Tips

  • Caldwell assigns every commercial project a single Development Team Leader (from Planning & Zoning, Engineering, Building, or Fire) who coordinates status updates across all four review disciplines — use that contact for project-specific questions rather than calling each department separately.
  • The 12-business-day Complete Plan Review goal only applies to complete submittals with every checklist item and attachment included; incomplete submittals will most likely miss that goal.
  • Electrical, plumbing, and mechanical permits for commercial projects use their own valuation-based fee tables (Tables 4, 7, and 10 of Resolution No. 300-25) — distinct from the flat per-dwelling-unit rates used for residential trade permits — and are applied for separately after the Building Permit is issued.
  • Fire Sprinkler, Fire Alarm/Monitoring, and Cooking Hood Suppression systems each require their own separate application and fee — they are not included in the base Building Permit.
  • Food-related establishments must also secure approval from Southwest District Health, (208) 455-5400, prior to building permit issuance.
  • All design professionals (architects/engineers) and contractors must be currently licensed in the State of Idaho — plans stamped by an out-of-state-only license will not be accepted.

The base Building Permit fee itself uses the same valuation-based Table 1 as residential. What differs is the plan review fee percentage: commercial building plan review is 65% of the permit fee (vs. 40% for residential), plus a commercial-only 20% Fire plan review fee. Engineering (20%) and Planning & Zoning (35%, min $55) plan review fees are the same rate structure as residential. Commercial electrical, plumbing, and mechanical trade permits do use separate, commercial-specific valuation-based fee tables from their residential counterparts.

The Development Team's published goal is to issue a Complete Plan Review — combining Planning & Zoning, Building, Fire, and Engineering comments — within 12 business days of a complete submittal for new construction or an addition. This is a goal for the first full review round, not a guarantee of total time to permit issuance, which also depends on how quickly the design professional responds to review comments.

You'll need: Building Permit Application and Checklist for Commercial Use; Commercial Permit Guide Packet; Certificate of Value Form; Contractor Registration Declaration; Construction Drawings (Building, Civil, Structural, Electrical, Mechanical, Plumbing); ComCheck Energy Analysis; Storm Water Calculations. Depending on your project, Caldwell may also ask for: Material Safety Data Sheets (MSDS). See the required-documents checklist on this page for details on each.
