Commercial / Multi-Family Building Permit in Rupert, Idaho
Required for non-residential (office, retail, industrial, storage) and multi-family structures within the City of Rupert, including new construction, remodels/additions, and modular buildings. Issued and reviewed by the Minidoka County Building Department under the 2018 IBC. There is no separate tenant-improvement (TI) permit product: the Commercial Application Packet's Project Details section has only three classification checkboxes (New Construction / Remodel/Addition / Modular Building), with no distinct Tenant Improvement checkbox, application, fee line, or published TI-specific review timeline — TI and change-of-use work is filed under this same permit's 'Remodel/Addition' classification. See the tips and FAQ below for the primary-source basis of this finding.

When you need this permit
- New construction, remodel/addition, or modular building for office/professional, retail/business, industrial, storage, or multi-family use within Rupert city limits
- Tenant-improvement and change-of-use work is processed under this permit's 'Remodel/Addition' Project Details checkbox — there is no separate TI permit type, application, or checklist published by Minidoka County
- Compliance with the 2018 IBC, 2018 IMC, 2018 IFC, 2018 IFGC, 2018 IEBC, and 2018 IECC — for remodeling and tenant improvements specifically, the area of improvement must comply with new-construction accessibility requirements (ANSI A117.1 / current IBC), with an accessible route of travel required to the remodeled/improved area, per the Commercial Plan Review Submittal Checklist's Additional Handicap Accessibility Information section
- Legal description of the property must accompany new construction applications
- MSDS sheets required for each chemical if the proposed occupancy stores or processes chemicals
- A Change of Occupancy Worksheet (part of the Commercial Application Packet) must additionally be completed if the project involves a change in occupancy classification for an existing building, or if an existing building on the site has been/is being demolished and a new building is being built in its place — common companion scenarios for TI projects with a new tenant, though not every TI job triggers it
- Fire District review/approval and (for food-preparation occupancies) South Central Health District approval required before permit issuance

Tips
- Fire District review and approval is required for ALL commercial and multi-family structures — a full set of plans must be separately submitted to the applicable fire entity, not just to the county Building Department.
- Fences greater than 6' in height and other miscellaneous projects may qualify for a simpler building-permit-only review rather than the full commercial submittal checklist, per the Commercial Plan Review Submittal Checklist.
- Tenant improvement (TI) and change-of-use work is NOT a separate permit type at Minidoka County/Rupert — no dedicated TI product exists. The Commercial Application Packet's Project Details section (page 8 of the Commercial Application Packet PDF) offers exactly three 'Please Check One' classification checkboxes — New Construction / Remodel/Addition / Modular Building — with no Tenant Improvement option, no separate TI application or checklist, no dedicated TI fee line, and no published TI-specific review-timeline SLA. A TI project is filed under the 'Remodel/Addition' checkbox and follows this permit's standard process and the same 10-15 business day plan-review goal documented below.
- The county's own packet uses the phrase "tenant improvements" exactly once, in the accessibility-compliance section of the Commercial Plan Review Submittal Checklist (Additional Handicap Accessibility Information): "For remodeling and tenant improvements, the area of improvement shall comply with the access requirements for new construction. An accessible route of travel will be required to the remodeled/improved area." This confirms the county recognizes TI as a distinct scope of work for ADA-compliance purposes, without administering it as a separate permit product.
- If a TI project also changes the occupancy classification of the space (e.g., a new tenant with a different use than the prior occupant) — or the site had a prior building demolished with a new one built in its place — a Change of Occupancy Worksheet must additionally be completed as part of the Commercial Application, listing square footage and occupancy classification for each prior use.
