   Layout & Footing

   Lot corners staked before excavation; footing made after poles/piers set or trenched/basement excavated; forms and reinforcing in place

2. 2

   Foundation

   Excavations for thickened slabs supporting bearing walls/partitions/structural supports/equipment; all forms and reinforcing steel in place

3. 3

   Plumbing Underground

   Any plumbing under slab/concrete floor, inspected before concrete is poured

4. 4

   Sheeting

   Inspected for nail separation, prior to plumbing/electrical/mechanical work

5. 5

   Plumbing / HVAC / Electrical Rough-In

   Made prior to covering or concealment, before framing inspection

6. 6

   Framing

   After roof, masonry, all framing, fire stopping, draft stopping, bracing, and house wrap are in place

7. 7

   Insulation

   Outside envelope inspection for energy code compliance

8. 8

   Drywall

   After interior wallboard is in place, before texture and taping/finishing

9. 9

   Electrical / Plumbing / HVAC Final

   All systems in place, fixtures set, ready for occupancy

10. 10

    Building Final

    Made after all other finals have passed; building completed and ready for occupancy

Applies to: Plumbing Permit

   Plumbing Underground

   Any plumbing under slab/concrete floor, inspected before concrete is poured; includes radon piping where applicable

2. 2

   Plumbing Water & Sewer

   Checks city water and city sewer connections to the structure

3. 3

   Plumbing Rough-In

   Made prior to covering or concealment, before framing inspection

4. 4

   Plumbing Final

   All systems in place, fixtures set, ready for occupancy

Applies to: Electrical Permit

1. 1

   Electrical Service

   Conductors/equipment delivering energy from the serving utility to the premises wiring system (not applicable to all projects)

2. 2

   Electrical Rough-In

   Made prior to covering or concealment, before framing inspection

3. 3

   Electrical Final

   Fixtures and wall covers in place, appliances in place, panel directory completed, ready for occupancy

Applies to: Solar Panels Permit

1. 1

   Electrical Rough-In

   Wiring, grounding, and component listing verified before covering or energizing (City electrical inspector, not DOPL)

2. 2

   Electrical Final

   Panel labeling, working clearances, and system operation verified (City electrical inspector)

3. 3

   Building Final

   Roof-mounting and structural attachment verified against the stamped engineering plans (City building inspector)

Applies to: Duplex Conversion Permit

1. 1

   Life Safety Inspection

   Verifies smoke/CO detectors, fire separation, fire extinguisher, egress windows, and other life-safety code items are met

2. 2

   Building Final

   Made after all other finals have passed; verifies the converted structure meets current code for two-unit occupancy

Applies to: EV Charging Station Permit (City Electrical Permit)

   Electrical Rough-In (if applicable)

   Required only if new circuit wiring is enclosed before final; wiring, grounding, and component listing verified (City electrical inspector, not DOPL)

2. 2

   Electrical Final

   EVSE breaker sizing, GFCI protection (where applicable), labeling, working clearances, and charger mounting verified against the 2023 NEC (City electrical inspector)

Applies to: Mechanical / HVAC Permit

1. 1

   HVAC (Mechanical) Rough-In & Gas Pressure Test

   Made prior to covering or concealment, before framing inspection

2. 2

   HVAC (Mechanical) Final

   All systems in place, fixtures set, ready for occupancy

Final inspection only: Demolition Permit, Short Term Rental Registration
