Commercial Building Permit in Cascade, Idaho

Required for new commercial construction, additions, and major structural work on commercial/business-occupancy buildings within the City of Cascade. The City has no dedicated commercial permit application, fee schedule, or separate process -- new commercial construction is administered through the same Cascade Building Code (City Code Title 2, Chapter 1) and general Building Permit used for residential work, under the City's adopted 2018 IBC. The one confirmed commercial-specific difference is the Fire District Impact Fee, which is billed by square footage for non-residential buildings rather than the flat residential rate.

When you need this permit

  • Required for new construction of any commercial, business, mercantile, or other non-residential-occupancy building within city limits, per City Code 2-1-3 (chapter applies to 'all buildings and construction' in Cascade unless exempted) and City Code 2-1-12(A) (permit required for any construction, improvement, extension, alteration, or demolition)
  • Plans must comply with the City's adopted 2018 International Building Code (IBC) and 2018 International Energy Conservation Code (IECC); the Cascade Building Code also amends IBC Table 2902.1 plumbing-fixture-count footnotes specifically for business and mercantile occupancies (City Code 2-1-7(F)-(G))
  • Evidence of approval from other governing agencies -- electric service, water system, sewer system, plumbing systems, mechanical heating system, and state highway approach (if applicable) -- is required before a building permit is issued, per City Code 2-1-11
  • No building permit may be issued within 72 hours of filing the application; the Building Inspector has a maximum of 15 days to process and issue the permit, per City Code 2-1-12(B) (Ord. 429, 6-9-1986) -- this is the only codified turnaround figure found for any Cascade permit type and applies chapter-wide, not just to commercial work
  • Work must comply with zoning and site development ordinances before a permit is issued, per City Code 2-1-13
  • Property lines must be clearly marked before excavation/soils and footing inspections, same as residential construction
  • As with every other Cascade permit type, it is recommended to call the Building Inspector to confirm scope and requirements before submitting

Inspection process

  1. 1

  2. 2

    Footing / Holes

After forms are set and reinforcement accurately placed, before placing concrete

  3. 3

    Foundation / Wall

After all forms and reinforcing materials are in place, before placing concrete

  4. 4

    Slab

After bar or wire mesh is placed but before concrete placement

  5. 5

    Wall and Roof Sheathing

Before house wrap or siding is placed; wall and roof nailing pattern checked

  6. 6

    Frame

After roof and wall sheathing (no siding installed); fire blocking, bracing, draft stops, and all plumbing/electrical/heating/gas rough-ins complete; done after electrical, plumbing, and HVAC rough-in inspections are signed off by State (DOPL) inspectors

  7. 7

    Insulation

Done before the interior of the structure is covered

  8. 8

    Final

Electrical, plumbing, and HVAC final inspections must be signed off by the State (DOPL) Inspectors before the City Building Inspector performs the final inspection

Tips

  • There is no separate commercial building permit application in Cascade -- use the same general Building Permit Application used for residential work.
  • The only confirmed commercial-specific fee difference is the Fire District Impact Fee: $1.16 per square foot for commercial/non-residential buildings versus a flat $2,891 for residential, both collected on new construction on behalf of the Cascade Rural Fire Protection District.
  • City Code 2-1-12(B) sets a hard 15-day statutory maximum for permit processing and issuance (after a mandatory 72-hour minimum wait) -- this is chapter-wide, not commercial-specific, and is the only codified turnaround figure found anywhere in Cascade's building rules. Call the Building Inspector (208-382-4279) for a realistic estimate on a specific project.
  • The City's published submittal checklist only names a residential REScheck energy certificate; confirm what commercial (COMcheck-equivalent) energy documentation the Building Inspector expects before submitting, since no commercial-specific checklist is published.
  • Cascade operates its own independent Building Department for all permit types, including commercial -- it is not covered by the Valley County Building Department, which explicitly excludes the City of Cascade.
