ARE NOT. The city gives 7:30 a.m. to 4:30 p.m. for in-person submittal and no separate departmental opening times. This record reports the window the city states and does not convert it into counter hours - the same care Corona, Pomona, Lancaster and Fullerton needed, where the hours on the page belonged to something other than the permit desk.
• AN ONLINE OUTAGE IS PUBLISHED WITH DATES AND IT IS AHEAD: "online services will be unavailable beginning October 1, 2026 at 5:00 pm for scheduled maintenance. Online services will resume October 5, 2026 at 8:00 am." Read on 2026-09-19 that is a four-day window still to come, covering a weekend, with the phone line given as the fallback.
• THE PORTAL IS MID-EXPANSION AND THE CITY SAYS SO: applicants "will soon be able to access the status of permit applications and receive corrections through the ACA portal", with an encouragement to create a login now. Status lookup and corrections are therefore NOT yet available through it - which is worth knowing before assuming a portal account will tell you where your application stands.
• SOLAR HAS ITS OWN AUTOMATED ROUTE: "Solar panel permits with SolarApp+". That puts Visalia with Oceanside, Pomona and Santa Clara on SolarApp+, against Lancaster which uses Symbium - two different automated platforms in the same state, with different instructions.
• THE CITY HAS MOVED DOMAIN: visalia.city redirects to visalia.gov. Older links resolve, but the .gov is the live one.
• THE FEE BOOK CARRIES ITS DATE IN ITS FILENAME rather than on the page - the published Development Fee Book PDF is named for 2025-08-16. Where a document's only visible date is in its URL, that is the date to quote it by, and the date to re-check before relying on a figure from it.
